Donetsk Defense: Weekly Situation Report, 05/12/2017 / DONi News / May 12, 2017 / EXCERPTS: In the period from May 6 to May 12, in the large units and military units of the DPR People’s Militia, the main efforts were focused on preparing and holding the Victory Day Parade, conducting complex battle drill exercise of motorized rifle, tank and artillery units aimed at improving defensive skills in the conditions of direct contact with the enemy. Over the past 24 hours, there were registered 51 occasions of ceasefire violations by the Armed Forces of Ukraine. The territory of the Republic was attacked with artillery, tanks, mortars of various calibres, weapons of the IFV, grenade launchers and small arms. In total, over the past week the enemy committed 331 occasions of the ceasefire regime violation and fired 2,122 projectiles, tank shells and mortar rounds at the territory of the Republic from weapons prohibited by the Minsk Agreements. . . . On May 9, festivities dedicated to the 72nd anniversary of the Victory in the Great Patriotic War were held in the capital of our Republic. . . . But the enemy decided to overshadow this great day with another low act, using heavy artillery and tanks at the peaceful areas of Bezymennoye locality and the Kuibyshevsky district of Donetsk. The blow was dealt treacherously into the backs of peaceful citizens who were at a grand meeting in the central square of the village and lasted for an hour. In total during the shelling, the Ukrainian fascists fired more than 50 shells. . . . To attack with artillery, the Ukrainian side actively used unmanned aerial vehicles to adjust fire. May 11. Essence of Time unit situation report / Essence of Time / May 12, 2017 / Though the volume of Ukrainian side’s shelling is low, the situation remains tense along the whole contact line. The Ukrainian army is provoking combat on the northern borders of Gorlovka, in Avdeevka industrial zone, and in the village of Zhabichevo, as well as on the Mariupol direction. There is no information on the destruction of the houses and victims among the civilians. During May 10, the Ukrainian army violated the ceasefire 37 times. The enemy opened fire on 13 villages and towns of the DPR. 2 houses on Rustaveli and Mirgorodskaya streets were damaged in the Kuybyshevsky district of Donetsk. Lugansk to hand over OSCE bomb case to world court / News Front / May 12, 2017 / After an investigation locally, officials are passing on the results to international bodies for further prosecution of Ukrainian Armed Forces members involved in the blast that killed an American OSCE monitor and injured two others. The evidence collected against the Ukrainian servicemen is planned to be used in international courts. So says the official representative of the People’s Militia of the Lugansk People’s Republic, Andrei Marochko, [including] names of the commanders of the Ukrainian Armed Forces, who have been implicated in the attack upon the OSCE vehicle near Lugansk. At the present time, the basic evidence is being collected for the initiation of a number of criminal cases against Colonel Romigailo, Commander of the OGS Lugansk, Colonel Nechaev, Commander of the 8th Special Operations Regiment (commander of the 14th Brigade of Colonel Jacques) , The commander of the 53rd Brigade Colonel Vodolazsky, – said Marochko during a briefing held in Lugansk. According to the information of the People’s Militia, it was these three servicemen who ordered their subordinates to prepare and destroy the car of the OSCE mission, as a result of which one person was killed and two were injured. Marochko also said that these people led the shelling of civilians in the villages of Frunze, Kalinovka, Logvinovo, Veselogorovka and many other settlements. The representative of the department stressed that the entire collected evidence base against the Ukrainian officers will be used in international courts.

Fresh criminal cases started against Ukraine military over Donbass shelling – Russian investigators / Rt.com / May 12, 2017 / The Russian Investigative Committee has launched criminal cases against Ukrainian servicemen and officials responsible for indiscriminate use of artillery in the self-proclaimed Donetsk Republic that resulted in civilian casualties. A spokesperson for Russia’s Investigative Committee (the federal agency dealing with especially important and resonance crimes) told reporters on Friday that the criminal case had been started into the artillery raids that took place in the villages of Yakovlevka, Yasinovataya and Dokuchayevsk, as well as in the Petrovsk district of the city of Donetsk between May 1 and May 5, 2017. “As a result of this shelling, one civilian was killed and four more, including a pregnant woman, were wounded. Criminal cases were started into the use of banned methods of warfare,” Svetlana Petrenko said in comments with Rossiiskaya Gazeta. She emphasized that the agency intended to prosecute not only the military servicemen who conducted the actual artillery raids, but also all officials who ordered them. Russian law allows the Investigative Committee and other agencies to launch cases into crimes committed on foreign soil if these crimes target Russian citizens or violate internationally-accepted human rights. Earlier the Investigative Committee initiated several cases against Ukrainian officials and military officers. In August 2016, it pressed charges of using banned methods of warfare in Donbass, eastern Ukraine, against the Ukrainian defense minister and several top military commanders. The agency stated that it had obtained sufficient proof that crimes against civilians in the self-proclaimed republics of Lugansk and Donetsk had been committed on the orders of senior Ukrainian military commanders. In September, the Investigative Committee launched additional cases against Ukrainian military commanders over the attempted genocide of Russian-speakers in the self-proclaimed Donetsk republic. In late 2016, the agency also charged two senior officers of the Ukrainian Defense Ministry with attempted murder after establishing that their units had deliberately and repeatedly shelled Russian territory in 2014.

