Lugansk Defense: Situation Report, 03/11/2017/ DONi News / March 11, 2017 / The situation in the responsibility zone of the LPR People’s Militia remains tense. Over the past 24 hours there were 15 occasions of violations of the ceasefire regime by the enemy. The positions of our units in the areas of the localities of Logvinovo, Lozovoe, Zhelobok, Frunze, Kalinovka, Kalinovo, Almaznoye, Veselogorovka were attacked. During shellings the enemy used mortars of 120 and 82 mm calibre, IFV cannons, grenade launchers and small arms. In total, three hundred and forty-eight mortar rounds and shells were fired at the territory of the republic. As a result of mortar shelling by Kiev security forces, one soldier of the People’s Militia, who is currently hospitalized, was wounded. Also at 4 am, on March 11, the Stakhanov residential area was subjected to a massive artillery shelling with 152 mm guns from Troitskoye locality, controlled by the AFU. 15 houses received significant damage. The gas pipeline is broken. By a lucky chance, none of the civilians was injured. This fact was recorded by representatives of the JCCC and the OSCE SMM. Armed Forces of Ukraine shell Stakhanov in LPR (Photos) / DONi News / March 11, 2017 / The Kiev security forces attacked Stakhanov this morning, as a result of the bombardment, 15 residential buildings, as well as the gas pipeline and power lines, were damaged. This was reported in the department of internal politics and information of the city administration. “On March 11, 2017, at 4.15, Stakhanov was once again subjected to artillery fire. As a result of the shelling, about 15 private residential buildings in the vicinity of the streets of Mayskaya, Sazheva and along the alley Nasosnaya were damaged and destroyed,” the text of the report says. “Glazing, slate roofs are damaged in houses, facades are smashed by shrapnel, there are destructions of farm buildings, fences, gates. In the territory of one of the houses there was a minibus, which also suffered from shrapnel,” Stakhanov mayor’s office clarified. “Despite numerous damages in apartment houses, there are no dead and injured among civilians,” a representative of the mayor’s office of Stakhanov stressed. Kiev stops water supplies to Lugansk / TASS / March 11, 2017 / At three at night, without any official notifications, water supplies from the Western plant in Ukrainian territory were stopped towards Pervomaisk, Stakhanov, Kirovsk, Byrank, Alchevsk. / LUGANSK / At night on March 11, Kiev stopped water supplies to the self-proclaimed Lugansk People’s Republic (LPR) from the Western water purification plant, which is in the territory controlled by Kiev, press service of the Luganskvoda Company said on Saturday. “At three at night, without any official notifications, water supplies from the Western plant in Ukrainian territory were stopped towards Pervomaisk, Stakhanov, Kirovsk, Byrank, Alchevsk, Perevalsk, Krasny Lutch, Antracit,” LuganskInformCenter quoted the company. Earlier, Ukraine used to stop water supplies to LPR. On December 1, 2016, were stopped water supplies from the Petrov plant and were cut supplies from the Western plant, claiming LPR had overdue payment for consumed water. The supplies resumed on January 13 – the republic had settled all the payments. However, later on, on March 6, supplies from the Petrov plant stopped once again.

