Why the Kremlin should determine internal DPR politics remains a mystery. Aside from humanitarian aid, the DPR is no more dependent on the Russian government than is any other country. Recall that 85-90% of Donbass residents voted in the May 11, 2014 referendum for independence. Yet, in the two-thirds of the Donetsk and Lugansk Oblasts still controlled by Kiev, not even token autonomy has been achieved.