During the official visit the guests will meet with heads of Ministries and departments of the Republic and will take part in the festive celebrations and the meeting of the integration Committee “Donbass-Russia”. The Treaty of friendship, cooperation and mutual assistance between the People’s Republic of Donetsk and the Republic of South Ossetia, as well as the Protocol on establishment of diplomatic relations between the Republic of South Ossetia and the Donetsk People’s Republic were signed on the 11th of May, at the Republic Day. The signing by the Heads of the Republics of the Treaty on friendship, cooperation and mutual assistance is the beginning of a new stage of development of relations between our States. The agreement consists of articles covering all spheres of mutually beneficial cooperation: joint activities, exchange of experience in scientific, cultural and economic cooperation, joint efforts in legislative activities. Both signed today the documents are closely linked and are the basis for the establishment of bilateral relations in all spheres, and this is an important step in the establishment of the DPR and the acquisition of international legal personality. “The signing of the Protocol on the establishment of diplomatic relations not only completes the process of mutual recognition and regulate in the near future the exchange of diplomatic missions at the Embassy level, but will work more closely at the level of ministries of foreign Affairs of the Republics to better protect the rights of our citizens. Today’s event is another proof that our Republics are firmly committed to the principles of democracy and compliance with international norms and standards,” said Natalia Nikonorova after signing the documents.

Zakharchenko surprise: We have one goal – to reunite with Russia / By Joaquin Flores / Fort Russ / May 12, 2017 / Today Zakharchenko said something quite surprising at a meeting of the Integration Committee “Russia-Donbass”. “We have one goal – the reunification with the motherland, and the motherland is Russia – and that is the ultimate goal of this committee, all the work is aimed only at one thing – Homecoming.” This was reported in the Russian info-sphere. At first glance, this sounds pretty obvious. After all, in the course of this three year conflict, with thousands of civilians killed, millions internally displaced, and tens of thousands of military casualties, what else has motivated the so-called ‘rebels’? It wasn’t for nothing that the Lugansk and Donetsk declared people’s republics, separate from Ukraine. What’s surprising then is that this flies in the face of the Minsk Agreement – in which several steps are to be fulfilled. The Kiev junta has to date failed to make good on the substantive parts of this. In fact, at the Rada, numerous officials have declared that they have no intention in seeing this through. Yet, the agreement itself was made into a UN security council resolution, which passed. Kiev was to make proposed changes to the constitution, create a decentralized system which in layman’s terms can be called a ‘federal system’ (even if the name of Ukraine doesn’t change). Politicians from Russia and Donbass meet in Donetsk to discuss further integration / By Adam Garrie / The Duran / May 12, 2017 / Speeding up the integration process is essential for peace and prosperity. / An historic meeting has taken place in Donetsk, wherein leaders of the Donetsk People’s Republic and representatives of the Russian State Duma and Federation Council have meet to discuss further steps to help integrate the Donbass republics with the institutions of the Russian Federation. The meeting took place between Donetsk head Alexander Zakharchenko, deputy chairmen of the Donetsk People’s Republic Ministers’ Council Alexander Drobot, Russian State Duma deputy Andrey Kozenko for the United Russia party,Russian Federation Council member Sergey Tsekov as well as other politicians and journalists. Russia all ready accepts legal documents including passports and professional qualification issued in The Donetsk and Lugansk People’s Republics and to that end, citizens of the Donbass republics can now open bank accounts in Russia as well as live and work in Russia so long as they hold a passport from Donetsk or Lugansk. Historical considerations and present realities would dictate that the ultimate goal is full integration of the Donbass republics into the Russian Federation. It is indeed possible for the two republics to live as independent peaceful states, but the more practical economic and cultural reality is for Donetsk and Lugansk to become members of the Russian Federation. There is no real chance that these republics could ever be part of even a federated Ukraine. Too much blood has been spilt and too many resources from Kiev have been cut off for any sort of reconciliation to be possible. The fascist Kiev regime does not act as though it even wants Donetsk and Lugansk any longer. The continued war of aggression by Kiev against Donbass appears to be more of an exercise designed to keep western money flowing into Kiev than it would appear to be any attempt to actually ‘take back’ areas where mutual hatred has all but solidified. Furthermore, the Republics are now more or less self-sufficient entities and when it comes to the importation of essential supplies, including medicines; this comes from Russia. The inaugural meeting between politicians from Donbass and the Russian Federation took place in Russia, in March of this year. This second meeting focused on key areas including, “restoring economic ties between Donbass and Russia, humanitarian and cultural integration of Donbass and Russia, best integration practices of interaction between the Donbass and Russia’s community and International support of Donbass”. It is hopeful that today’s meeting with help speed up a process that will be in the best interests of both the people of Donbass as well as the wider Russian world of which Donbass has always been a part.