Arnoldski for Fort Russ / March 11, 2017 / On March 11th, Fort Russ’ guest analyst, Dr. Eduard Popov, was interviewed by Russia’s analytical site Svobodnaya Pressa on the recent terrorism and assassination investigations in Lugansk. Below are excerpts from the interview. / As far as I know, the republics’ intelligence services have been put on a good footing. Yet as far as I can tell, the situation with counter-intelligence, and more broadly questions of internal security, is much worse. Otherwise Ukrainian saboteurs and agents of influence would not feel so at ease in the Donbass republics. It is no secret that there are many of yesterday’s Ukrainian officials and politicians in the echelons of power in the Donetsk and Lugansk People’s Republics. The Ukrainian army, albeit a greatly weakened army, is nevertheless the army of a large state with a rich Soviet history and experience. Not all of this experience has been lost. And most importantly, NATO instructors are significantly raising the combat training of Ukrainian saboteurs. I won’t pass judgement on whether or not Ukraine has one or more groups for committing terrorist acts on the territory of Donbass, but most likely the Ukrainians do have trained terrorist militants capable of such intricate work in their reserves. Since the very beginning of the conflict in Ukraine, I’ve said that the Ukrainians would opt for organizing terrorist acts in Russia. Time proved the validity of this forecast. I would even guess that we know about far from all of the terrorist acts that have been thwarted, and some incidents written off as accidents have in fact been terrorist attacks. Lugansk Investigation: Ukrainian captive names Motorola’s killer / Translated from RIA Novosti by J. Arnoldski for Fort Russ / March 11, 2017 / One of the saboteurs arrested in the Lugansk People’s Republic has named the killer of the Donetsk People’s Republic’s Sparta battalion commander, Arsen Pavlov, widely known by his codename “Motorola.” This comes on the heels of the LPR Ministry of Internal Affairs and Ministry of State Security’s report on the arrest of servicemen from Ukraine’s 8th special forces regiment on suspicion of involvement in the assassination of People’s Militia commander Oleg Anashchenko and other terrorist attacks. Ivan Deev, one of those arrested, confessed in a video clip presented to RIA Novosti by the LPR’s security ministry: “I can also confirm that when I was in Khmelnitsky in the 8th regiment of Ukraine’s special forces, I heard Major Balov, the chief of intelligence, boast that Motorola’s murder was his handiwork.” According to Deev, Balov once said that he had previously undergone special training for rigging elevator explosives, i.e., the method by which Motorola was assassinated in October 2016.

Donetsk Defense: Weekly Situation Report 03/10/2017 / DONi News / March 10, 2017 / Good day! Last week, from March 4 till 10, the command post rehearsal was held in the formations and military units of the DPR People’s Militia with the aim of improving HQ overheads’ coherence while preparing and carrying out defensive actions. Besides, special trainings and those on tactics of a platoon’s actions while maintaining defense were held as well. The People’s Militia continues to render assistance to the Republic’s population. In particular, there was rendered humanitarian aid to the Gorlovka Health Service Department last week. Thirty thousand fluid transfer devices were handed over to it together with the fund ‘Not a step back’. Over the past 24 hours Ukraine’s Armed Forces violated the ceasefire regime 71 times. Ukrainian punishers applied heavy artillery – 70 times, tanks – 46 times, mortars of various caliber – 133 times, IFVs – 78 times, anti-aircraft installations, grenade launchers and small arms – 523 times. Altogether, over the past week the enemy violated the ceasefire regime 567 times. 13, 192 projectiles and mortar-shells were launched. Besides, tanks and mortars were used – 4, 556 times. Donetsk Situation Report, 09.03.2017 / Novorossia Vision / March 9, 2017 / The situation in the Donetsk People’s Republic remains tense. The enemy continues the fire impact on the area of the following localities of the Republic: Sakhanka, Elenovka, Yasinovataya, Zaytsevo, Shirokaya Balka, Krasny Partizan, Yakovlevka, Spartak, Ozeryanovka, Kominternovo, Gorlovka, Signalnoye, Bezymennoye, Oktyabr, Golmovsky, Dokuchaevsk, Trudovskiye, the area of the airport and the Volvo center of Donetsk city. Over the past day, the Armed Forces of Ukraine violated the ceasefire 57 times, having used on the territory of the Republic heavy artillery 84 times, including 25 152mm shells, mortars 276 times, including 171 120mm shells, infantry fighting vehicles and armored personnel carriers 55 times, and anti-aircraft systems, grenade launchers and small arms 643 times.As a result of the shelling, there were damaged six private houses, including three houses in the locality of Sakhanka (N65 in Gavrilenko St, N3 and N4 in Babenko St), one house in the locality of Elenovka (N7 in Depovskaya St), one house in the locality