Donetsk Defense: Weekly Situation Report, 07/21/2017 / DONi News / July 21, 2017 / Last week, in the formations and military units of the Armed Forces of the Donetsk People’s Republic, control exercises were held with the command staff and subunits in the form of tactical-combatant and tactical fire training following the results of the conducted coordination of the units. The DPR Armed Forces together with the security agencies of the Republic continue to conduct active measures to counter terrorism and combat enemy’s sabotage and reconnaissance groups. Over the past 24 hours, the Armed Forces of Ukraine committed 49 ceasefire violations. The enemy launched seven projectiles of 122-mm calibre, 192 mortar-shells of 120mm and 82mm calibre onto the Republic’s territory. In total, over the past week the enemy committed 298 ceasefire regime violations and fired 1092 rocket projectiles, tank shells and mortar rounds at the territory of the Republic. AFU shellings affected 34 settlements of the Republic, in nine of them 21 building were damaged and destroyed. Also, during artillery shelling by the AFU, transformer substations were damaged, as a result of which the settlements of Leninskoye, Dzerzhinskoye, Kominternovo, Novaya Tavria and Zaichenko were left without electricity supply. Malorossiya vs. Minsk: Is Poroshenko a Naked Emperor? / By Karl Pomeroy / Quemado Institute / July 19, 2017 / Donetsk People’s Republic President Alexander Zakharchenko declared on July 18, 2017 the creation of a new state, to be called Malorossiya, or “Little Russia”. This new state comprises all of the Oblasts (regions) of the former Ukraine, with Donetsk, rather than Kiev, its capital. Representatives of every Ukrainian Oblast, from Lvov in the far west, to Sumy in the north, to Lugansk in the east, signed the document endorsing the creation of Malorossiya at Tuesday’s ministerial summit in Donetsk. With the declaration of Malorossiya, the State of Ukraine ceases to exist. Malorossiya takes its place. However, a declaration is only as valid as the recognition it gets. So far, the Declaration of Malorossiya has been noted by key foreign players, including Moscow, Washington, Berlin and Paris. These enemy capitals (I call Moscow an enemy because of frequent betrayals) have naturally denounced the creation of Malorossiya, mouthing typical unrealistic platitudes about the Minsk 2.0 Accords being the only solution to the Donbass conflict. This is patent nonsense. The unconstitutionally established post-coup regime in Kiev, presided over by Petro Poroshenko, has stalled these agreements for almost two and a half years, delaying reform of the Ukraine constitution subject to approval of the Donbass representatives, and daily shelling civilian targets in the Donetsk and Lugansk People’s Republics (DPR/LPR). Kiev refuses to implement Minsk 2.0 because the agreements were in fact a trick. Poroshenko signed the endorsement document in Minsk, Belarus on February 12, 2015, after 19 straight hours of high-pressure negotiations with Russian President Vladimir Putin, German Chancellor Angela Merkel, and French President Francois Hollande (the Normandy Four). Other participants in these negotiations were the Tripartite Contact Group and DPR/LPR representatives Presidents Alexander Zakharchenko and Igor Plotnitsky. [Enemy Report:] Separatists in Ukraine declare creation of new ‘state’ Malorossiya / By Daria Litvinova / Telegraph.co.uk / July 18, 2017 / Russian-backed rebels fighting against Kiev announced on Tuesday the creation of a new “state” that they said would take the place of Ukraine and have its capital in their territory. The proposed country – which has no chance of getting off the ground – would be founded after a referendum and called Malorossiya, a tsarist-era name meaning “Little Russia” that once described most of the area covering modern-day Ukraine. A constitution presented by rebel leader Alexander Zakharchenko said representatives from the insurgents’ self-declared Donetsk and Lugansk “People’s Republics” and other regions had agreed to “declare the establishment of a new state, which is the successor of Ukraine.” The document – released by the separatists’ news agency – said rebel bastion Donetsk would become the capital, while Kiev would be reduced to the status of a “historical and cultural centre”. Ukrainian president Petro Poroshenko said on Tuesday that he would “restore sovereignty over Donbass and Crimea,” and predicted that the Malorossiya project would fall apart, just like the Novorossiya project did earlier. The Kremlin used the tsarist-era name “Novorossiya” (New Russia) to refer to the areas the rebels had seized, but the term was later dropped. According to the rebels, 19 regions of Ukraine have supported the move. The Kremlin hasn’t yet commented on it. Two Russian lawmakers called creating a new “state” in Ukraine unavoidable. State Duma deputy Leonid Kalashnikov told the state-run RIA Novosti news agency that Ukrainian authorities have reached a dead end in Eastern Ukraine, and the new state could be a way out. “People can’t be