Issue of DPR, LPR recognition to be raised in European Parliament / DONi News / May 12, 2017 / MEP from Italy, Eleonora Forenza, will raise the issue of the DPR and the LPR status in the country’s parliament and the European Parliament (EP), the Izvestia newspaper reports. “It’s very embarrassing that the EU supports the Kiev regime. That’s why I have already signed a petition to demand that the Italian government officially recognizes the republics. And I will discuss in the European Parliament a petition calling for an end to the support of the Poroshenko government and the recognition of the DPR and the LPR. Soon, a meeting will be organized in the EP, to which representatives of Donetsk and Lugansk will be invited. The goal is to consider this problem at the international level and show how a simple people bravely waged a struggle for their freedom, fighting today’s fascism. I made a commitment to many people from Donbass. And I’m intended to keep my word,” Eleonora Forenza stated. She added that during her visit to the Donetsk and Lugansk People’s Republics, she “did not meet a single terrorist who occupied another’s land, but only saw how ordinary people protect their own territories.”

Traitors: Montenegro To Become Member Of Terrorist Organization NATO June 5th / Novorossia Today / May 12, 2017 / Montenegrin Prime Minister Dusko Markovic said after talks with US Secretary of State Rex Tillerson that Montenegro will formally become a member of NATO on June 5, reported RTCG. This was an opportunity to open up all the questions of our bilateral relations, but also those concerning the Western Balkans, the European Union and the world,” said Markovic. Markovic said that Montenegro “used 15 years of peace and stability in the best way” adding that his country will most likely formally become a member of NATO on June 5. He said that the Montenegrin-US relations have a satisfactory pace, which was especially shown in rapid ratification of the Protocol on the Accession of Montenegro to NATO. “We talked about issues relating to peace and stability in the Balkans, as a condition for Euro-Atlantic perspective, in circumstances where worrying trends tend to happen, when we have more instability. We agreed that it is primarily the responsibility of the Balkan leaders to find solutions themselves for the vision of the Balkans, which will be European and Euro-Atlantic,” said Montenegrin Prime Minister. Montenegrin Parliament unanimously adopted the Law on Ratification of the North Atlantic Treaty on April 28, which provides the conditions for Montenegro’s accession to NATO. The move was followed by protests by NATO opponents who demanded a referendum on the issue.

Republic Day Procession brings together 50,000 people in Donetsk city-centre / DONi News / May 11, 2017 / A festive multi-thousand march on the occasion of the third anniversary of the founding of the Donetsk People’s Republic began today in Donetsk. About 50 thousand people from all the DPR cities and districts are participating in the action. The march started from Lenin Square in central Donetsk. It will proceed along Artyoma Street to the republic’s Olympic Sport Centre where a concert is planned featuring Russian celebrities. Some 100 Night Wolves Club bikers and the wind band of the city’s Philharmonic Society are leading the march. It is followed by a column headed by the acting Donetsk administration head Alexey Kulemzin, delegations from the DPR towns and districts, and activists of the Donetsk Republic and Young Republic public organisations. The participants are carrying the DPR flags and flowers. The DPR Head Alexander Zakharchenko, People’s Council chairman Denis Pushilin and guests from Russia, Abkhazia and South Ossetia and LPR are on the platform in Lenin Square greeting the marchers. Lugansk People’s Republic marks 3rd anniversary / Lugansk Media Center / May 11, 2017 / The Lugansk People’s Republic marked its third anniversary in a solemn ceremony on Lugansk World War II Heroes Square on Thursday. LPR and Lugansk administration officials, youth organisations activists and city residents attended the event. The LPR flag was hoisted by “Dobrovolets” (Volunteer) Basic Military Training Club cadets Olga Rogovets and Igor Golovochev. The wind band of the Matusovskiy Lugansk State Culture and Arts Academy played the LPR hymn. “The third anniversary of the Lugansk People’s Republic shows that we have been gaining our state sufficiency slowly but surely. These free years demonstrate that the Republic has succeeded as a state,” LPR Council of Ministers acting Deputy Chairman Alexander Drobot said. “We already can talk with confidence about our agricultural and food security; our economy is becoming stronger. That the contact line is within a stone cast from Lugansk is a major hindrance, but LPR People’s Militia and all necessary services work towards ensuring a comfortable existence of our Republic. “The process to establish (the Republic – eds Lugansk Media Centre) was rather difficult but we’re passing it steadily. The republic has succeeded, it moves on steadily, as it shown by our state symbols, our coat-of-arms, hymn and flag which are symbols of an independent state,” LPR Culture, Sports and Youth Minister Oksana Kokotkina said. Three years ago, on 11 May 2014, the Lugansk and Donetsk People’s Republics and the territories controlled by Kiev forces held a referendum on LPR and DPR self-determination. Voter turnout in Lugansk Region made up 81 percent and in Donetsk Region 75 percent. LPR and DPR independence was supported by 96.2 percent and 89.7 percent of voters, respectively. The Republics proclaimed their state sovereignty on 12 May 2014. LPR marks Republic Day on 12 May. It is a non-working holiday established by LPR head Igor Plotnitskiy’s decree.