of Zaytsevo (N173 in Rybalko St) and one house in the locality of Yasinovataya (N4 in Kashtanovaya St). There were no casualties among the civilians. According to our intelligence, the enemy continues to re-group and amass weapons near the contact line. In particular, in the area of the locality of Novomikhaylovka (9 km away from the contact line), there was detected a platoon of 122mm motorized artillery systems «Gvozdika». On 9-10 March, S.Poltorak is expected to arrive in Mariupol, due to frequent cases of non-combat losses among the personnel of the 36th separate Marine brigade and mass theft of fuel, lubricants, weapons and ammunition. There was confirmed another case of non-combat losses in the 46th separate special forces battalion of the 10th separate mountain assault brigade in the area of Novoluganskoye, where a soldier committed suicide, having shot himself in the head from his personal weapon. The suicide was caused by serious financial problems and absolute indifference of the commanders towards their subordinates. The People’s Militia units. in their turn, conduct planned classes on combat training, namely driving tanks and infantry fighting vehicles and firing from them and from small arms, as well as classes on special and engineering training. Ukrainian army decreased the intensity of the shelling / Essence of Time / March 9, 2017 / The Ukrainian army decreased the intensity of the shelling of Donetsk People’s Republic’s territory, but the situation at the front line remains tense, a source in Donetsk People’s Republic People’s Militia (DPR PM) informed a Rossa Primavera News Agency reporter on March 8th. During the day, the Ukrainian army was shelling the village of Zaytsevo in the north of Gorlovka and Nikitovsky district of the city. 3 houses were damaged by artillery fire. By the evening, the enemy intensified the shelling. The intensity of shelling along the Donetsk direction has decreased but the Ukrainian side continues to provoke trench combat in the area of Avdeevka industrial zone. The suburbs of Yasinovataya and the northern boundaries of Donetsk came under Ukrainian army’s fire. The situation is tense along the Mariupol direction. In the night, the Ukrainian army shelled the villages of Kominternovo and Sakhanka. Gas pipelines supplying gas toMariupol and 155 houses of the village of Kominternovo were damaged. According to DPR PM intelligence, Ukrainian army deployed a battery of 122mm “Gvozdika” self-propelled artillery vehicles in the area of Novomikhaylovka thus grossly violating the Minsk agreements on withdrawal of heavy weaponry. The enemy violated the ceasefire 14 times for the last 24 hours. Our units’ positions in the following localities underwent heavy shellings: Sokolniky, Kalinovka, Pervomaisk, Annovka, Lozovoye, Logvinovo, Krasny Liman. During the shelling the AFU applied 120mm and 82mm calibre mortars, IFVs, grenade launchers, and small arms. In total, 495 projectiles and mortar rounds were launched onto the Republic’s territory. The Ukrainian Command continues to violate the terms of weaponry outlay along the contact line, introduced by the Minsk Agreements, and uses the ceasefire to step up military potential of its units in the so-called ‘ATO’ zone. Thus, in the Chmyrovka locality’s area in the Starobelsky district there was detected permanent dislocation point the 3rd multiple launcher rocket system battalion of the 27th AFU multiple launcher rocket system brigade. The battalion is armed with the MRLS Grad and Uragan. Presently, in Valuiskoye, Niznetyoploye and Petrovka areas 12 units of MRLS Grad were deployed. Kiev disrupts disengagement of forces near Stanitsa Luganskaya / News Front / March 10, 2017 / Kiev again disrupted the disengagement of forces and means scheduled for March 7 near Stanitsa Luganskaya, to the northeast of Lugansk in eastern Ukraine, Russia’s envoy to the Organization for Security and Cooperation in Europe (OSCE) Alexander Lukashevich said. “As is usually the case, the Ukrainian side disrupted the disengagement of forces near Stanitsa Luganskaya scheduled for March 7,” Lukashevich said at the OSCE Permanent Council’s meeting in Vienna on Thursday. The diplomat stressed that the situation in the conflict zone in Donbass arouses serious concerns. “The Ukrainian authorities flatly refuse to stabilize the situation and to agree to establish ceasefire and to withdraw heavy weapons from the contact line,” he said, adding that many proposals of Donetsk and Lugansk in this respect have been ignored. “The goal of these shellings is to keep tensions and provoke retaliatory steps. We remember the calls of Western colleagues to agree on the mechanism of preventing these incidents. The best mechanism is to force Kiev to honor its commitments on pulling back heavy weapons from the contact line,” Lukashevich said. The Russian envoy said that according to the monitors of the Organization for Security and Cooperation in Europe (OSCE), there are significant Ukrainian forces near the contact line. This proves that Kiev has not given up its plans to take Donbass by force, he said.