at war forever; creating an independent state could be a way out for them,” he said. There is no question whether the arms will be sent but rather which exactly weapon systems are to be included into the package. The Joint Staff is working with US European Command to determine what lethal defensive aid to Ukraine might look like, said Air Force Gen. Paul Selva on July 18 during a Senate Armed Services Committee confirmation hearing considering his nomination by President Donald Trump to serve another two years as Vice Chairman of the Joint Chiefs of Staff. «It will be more than just a military recommendation», the General said. «This will be a policy choice on whether or not we are going to give the Ukrainian government the tools they need to defend themselves against what we believe to be a Russian-supported insurgency movement in the Donbass». Army General Curtis Scaparrotti, the US top European commander, is another staunch supporter of the plans to deliver lethal arms to Ukraine. Also on July 18, the Senate confirmed Patrick Shanahan as Deputy Defense Secretary – number 2 position at the Pentagon. Questioned by Sen. John McCain, R-Ariz., the Armed Services Committee’s Chairman, he answered, “I support lethal defensive security assistance to Ukraine.” Shanahan supported the idea of doing more in terms of supporting Kiev. Senator McCain has called for the United States to send anti-tank missiles and other military equipment to Ukrainian forces. There are growing bipartisan calls to arm Ukraine on Capitol Hill. The House version of the National Defense Authorization Act (NDAA) cuts the military aid to Ukraine from the initial $300 million to $150 million, but it provides permission for lethal arms supplies. Ukrainian forces attack OSCE drone in Donetsk west / DONi News / July 21, 2017 / An unmanned aerial vehicle launched by OSCE monitors in the western part of Donetsk was shelled by the Ukrainian forces on July 20б reported a DPR representative to the Joint Centre for Control and Coordination of the ceasefire (JCCC). “During the OSCE inspection in the west of Donetsk, observers launched a UAV, soon afterwards it came under the AFU fire,” the official said. He added that all the units of the DPR Armed Forces deployed in the indicated area were notified of the drone’s launch by international observers. “Servicemen of the Republic did not open fire,” the DPR representative stressed. Earlier it was reported that OSCE observers headed by the Principal Deputy Chief Monitor of the special monitoring mission, Alexander Hug, arrived in the village of Trudovskiye in the Petrovsky district in the west of Donetsk. During the inspection, the Ukrainian forces shelled Trudovskiye with automatic grenade launchers.

Alexander Zakharchenko announces creation of new state / DONi News / July 18, 2017 / Today, on July 18, the capital of the Donetsk People’s Republic held a historic event – the signing of a political declaration on the creation of a new state, which will become the legal successor of ‘Ukraine’. The new state formation will consist of 19 regions of the former Ukraine and be called Malorossiya with the center of the new state in Donetsk. Kiev remains a historical and cultural center without the status of the capital city. “All of us here are going to talk about the future. We propose a plan for the reintegration of the country through the law and the Constitution. We must build a new country in which the concepts of conscience and honour are not forgotten. We offer the citizens of Ukraine a peaceful way out of the difficult situation, without war. This is our last offer not only to the Ukrainians, but also to all countries that supported the civil war in Donbass. I am convinced that we will do everything possible and impossible,” said the Head of the DPR, Alexander Zakharchenko. The event was attended by the Head of the DPR Alexander Zakharchenko, the Adviser to the Head Zakhar Prilepin, the Deputy Chairman of the Council of Ministers, the Minister of Inland Revenue and of the Republic Alexander Timofeyev, as well as representatives of most of the regions formerly part of Ukraine. All the present delegates voted in open voting unanimously for signing the political declaration on the creation of Malorossiya with the capital in Donetsk. “Malorossiya is a federal state with wide autonomy of the regions. Malorossiya: Information War Ploy or Real Revolution? / By Eduard Popov / Fort Russ / July 18, 2017 / On July 18th in Donetsk, the leader of the Donetsk People’s Republic, Alexander Zakharchenko, proclaimed the founding of a new state, Malorossiya (“Little Russia”), in the place of Ukraine which was declared to have finally “demonstrated its bankruptcy.” According to Zakharchenko, the establishment of a new, independent state in the likes of Malorossiya could help stop the conflict in Donbass. As the DPR’s Minister of Revenues and Duties, Alexander Timofeev, has stated, the proclaimed Malorossiya will be a federal state featuring broad autonomy, its capital in Donetsk, and the flag of Bogdan Khmelnitsky as its state flag. According to