After Miraculously Surviving under Fire in Donetsk, Crimean Woman Chastises OSCE Staff / Novorossiya Information Agency / Translated by Quemado Institute / May 10, 2017 / Valentina Borisovna arrived in Donetsk from Crimea the other day to take her grandson for a vacation. She spent the whole of last night covering her grandson with her body during the shelling of the Kuibyshev district. An agitated and frightened woman, leaving the house, met the OSCE staff and expressed to them everything she thinks about the work of the mission in the Donbass. “I wish you exactly the same! For your children in your countries to have experienced the same as my grandchildren! You bastards!” the woman screamed. On a brief note from the mission’s representative, “The bastards are the ones who shoot,” she replied: “And who shoots? Do you think the DPR shoots? The one who shoots is Ukraine, and you defend it! Ukraine is led by the bandit Poroshenko! I do not see your work, I do not see it at all!” she snapped. A second OSCE official approached and tried to say something. “I have not seen your work for the third year already! You understand that this is the cry of the soul! My children live here, grandchildren,” the woman told him. She also added that she recently came from Crimea to take her grandson to rest on the peninsula. In addition, she reminded the mission staff that Crimea is not Ukraine. “Remember, Crimea has never been Ukraine! Let Ukraine forget about the Crimea!” summed up the agitated woman. When journalists came up to ask her to comment on the situation, she took a breath and told that she was most afraid for her children and her grandson. “My daughter lives here. I came for my grandson to take him to rest in Crimea and today I slept under this shelling. I shielded my grandson. I thought, I will perish, but at least I will save my grandson. And these, –points in the direction of the OSCE– they just come to ‘observe’. [Enemy report:] Hug says OSCE patrols to travel only on surfaced roads after vehicle blast incident / Interfax-Ukraine / May 11, 2017 / DONETSK / The OSCE Special Monitoring Mission (SMM) patrols will travel only on concrete roads due to the blast of a mission’s vehicle on April 23, OSCE SMM Principal Deputy Chief Monitor Alexander Hug told reporters. First and foremost, the April 23 incident is not an accident, Hug said at a press conference. He said that the mission patrol vehicle had triggered a piece of munitions, most apparently a mine, which is an indiscriminate-action weapon. The OSCE is currently conducting its own inquiry, he also said, elaborating that the OSCE Secretariat, rather than the SMM is carrying it out. OSCE Chairperson-in-Office Sebastian Kurz tasked the secretary with undertaking an external examination, he said. This experiment continues, the mission will continue fulfilling its mandate, but with certain limitations, Hug said. These limitations will most likely be in effect, unless the OSCE sees that the sides have undertaken certain actions, he said. The patrolling is currently being conducted only on concrete, surfaced roads, the OSCE SMM deputy chief monitor said. He said that extra measures had also been contemplated and they would be put into practice, if necessary. An OSCE SMM vehicle blew up presumably on a mine that killed an employee of the mission and injured two others in the vicinity of the Pryshyb populated locality in the Luhansk region outside Kyiv’s control in the morning on April 23. This is a rather laconic and short text,” Peskov told reporters. The Kremlin spokesman stressed that Russia was not one of the parties to the Minsk agreements, but a guarantor state, alongside France and Germany. “It is written very clearly in the agreements themselves who should meet what requirements,” Peskov said. [… More general background at source.] Quemado Institute Editor’s note: On the question of whether Russia “is a party to” the Minsk Agreements, the document dictates withdrawal from the contact line of “Ukrainian troops,” and “armed formations of particular districts of Donetsk and Luhansk oblasts of Ukraine.” It also lists requirements for the Ukrainian Government, the OSCE, and the Trilateral Contact Group. The document does not mention Russia. One clause of the document dictates: “Pullout of all foreign armed formations, military equipment, and also mercenaries from the territory of Ukraine under OSCE supervision.” This clause certainly includes foreign mercenaries fighting on the side of Ukraine, such as NATO troops. Depending on how one interprets the word “formations”, it might also include foreign volunteers in Donbass, of which many are Russian. Thus both sides appear to be violating this requirement. This is the only clause which could be construed to indirectly involve Russia. However the United States, Poland, and other countries whose troops fight for Kiev are similarly involved, and they are not called “parties to the agreement.” Another point of confusion is that the document was signed by representatives of Ukraine, the DPR, the LPR, the OSCE, but also by Russia’s ambassador to Ukraine Mikhail Zurabov. Since yesterday morning by shelling the locality of Bezymennoye with the weapons prohibited by the Minsk agreements the enemy extended the shelling zone during the whole day, aimed at disrupting celebration of the