Ukrainian army launches over 350 projectiles and mortar-shells on DPR territory / DONi News / March 9, 2017 / The situation in the Donetsk People’s Republic (DPR) remains tense, the DPR Operational Command Vice-Commander Eduard Basurin reports. The enemy while shelling the Republic’s territory used the heavy artillery – 84 times (from them those of 152mm caliber – 25 times), mortars – 276 times (from them those of 120mm -171 times), IFVs – 55 times. Besides, there were applied anti-aircraft installations, grenade launchers and small arms,” said the Vice-Commander. According to him, seventeen Republican localities were under AFU fire. The Ukrainian punishers opened fire at following areas of the Republic: In the Donetsk direction — there were shelled Yasinovataya, the locality of Krasny Partizan and Yakovlevka, outskirts of the capital — the villages of Spartak and Signalnoye and also Elenovka and the suburbs of the former airport and of the Volvo Center, the settlement of Trudovskiye in the west of Donetsk. In the Gorlovka direction — the settlements of Shirokaya Balka, Zaitsevo, Golmovsky and Ozeryanovka. Besides, the DPR south outskirts were shelled one more time as well, in particular Dokuchayevsk, the villages of Kominternovo, Sakhanka, Bezymennoye and Oktyabr. Republic Of Lugansk Police Detectives Solve Murder Of Colonel Oleg Anaschenko, Apprehend Members Of Sabotage Units Of Nazi Ukraine / Novorossia Today / March 10, 2017 / LPR police has solved the murder of Colonel Oleg Anaschenko and detained the suspects, said LPR Interior Minister Igor Kornet. On February 4, Anaschenko was killed in a car blast in Lugansk. “In course of the immediate operational investigation officers of the Interior Ministry identified and apprehended the suspects of facilitating the act of terror.” “All of them are servicemen of Ukrainian armed forces special forces deployed to Lugansk among other reconnaissance-sabotage group personnel, to carry out terror acts on the Security Service of the Ukraine (SBU) commands. They are being interrogated,” said the minister. Kornet added that police also discovered a booby-trapped weapons cache, thus preventing a huge tragedy as the explosive device was equivalent of 1.5 kg of TNT and contained fragmentation-generating objects.

Donbas blockade HQ issues another ultimatum demanding to cease coal supply from Russia / 112 International (UA) / March 10, 2017 / Headquarters of Donbas trade blockade gave yet another ultimatum to the Cabinet of Ministers demanding to cease coal supply from the Russian Federation until April 2. This was reported by the head of blockade HQ during press conference. “We are proceeding to the second phase of blockade, giving the government time until April 2 in order to sign agreements with the countries, which are not engaged in war with Ukraine, regarding energy products. We are not letting Russian coal enter into our country,” he said. Otherwise, blockade participants will implement the active phase and start blocking coal from Russia. “As for the other goods from Russia – we will advise with experts and our people. The goods coming from Russia to Ukraine will be stopped,” he added. MH17: Russian official reveals how Ukraine deployed BUK missiles / Free West Media / March 9, 2017 / In court testimony about the MH17 Dutch tragedy, a Russian official revealed how Ukraine deployed 17 BUK missile launchers to eastern Ukraine. / THE HAGUE / The extent of Ukrainian BUK missile deployments in eastern Ukraine on the day that MH17 was shot down was revealed by Ilya Rogachyov, a Russian Foreign Ministry official. Rogachyov presented evidence to the International Court of Justice in The Hague, where Ukraine is bringing a case against Russia. London lawyer Samuel Wordsworth QC, a visiting professor at Kings College, is defending Russia in the ICJ against the Ukrainian Government’s claims Vladimir Putin’s federation is financially supporting terrorism by backing “separatists”. “There is no evidence before the court,” he told the judges, “plausible or otherwise, that Russia provided weaponry to any party with the intent or knowledge that such weaponry be used to shoot down civilian aircraft, as would of course be required under Article 2.1.” Article 2.1 is a key section of the International Convention for the Suppression of the Financing of Terrorism. The Russian authorities have for the first time revealed Ukraine’s deployment of these BUK missile systems, after satellite photos of some of these launchers were made public earlier. Moscow blasts Canada for encouraging Kiev’s supporters of military force in Donbass / TASS / March 20, 2017 / Moscow blasts Canada for encouraging Kiev’s supporters of military force in Donbass. / MOSCOW / By extending its military mission in Ukraine, Canada encourages