Timofeev, a constitution will be adopted at a popular referendum. The minister also emphasized that the creation of Malorossiya does not contradict the Minsk Agreements. Donetsk Defense: Situation Report, 07/16/2017 / DONi News / July 16, 2017 / The Ukrainian party keeps violating the “harvest truce.” In the Donetsk direction, the enemy targeted 15 localities and adjacent areas with five artillery projectiles of 152mm calibre and 24 of 122mm calibre, 16 tank rounds, 75 mortar shells of 120mm calibre and 70 of 82mm calibre. I would like to once again draw the world’s attention to the criminal nature of the actions conducted by the Ukrainian military. Yesterday, on July 15, at the orders of the commander of the 55th separate artillery brigade, war criminal Brusov, the enemy fired at the DPR territory with 152mm and 122mm artillery from the positions stationed in the residential districts of Krasnogorovka. These actions by Ukrainian criminals are aimed at provoking the DPR Armed Forces into opening response fire whilst events dedicated to the Day of the Metallurgist were taking place in the locality. Seven Republic’s residents wounded, three killed in AFU shelling over week / DONi News / July 16, 2017 / According to the press service of the DPR Ombudsman, on July 7, a 36-year-old defender of the Republic received a mine-blast wound in the hostilities in the Yasinovataya area near the Donetsk filtering station. On July 8, as a result of armed provocations by the Ukrainian forces in the area of Dokuchayevsk, a Republic’s soldier received an open shelled fracture of his right thigh. As a result of artillery shelling in the Gorlovka area, a 46-year-old civilian received a brain concussion. On July 10, as a result of the bombardment of the Petrovsky district of Donetsk by the Ukrainian armed forces, a civilian woman was wounded in the head; another civilian received shrapnel wounds of the chest and right shoulder. Donetsk Defense: Situation Report, 07/12/2017 / DONi News / July 12, 2017 / The Armed Forces of Ukraine committed 36 ceasefire violations over the past 24 hours. The enemy launched 4 tank-shells, 42 mortar-shells of 120mm caliber and 30 mortar-shells of 82mm caliber on 12 localities and nearby districts in the Donetsk direction. In the Gorlovka direction, the enemy launched 23 mortar-shells of 82mm caliber on the areas of two localities. Besides, Ukrainian punishers applied grenade launchers and small arms. In the Mariupol direction, the enemy shelled four localities and nearby districts, launching five tank-shells and thirteen mortar-shells of 82mm caliber. AFU units’ servicemen have begun refusing to be sent to the so-called “ATO” zone more frequently. Thus, fourteen soldiers and sergeants openly refused to participate in the civil war against Donbass residents and venturing their lives, to defend interests of oligarchs in the 1st separate tank brigade (Chernigov Region). Due to the fact that these cases take place more frequently, the AFU units’ commanders prefer to retire them with retrospective effect. It should be noted that the overwhelming majority of Ukrainian soldiers with whom contracts were forcedly concluded consider themselves to be the deceived and do not want to keep serving. LPR Security Ministry has suspects in 7 July Lugansk terrorist attacks probe / Lugansk Media Center / July 11, 2017 / LPR State Security Minister Leonid Pasechnik said the investigators have suspects in the ongoing probe into the terrorist attacks carried out in Lugansk on 7 July. Two terrorist attacks were carried out near World War II Heroes Square in Central Lugansk last week. A woman was killed and another five people were injured in the explosion of a bomb containing submunition, which had been planted in a litter bin at the entrance to a food shop. Two persons were injured in the second blast that occurred several dozen meters away, after law-enforcement personnel and militia came to work at the scene of the first terrorist attack. The victims suffered multiple injuries. “A circle of suspects has been identified within the probe into the double terrorist attack in LPR territory. All LPR law-enforcement bodies are involved in a special operation to apprehend and detain them,” Pasechnik said. Earlier, LPR State Security Ministry circulated identikits of two persons suspected of involvement in the 7 July terrorist attacks. “Simultaneously, we’re taking measures to identify commanders of Ukrainian army and paramilitary units, National Guard and other Kiev-controlled law-enforcement bodies complicit in terrorist attacks and abductions and murders of LPR civilians,” the minister said. He said the acts of terror were conclusive proof of Kiev’s waging an aggressive war against peace and security of the people living in Donbass.” The State Security Ministry is documenting the illegal activity of Ukrainian secret services related to murders and abductions of LPR militiamen. “At the present time, we’re ascertaining the involvement of certain persons in the Ukrainian military and law-enforcement bodies in the above crimes,” Pasechnik added.