anniversary of the Great Victory in the Republic what was 61 violations of the ceasefire regime. In the Gorlovka direction 14 violations were registered. . . . Also, the enemy shelled the localities of ZAITSEVO, ZHELEZNAYA BALKA, MIKHAILOVKA and GORLOVKA with IFVs, armored vehicles, different types of grenade launchers and small arms. 26 violations were registered in the Donetsk direction. . . . A residential house on Spartak Street, in the Kuibyshevsky district of Donetsk City was damaged by a projectile direct hit on the part of the Ukrainian terrorists where Khlopova Anna Nikolayevna born in 1990 and her eight-years-old daughter Anastasiya were wounded. . . . In the Mariupol direction 21 violations were registered. The Ukrainian army shelled a village in the south of the Donetsk People’s Republic (the DPR) while the festive events were held there. Between 9.35 and 10.25 AM, during the official rally, the Ukrainian artillery started to shell the village of Bezymennoye in the Novoazovsky district of the DPR. 3 civilians were wounded, 5 houses on Pushkin and Druzhby streets were damaged. The enemy fired 70 shells with 152mm and 122mm mortars. Fire came from the positions of the 36th Independent Marines brigade of the Ukrainian army and the “Azov” neo-Nazi battalion. During May 9, the Ukrainian army was provoking trench combat near the villages of Zaytsevo and Zhovanka, north of Gorlovka, in Avdeevka industrial zone, north of Donetsk, near Dokuchaevsk, and on the Mariupol directions. On May 8, the Ukrainian army violated the ceasefire 50 times. The Ukrainian side shelled 13 villages and towns of the DPR. A 67 years old woman was injured in the village of Zaytsevo, north of Gorlovka. Amnesty International disapproves Ukrainian arrests for Soviet symbols’ demonstration / DONi News / May 10, 2017 / The organization on human rights, Amnesty International, strongly disapproved arrests of peaceful demonstrators, that took place during the celebration on May 9 in Ukraine, claiming that the government is to “provide the freedom of speech as well as freedom of peaceful meetings for all the citizens,” says the text of the statement, placed on the site of the organization’s Ukrainian department. “The prohibition of the symbols, connected with the communist party and Soviet past is nothing more than violation of the right to freedom of expression, and the arrest of the peaceful demonstrators is a step towards freedom of speech limiting and peaceful meetings restriction on the part of the Ukrainian government,” believed in Amnesty International. The rights defenders demanded to release all the prisoners. “We also demand the effective and impartial investigation of all the violence cases, that took place during the demonstration,” underlined the organization’s representative. Who Killed the American OSCE Observer in Donbass? But the video and analysis below suggest the Ukrainians knew about the terrorist incident before it happened. US President Donald Trump has demanded that a full investigation be carried out by the OSCE. This is a positive step, in that the OSCE is likely to be more truthful than a remote European or UN organization, as is clear from the Dutch safety Board’s quasi investigation of the MH17 crash, which has yet to produce independently verifiable results. ndeed, Deputy Chief OSCE Monitor Alexander Hug, who is often visits the contact line personally, was quoted as saying he knew who the mine layers were, that he told them not to do it, but they did it anyway. Forty-eight people died, with over 200 injured, in a series of events that culminated in a large fire ripping through Odessa’s Trade Union building on May 2, 2014. After clashes erupted between anti-Maidan and pro-Maidan protesters, the latter group reportedly set fire to the Trade Unions building where anti-Maidan demonstrators had found refuge. The Ukrainian energy ministry under the control of the Kiev regime said it was because the breakaway province was in arrears over bill payments. That’s rich coming from a cabal that has continually dragged its feet over unpaid bills for billions of dollars-worth in gas supplies from Russia. From where does Kiev learn its rogue conduct? From its masters, of course, in Washington and the European Union. The present unravelling of international law and order is their lamentable legacy. Donetsk, the other separatist self-declared Ukrainian republic, would also likewise be subjected to power-cuts, according to reported comments from Kiev. But, apparently, such a move would not be easy as areas under the control of Kiev would also be impacted. Also, the Donetsk People’s Republic, unlike the LPR, is said to be fairly self-sufficient in electricity supplies owing to its own local thermal power plants. Kiev’s hollow claims about financial rectitude are risible. The move is nothing but a blatant attempt to intensify its blockade on the Donbas. Already, the neofascist cabal, which seized government power in a violent, illegal coup in February 2014, has imposed a blackout of bank services and social welfare payments to the breakaway region. The relevant decree was published on the official portal of the Republic. ‘To create a national executive authority of the DPR of special competence, such as the representation of the Donetsk People’s Republic at the Joint Control and Coordination