the Ukrainian supporters using military force to resolve the Donbass conflict, Russian Foreign Ministry Spokeswoman Maria Zakharova said on Friday. “Ottawa has chosen to openly encourage those in Kiev who support the use of military force to resolve the Donbass conflict, instead of exerting pressure on Ukraine to make it fulfill its obligations under the Minsk agreements,” Zakharova said adding that Moscow was concerned over Canada’s decision to extend its military mission. “Canadian instructors have been training Ukrainian military servicemen scheduled to be deployed to Donbass,” the Russian foreign ministry spokeswoman noted. “We believe that this decision and the Canadian government’s activities in general to be very dangerous. Pierre Malinowski: I talked with DPR authorities – these people are not terrorists / Novorossia Vision / March 10, 2017 / French historian and member of the party «National Front», Pierre Malinowski has come to the Donetsk People’s Republic to see with his own eyes what is really happening in Donbass. He noted that he was deeply impressed by the suffering of the civilian population which is subjected to military operations on its territory. ‘On the first day I had a conference at which I was very well received, on the second day I saw the areas being shelled, and the suffering. I was very impressed. The fact is that in my country practically nobody says anything about this. I took pictures that I posted on Facebook. I was greatly impressed by what I saw,’ he said. Malinowski noted that after meeting with the DPR authorities, he realized that these people are not terrorists as they are represented in the Western and Ukrainian media. ‘When I met with the authorities of the DPR, I realized that these are not terrorists, they are really people who, being here, are engaged in governing the country. We talked about the presidential elections in France, we also talked about the situation with the local population. I do not understand why, during contact meetings, they talk only with Ukraine, but at the same time, they do not talk about what the population wants. Why do not they speak directly to the population of Donbass?,’ he asked. According to Pierre, the media is one of the main weapons in the information war, so, of course, some of the French media will not perceive this information. ‘They [the media] are very sensitive to everything related to relations with Russia. Nevertheless, I have prepared the dossiers and photographs, all that I have seen with my own eyes. And I will inform of all this the media that will want to meet with me. I also plan to provide this information to well-known publications,’ he said. The historian noted that after the Western media had realized that they would not be able to expose Russia as an aggressor, they had lost interest in Donbas and switched to other world conflicts. New Donetsk phone-line is a life-line for Ukrainians under Kiev’s yoke / By Adam Garrie / The Duran / March 9, 2017 / Ukraine’s historic region of Novorossiya is looking to the people of Donbass in their own quest for freedom. As part of a wider drive to expand the media presence of the Donbass republics, The Donetsk People’s Republic has set up a phone-line as part of an effort to help unify Donbass. Unsurprisingly, the phone-line has been receiving calls from many areas outside of the two Donbass republics including from Odessa, Kharkov and Ternopol. Although totally ignored by the western mainstream media, in the aftermath of the illegal coup in Kiev in early 2014, there were many anti-fascist demonstrations throughout Novorossiya and indeed beyond, not only in Donetsk and Lugansk. There are clear historic, linguistic, ethnic and demographic explanations for the phone-line’s popularity outside of the two Donbass republics. The Eastern/Southeastern regions of what became the Ukrainian Society Socialist Republic were part of the historic Russian region of Novorossiya (New Russia). Here’s why Ukraine is suing Russia in the International Court of Justice / By Alexander Mercouris / The Duran / March 10, 2017 / Ukraine’s case in the ICJ looks like a device to avoid paying the likely High Court Judgment for payment of the $3 billion debt Ukraine owes Russia. / The case Ukraine is bringing in the International Court of Justice is attracting scant international attention and has been almost entirely ignored by Western governments and by the Western media. Having said this it is an interesting case which begs a number of obvious questions. Ukraine’s claim is set out in an indictment which apparently runs to 45 pages. The summary of its claim, which is dated 17th January 2017, can be found here. Essentially Ukraine is demanding compensation from Russia for the damage it says Russia has done to Ukraine through its