Kiev fears responsibility for war crimes in Donbass / DONi News / July 12, 2017 / The Ukrainian authorities should not use the word “occupation” with regard to Donbass if they are really seeking for a settlement of the conflict, director of the Party of Power (Partiya Vlasti) consulting company, Yelena Dyachenko, expressed such an opinion at a press conference in Kiev. “The war party constantly comes up with some issues to drive up military rhetoric and aggravate the situation,” the expert commented on the initiative of NSDC Secretary Alexander Turchinov on the need to abolish the ‘ATO’ and pass to a new format of war. “It’s one thing to pass a law on the occupation of the Crimea, and the other is to try the same over Donbass issue. The main criterion for occupation or non-occupation is international recognition. Authorities of the occupying state must be established in the occupied territories. There are none in Donbass. Thus, if we recognize these territories as those occupied by the DPR and LPR, then we will lose these territories forever. There are definitely neither Russian flags nor Russian authorities,” Dyachenko said, calling attempts to treat Russia an occupier of Donbass “legal delusions.” In addition, she drew attention to the fact that the “Popular Front” was attempting bringing into affect the abrogation of responsibility from Ukraine for violating all the conventions on humanitarian law, including those for the lives of civilians, at that trying to shift responsibility to Russia. “Why should this responsibility be abrogated? To avoid a military tribunal for war crimes. Here lies the logic of the war party. Only for this purpose these documents can be developed. US begins to advise Kiev on Donbass reintegration law / DONi News / July 12, 2017 / Kiev is discussing a draft law on the reintegration of Donbass with the key partners – the United States, Germany, France, deputy head of the Ukrainian presidential administration Konstantin Yeliseyev said to the Ukrainian bureau of Radio Svoboda. Secretary of the Ukraine’s National Security and Defense Council (NSDC) Alexander Turchinov said on Monday that President Pyotr Poroshenko had instructed to consult with the Normandy Format countries about the law on the reintegration of Donbass, after which the document was planned to be submitted to the Verkhovna Rada in September. “Now, at the order of the National Security and Defense Council, we are working in contact with our key partners, primarily the United States, Germany and France, to coordinate this project with them. We have got our partners’ first encouraging reaction already,” Yeliseyev said. According to him, the key mission of the draft law “On the peculiarities of state policy for the restoration of territorial integrity and sovereignty” (the law on the reintegration of Donbass – Ed.) is to show the strategy, the president’s policy for the restoration and reintegration of these territories in Ukraine by political and diplomatic means, and it is based on the Minsk agreements’ implementation. Earlier, the President of Ukraine announced plans to submit a bill on the reintegration of Donbass for consideration to the Verkhovna Rada. According to the deputies, the document provides for recognition of the Donbass territories out of Kiev’s control as “occupied” and the Ukrainian forces’ transition to the “military operation” format, but its text has not been made public yet. As stated by Russian plenipotentiary representative to the contact group for Ukraine Boris Gryzlov, the bill on the reintegration of Donbass is an attempt to create an alternative to the Minsk agreements, instead of a political settlement, emphasis is placed on a military solution to the conflict. At that, the DPR and LPR stated that the conflict settlement should take place within the Minsk agreements’ framework, other options are unacceptable. In April, 2014, the authorities of Ukraine launched the military operation against the Donetsk and Lugansk People’s Republics, which declared independence after the February 2014 coup in Ukraine. According to the latest UN data, over 10,000 people fell victims to the conflict.

As Military.com reports, Ukraine and the West accuse Moscow of smuggling weapons and troops across the porous border in support of the separatists, a charge has repeatedly denied. “Russia has maintained its aggressive actions against Ukraine, but NATO and NATO allies stand by Ukraine and stand on your side,” Stoltenberg said at the NATO-Ukraine Commission session in Kiev. “Russia must withdraw its thousands of soldiers from Ukraine and stop supporting the militants,” he added during a press conference with Ukrainian President Petro Poroshenko. The conflict in eastern Ukraine and Russia’s annexation of Crimea in 2014 have driven ties between Moscow and the West to their lowest point since the Cold War. “We are also here to demonstrate NATO’s solidarity with Ukraine and our firm support for the sovereignty and territorial integrity of your country,” Stoltenberg said. “NATO allies do not and will not recognize Russia’s illegal and illegitimate annexation of Crimea.” The NATO chief’s trip came a day after US Secretary of State Rex Tillerson made a maiden visit to Kiev and urged Moscow to take the “first step” to ease the conflict in Ukraine’s east. Ukraine announces plans to toughen border control for Russian citizens / TASS / July 10, 2017 / KIEV / Ukraine has announced plans to toughen border control for Russian citizens starting from January 1, 2018. After a regular meeting of the Ukrainian National Security and Defense Council on Monday, its secretary Alexander Turchinov said all foreigners crossing the Ukrainian border will have to undergo biometrical control. “First of all, it will be applicable to Russian citizens,” he said, adding that Russians will be required to undergo obligatory fingerprinting procedure. What is more, prior to visiting Ukraine, Russians will be required to obtain preliminary registration. “It means that a Russian national planning to visit Ukraine will have to be preliminary registered and submit required data to the Ukrainian Foreign Ministry,” Turchinov explained. Apart from that, according to Turchinov, all Russians who are already staying in Ukraine must obtain obligatory registration, i.e. to inform local authorities about the places of their sojourn. He said that the relevant infrastructure will be commissioned by the beginning of the next year, or maybe earlier.