Center and in the negotiation process. To appoint Ruslan Khalilovich Yakubov (the head of the DPR operational command headquarters) as the head of the Representative Office,’ says the document. From the positions of the 72nd separate mechanized brigade and the 46th separate airborne assault brigade of the AFU on aforementioned areas, there were launched 354 82 and 120mm mortar shells, 184 grenades of various types and made 3 rounds from tanks. The war criminals of the 53rd separate mechanized brigade and the 25th separate airmobile brigade of the AFU launched on the area of the localities Zaytsevo, Shirokaya Balka and Zheleznaya Balka, 36 mortar shells of various caliber and 129 grenades. From the positions of the 92nd separate mechanized brigade of the AFU, there were launched 3 122mm artillery shells, 2 tank shells and 63 82 and 120mm mortar shells. While the Ukrainian side has blamed the incident on “separatist” disruption of the Minsk Agreements and urged the international community to deploy an armed peacekeeping mission to Donbass, the Lugansk People’s Republic has voiced its own account of events. The Ministry of State Security of the Lugansk People’s Republic has released a statement which reads: “On April 23rd, during the first half of the day, a land mine blew up an OSCE car on a country road in the village of Prishib in the Slavyanoserbsk district. One was killed and three were wounded. There were two crews in total, but the second OSCE vehicle was not affected. According to the official version of the Ministry of State Security of the LPR, this was an operation prepared by a Ukrainian reconnaissance and sabotage group.” The LPR’s authorized representative to the Minsk negotiations, Vladislav Deynego, has commented on the incident: “The circumstances are not yet clear, and an investigation is being conducted, but at the moment the following is clear. Kiev, West Begin Framing Russia in OSCE Car Blast Case / By Kennedy Applebaum / Quemado Institute / April 26, 2017 / Evidence is emerging that the Kiev and Western propaganda peddlers on Twitter are beginning to set up a scenario to frame Russia in the case of the car explosion that killed one OSCE observer on April 23. This follows on the heels of the US White House announcement that a full investigation is needed, and the the OSCE should head that inquiry. Now the ground work is being laid in “social media”—which are heavily relied upon for such “investigations”—to incriminate Russia. This is the same pattern that emerged on Twitter following the July 17, 2014 crash of the Malaysian Airliner Flight MH17. Studying the subject daily over the next year, I saw numerous tweets that seemed to offer “evidence” Russia had supplied the Donbass militias with the Buk missile that shot down the Boeing 777, replete with unprofessionally hacked photos of Buk missile trailors apparently driving on Donetsk roadways, and maps of the Buk’s improbable route from the Russian border. At the time, I thought these tweets were nonsense and didn’t believe anyone could take them seriously. Yet a web of allegations incriminating Russia and possibly Igor Strelkov began to coalesce into a broad and comprehensive fabrication. Then, to my surprise, the Dutch Safety Board MH17 investigation team used this very social media “evidence” to substantiate its probably false finding that a Buk missile indeed shot down Flight MH17, when many eye witnesses say otherwise. Now, today, I see tweets that are beginning to create a fabricated web regarding the OSCE observer’s death last Sunday. The following appeared on Twitter at 15:30 UTC today. Unknown enemy source Michael MacKay tweeted: “Sunday, an American was killed in Russia-occupied Ukraine. Russian TV arrived only 3 minutes after explosion. Dmitry Tymchuk gives timeline.” See photo above showing Tymchuk’s alleged timeline for the OSCE blast respose. ThunderBirdKY replies: “There’s simply no way they weren’t informed beforehand, some of the best ambulance services on the planet can’t respond that quickly.” Michael MacKay answers: “Pryshyb is a small village, on a bad road. I’ve driven through it. It’s 38 km/24 miles from Luhansk city. A 3 minute response is incredible.” The key accusation here is that RT knew about the car blast beforehand, implying Russian involvement. Note that the timeline was created by Ukrainian politician Dmitry Tymchuk. According to Wikipedia and other sources, Tymchuk is “a Member of the Parliament of Ukraine (Verkhovna Rada), a Ukrainian military expert and blogger, an officer of Ukrainian military reserve, and one of the coordinators of the Information Resistance blog. During the ongoing 2014 pro-Russian unrest in Ukraine, he became one of the most popular Ukrainian online activists and was extensively cited on the situation in the country…. In November 2014, the number of those following his Facebook page exceeded 190,000 IP addresses.” If Tymchuk’s timeline is correct—and judging by the fabrications surrounding MH17, there is no reason to believe it is—it only means that RT journalists happened to be the area, which, given it is close to the contact line, might not be unreasonable. There were similar reasonable explanations for every piece of false evidence tweeted about the MH17 tragedy. This did not stop the Dutch Safety Board from taking those tweets seriously.