aggression in eastern Ukraine and because of the harm Ukraine alleges Russia is doing to the Ukrainian and Tatar minorities in Crimea. Two questions about this case immediately stand out: (1) its timing; and (2) why does it fail to ask that the International Court of Justice declare that Crimea’s unification with Russia is contrary to international law? (1) Timing of the Case: The case was brought on 16th January 2017, three years after the Maidan coup, three years after Ukraine and Russia found themselves in conflict with each other, and almost three years after Crimea seceded from Ukraine and united with Russia and eastern Ukraine rose up against the new Maidan government in Kiev. Why has this case been brought only now? There is in fact an obvious answer to this question. In January 2017, when this case was brought, the High Court in London finished hearing Russia’s application for summary Judgment in the case Russia has brought against Ukraine for payment of the $3 billion eurobond debt Ukraine owes Russia. A portion of these funds will be spent on the lethal weapon. The enemy continued shelling districts of the Republic’s localities: Bezymennoye, Krutaya Balka, Yasinovataya, Sakhanka, Kominternovo, Zhabichevo, Yelenovka, Signalnoye, Krasny Partizan, Zaitsevo, Mikhailovka, Gorlovka, Yasnoye, Trudovskiye village, Spartak, Volvo-Centre, and the area of the Donetsk Airport. In total, over the past 24 hours the Armed Forces of Ukraine violated the ceasefire 75 times. The number of ammunition applied by the AFU with the arms forbidden by the Minsk Agreements against the territory of the Republic made: 81 heavy artillery projectiles, 407 mortar shells of various calibre, 12 tank rounds. Along with that, IFVs, armoured personnel carriers, anti-aircraft mounts, grenade launchers and small arms were applied against our positions. As a result of the shellings, a house sustained damage in Dokuchayevsk locality on Lenin St. 90. Fortunately, no casualties were registered. According to our reconnaissance, the enemy continues concentrating forces and facilities at the contact line. So, near Mironovka locality (13 km to the contact line), near a reservoir there was detected a battery of MLRS Grad BM-21, belonging to the 54th separate mechanized brigade, moving forward to the firing positions in the areas of Luganskoye and Novoluganskoye localities so that to fire at the DPR territory then. Besides, near Nikanorovka locality (46 km to the contact line), in an opencast mine there was detected an operational reserve of the 122th separate air borne battalion of the 81st separate air borne brigade with a battery of MLRS Grad BM-21, and a tank and IFV companies. The OSCE Mission’s observers continue noting violations of the Minsk Agreements by Ukraine, namely absence of 20 tanks at storage sites. On Sunday, DPR media reported that the Ukrainian Navy had conducted an attack near the front line along the coast of the self-proclaimed republic in the Sea of Azov, using two small vessels based in the Kiev-controlled coastal city of Mariupol. DPR People’s Militia deputy head Eduard Basurin said that Navy gunboats had opened fire on militia positions with small-bore weapons and large-caliber machineguns, violating the ceasefire, and that the militia were forced to return fire, leading both Ukrainian boats to promptly leave the area. A day later, a spokesperson from the DPR’s Defense Ministry told Russian news agency RIA Novosti that militia “have taken appropriate measures, and are now prepared for these kinds of provocations from the sea” in the future. In total, over the past 24 hours the Armed Forces of Ukraine shelled the DPR territory 2,015 times. The enemy continued shelling districts of the Republic’s localities: Zaitsevo, Gorlovka, Bezymennoye, Yasinovataya, Spartak, Trudovskiye, Alexandrovka, Kominternovo, Oktyabr, Staromikhailovka, Sakhanka, Dokuchayevsk, Telmanovo, and the area of the Donetsk Airport. Among this shelling number heavy artillery was applied 134 times, including 18 projectiles of 122mm calibre, mortars of various calibre – 591 times, including 262 shells of 120mm calibre, tanks – 22 times, IFV arms – 25 times, anti-aircraft mounts, grenade launchers and small arms – 1,243 times. No losses detected among the DPR military personnel, losses among civilians are being specified. In violation of the Minsk Agreements, the Ukrainian party continues shelling the Republic’s residential areas and vital infrastructure, at that using mercenaries from the radicals’ ranks, supported by the AFU units. As a result of the shellings, eight houses sustained damage in the Third residential district of Yasinovataya locality on Zheleznodorozhnaya St., 35, Chekhov St. 41, 42, 43, Yesenin, Kuibyshev and Pobedy streets, and a power line was damaged as well.