Donbass war will be discussed today in Minsk / Novorossia Today / April 26, 2017 / The next meeting of the Contact Group on Ukraine will be held in Minsk, just a few days after the tragic incident in Donbass, where an OSCE mission officer was killed in an anti-tank mine explosion. The Russian Foreign Ministry noted that the circumstances of the incident indicate a high probability of provocation aimed at undermining the peace process. Such incidents and a general escalation of tension, according to the Ministry, are beneficial for those who are not interested in implementing the political, economic and humanitarian provisions of the Package of Measures included in the Minsk Agreements. Boris Gryzlov, Russia’s representative in the Contact Group, called the incident a diversion, noting that civilians could become victims of the explosion, and promised to review the tragic fact at the next meeting in Minsk. Earlier, Russian Foreign Minister Sergey Lavrov said at talks with OSCE Secretary-General Lamberto Zannier that Russia insists on a swift and impartial investigation into incident, when a vehicle of the OSCE Special Monitoring Mission struck a mine in eastern Ukraine. “We will insist on a quick, transparent and impartial investigation involving the SMM (Special Monitoring Mission to Ukraine – TASS), the Contact Group and the Joint Center for Ceasefire Control and Coordination,” Lavrov said, stressing that there is the need to continue “working in all trajectories.” On April 23, an OSCE SMM car drove over an anti-tank mine near the village of Prishib in the Lugansk People’s Republic (LPR). The Donetsk news Agency quotes the message Basurin: “Marked the arrival of the train in Selidovo (about 30 km West of Donetsk), on the platform, which shipped four MLRS Grad, 12 tanks, 10 armored combat vehicles, 25 units of motor vehicles.” In addition, the DPR’s intelligence reports on the location of several Ukrainian Armed Forces (UAF) tanks in the private sector on the outskirts of Avdeevka. Donetsk Defense: Situation Report, 04/25/2017 / DONi News / April 25, 2017 / Over the past day, there were registered 30 occasions of ceasefire violations by the Armed Forces of Ukraine. The Republic’s territory was shelled with mortars, grenade launchers, infantry fighting vehicles, armoured personnel carriers, and small arms. 61 mortar shells of 82mm and 120mm calibre and 220 ammos from various types of grenade launchers were launched onto the areas of Krutaya Balka, Yasinovataya, Spartak and the former Donetsk airport from the positions of the 72nd separate mechanized AFU brigade. The Petrovsky district of Donetsk was underwent a shelling from the positions of the 92nd separate mechanized brigade. The enemy launched 13 mortar shells of 82mm calibre and 90 ammos from portable and automatic grenade launchers. In addition, war criminals from the 53rd, 30th separate mechanized brigades, 25th airborne brigade and 36th separate marine brigade shelled the areas of Zaitsevo, Gorlovka, Ozeryanovka, Kominternovo, Sakhanka and Leninskoye localities with small arms. One residential house in Zaitsevo locality on Latsis Street, 36, sustained damage, the Republic’s territory having been shelled by the AFU. OSCE Mission Car Blast in Donbass: Accidental Explosion or ‘False Flag’ by Kiev? / Sputnik / April 25, 2017 / Sunday’s destruction of an OSCE Special Monitoring Mission vehicle in eastern Ukraine comes at a moment that’s suspiciously convenient for Kiev, Ukrainian and Russian observers say, particularly as the US and European countries consider a significant reduction in assistance to their Ukrainian partners. On Sunday, a two vehicle convoy from the Organization for Security and Cooperation in Europe (OSCE) carrying out monitoring in the eastern Ukrainian breakaway region of Lugansk was struck, destroying one of the vehicles. The deadly incident, thought by OSCE chairman Sebastian Kurz to have been the result of a mine blast, killed one US national and injured two OSCE staff members from Germany and the Czech Republic. Thus, in the morning of April 23 a patrol vehicle of the OSCE Special Monitoring Mission (SMM) blew up on a mine in not controlled by Kiev Slavyanoserbsky district of the Lugansk region. As a result of the explosion, a US citizen working as a medical officer of the mission was killed and two mission employees were injured. Being unable to conduct active armed actions, Kiev focused its efforts on asymmetric combat operations against the Donbass insurgents through sabotage actions. OSCE mission resumes patrolling of Donbas / en.interfax.com.ua / April 25, 2017 / The OSCE Special Monitoring Mission (SMM) reported resumption of its activity on both sides of the Donbas contact line on Tuesday. “Today the OSCE SMM resumed its patrolling on both sides of the contact line in Donetsk and Luhansk regions,” the mission said on Facebook. “We continue to take mitigation measures to ensure our monitors’ security and safety are in place. The patrols are conducted with some restrictions due to an ongoing assessment of the events on Sunday morning,” the mission said. “The SMM remains committed to fulfilling its mandate and contributing to bringing peace to the people of Ukraine including through monitoring and reporting on the security situation. In order to fulfill this task the Mission needs safe, secure and unconditional access