Ukrainian city residents hold rally protesting against Donbass blockade / News-Front.info / March 6, 2017 / More than 500 residents of Kramatorsk, a city in the Donetsk region, got together in city center on Monday to protest against the transport blockade of Donbass, launched by radical activists on January 25, Ukrainian 5TV reports on Monday. “Why should Kramatorsk residents listen to some ‘guest actors’ who have come here and made decisions on what we should do and how our enterprises should operate,” one of the protesters said. “I believe Kramatorsk must have its say, appeal to the president (Pyotr Poroshenko) and law enforcement agencies to immediately stop this blockade that destroys our country,” he added. City residents say Ukrainian enterprises are affected by the blockade, which, for its turn, will have drastic aftermath for all residents of the country. “Billions of dollars that will have to be paid for coal will mean growing electricity prices, growing prices of heating. This means that city enterprises will come to a halt, the dollar will rise and, of course, the population will be impoverished,” local residents say. Protesters are carrying posters reading “Blockade is a road into the darkness. We need guarantees of work, heating and electricity” and “By blocking coal from Ukraine’s east you destroy the country”. Earlier in the day, a similar rally was held in Kiev-controlled Avdeyevka, bringing together about 1,000 people, including parliamentarians. On January 25, Ukraine’s so-called nationalist battalions, supported by a number of members of the Verkhovna Rada (parliament), blocked railway traffic from the districts of the Lugansk region uncontrolled by Kiev, and a week later – from the Donetsk region. The extremists said their actions stemmed from the need to fight against smuggling goods allegedly coming with coal, but later demanded an end to all trade ties with the uncontrolled territories (the DPR and LPR). [Enemy report:] Russia in the Hague accused of terror, discrimination in Crimea, and funding terrorism in Donbas / Khirkov Human Rights Protection Group / March 6, 2017 / On the first day of hearings into its case against Russia at the International Court of Justice, Ukraine presented a weight of arguments and examples to back its accusations against Russia over its annexation of Crimea and gross violations of human rights under occupation, and for its financing of terrorism in Donbas. While Russia denies all charges, Ukraine’s case is backed by documents from the UN, OSCE, Parliamentary Assembly of the Council of Europe, international human rights organizations, as well as NATO satellite imagery. Russia is likely to argue that the court does not have jurisdiction, hoping to achieve the same verdict from the ICJ as that passed in 2011 over the war between Georgia and Russia. It is for the Court to decide, but the weight of evidence of rights violations in this case certainly seems overwhelming. If the Court does agree that there is a case to answer, examination of all the evidence could take several years, and both the military conflict in Donbas, and the discrimination and political persecution in Crimea are ongoing. For this reason, Ukraine’s lawyers on Monday stressed the need for specific provisional measures now to prevent still further irreparable damage. In a 45-page document, Ukraine presents its reasons for accusing Russia of violating two UN conventions, namely the International Convention for the Suppression of the Financing of Terrorism and the International Convention on the Elimination of All Forms of Racial Discrimination. Although the International Court of Justice has no instruments to enforce its judgements, the very fact of it finding against Russia would have enormous weight.