for the SMM monitors,” the mission said. It had been reported earlier that the OSCE SMM patrol vehicle had been blown up presumably by a landmine in the area of Luhansk region uncontrolled by Kyiv on April 23, A U.S. citizen was killed, and citizens of Germany and the Czech Republic suffered injuries. LPR fully provided with electricity from local sources – Emergencies Ministry / Lugansk Media Center / April 25, 2017 / LPR is fully provided with electricity using its own sources, the Republic’s Emergencies Minister Sergey Ivanushkin said on Tuesday. “Yesterday, at 11:41 p.m. Ukraine stopped power supply via 220V LuTES-Kirovo and 380V LuTES-Mikhailovka transmission lines which feed the northern part of the region,” Ivanushkin said. “Forty minutes after the cutoff, power supply was restored to key Lugansk areas. By 2:20 a.m. we had fully switched over to our own power sources,” he said. “The power flow to Ukraine stopped; we fully operate on our energy. All the Republic has power supply.” “We accomplished it because electricity had been supplied to LPR from several directions. We refitted power lines, assessed new power supply schemes and connected Lugansk to internal power supply,” he went on. “We now use reserve sources which we initially planned to use in case of such cutoffs, because after 2014 we were aware that with this kind of treatment and shelling they would turn off both water and power supply. So we’ve made preparations since; the Republic is operating in a normal mode despite the Ukraine-imposed blockade.” “In 2014, transmission lines around Lugansk were cut; repairs were carried out without Ukraine. Now we have returned to the power supply plans prepared during the fighting back then,” Ivanushkin said.

Russia to provide electricity to LPR / DONi News / April 25, 2017 / Russian Energy Ministry made a decision on LPR electricity supply by Russian Federation after Ukrainian energy supply cessation. The Ukrainian Ministry of Energy and Coal Industry and state enterprise “Energorynok” ceased the LPR power supply at midnight on April 25. “Such actions on the part of the Ukrainian government can cause the humanitarian catastrophe, that is why Russian Energy Ministry decided to provide electricity supply to the LPR from the Russian territory in frames of the humanitarian aid providing. It was managed to save the stable electricity supply level for the affected Lugansk region’s subscribers,” underlined the Ministry’s representative. It should be borne in mind that there are local power sources in Donetsk region (Zuevskaya and Starobeshevskaya thermal power plants), total capacity of which is quite enough to provide energy for the local consumption and to supply the affected Lugansk region’s territory. Russian Energy Ministry didn’t comment upon the LPR being supplied with Russian energy. Earlier the LPR Energy Ministry claimed that presently it provides the LPR electricity supply on their own with local sources.

Ukraine, Korea, Syria, Iran… Falsifying History is Uncle Sam’s Way to War / By Finian Cunningham / Strategic Culture Foundation / April 23, 2017 / Russian President Vladimir Putin addressed the International Arctic Forum this week on the real and present dangers from falsifying history. He said such deliberate distortion of history erodes international law and order, creating chaos and leading to further conflict. The Russian leader deplored the use of history as an «ideological weapon» to demonize others, and he said that without proper understanding of history we are bound to repeat mistakes of the past. That also reminds one of the maxim Karl Marx once wrote: «History repeats itself first as tragedy, then as farce». As if on cue, while Putin was enumerating the dangers of false history, Ukraine’s President Petro Poroshenko was being hosted in London by British premier Theresa May during a two-day visit. The Kiev-based regime that Poroshenko leads came to power through an illegal, violent coup against an elected government in February 2014, with clandestine support from Washington and the European Union. The Ukrainian state military ever since have been waging a war on the eastern region of the country, resulting in a death toll of over 10,000 and up to a million displaced. All because the ethnic Russian population of the eastern Donbas region refuses to recognize the Kiev regime’s legitimacy owing to its illegal power grab three years ago. However, the way Poroshenko and the Kiev regime tells it, Ukraine is fighting off an invasion by Russia. The Ukrainian president’s falsification of history was dignified by his British host who dutifully nodded along as Poroshenko claimed that his country was a bulwark of Europe’s defense against Russian invasion. «This is not Ukraine’s struggle, it is Europe’s struggle. Sanctions and the resistance of the Ukrainian army are the only reason why Russian tanks are not much further in Europe», said Poroshenko whose asinine version of history received tacit British approval. Inadvertently, Poroshenko can be seen as confirming the perils of historical defamation that Putin was warning of. Falsifying recent and contemporary events in Ukraine might be a useful expedient for drumming up Western financial and military support for the corrupt and shaky Kiev regime; such blatant propagandizing of history may also be a useful expedient for expanding . . .
