Donetsk republic leader signs deal on disengaging forces in Donbass / TASS / September 23, 2016 / On Thursday, the leader of the self-proclaimed Lugansk People’s Republic, Igor Plotnitsky, also signed the document. / DONETSK / Leader of the self-proclaimed Donetsk People’s Republic Alexander Zakharchenko has signed an agreement on the disengagement of forces in Donbass initialed earlier by the representatives of Ukraine, Russia and the OSCE in Minsk. “DPR head Alexander Zakharchenko has signed a document of the disengagement of forces and hardware in Donbass,” envoy of the Donetsk republic to the Contact Group talks Denis Pushilin was quoted by the Donetsk News Agency as saying. On Thursday, the leader of the self-proclaimed Lugansk People’s Republic, Igor Plotnitsky, also signed the document. On September 21, the participants of the Contact Group on settlement in eastern Ukraine signed a framework agreement on disengaging the warring parties in Donbass. The discussion on the document had lasted for three months. The Contact Group agreed on the principles and a timeframe for disengaging forces of Kiev and militias in the Donetsk and Lugansk regions. The first stage envisages the creation of security zones in three areas – near Zolotoye, Stanitsa Luganskaya and Petrovsky. The disengagement of forces should be carried out in each of them “not less than 2 km in width and 2 km in depth.” The entire process of disengaging forces and hardware, including the preparations for it, should last for no more than 30 days for each area.

As a whole, the situation at the frontline remains relatively calm. After 18:00 the shelling of western and north-western districts of Gorlovka started. Ukrainian army fires mortars, automatic grenade launchers and small arms. The part of the front in the area of Yasinovataya checkpoint remains to be one of the most dangerous ones. Every night the enemy shells DPR army’s positions, including by large-caliber artillery. Ukrainian army regularly attempts to conduct air recon by UAVs, which we witnessed ourselves today, having visited the forward positions in the area of Yasinovataya checkpoint. During the past week Ukrainian army violated the ceasefire 424 times, which is approximately eight times less than before the most recent ceasefire. The enemy fired artillery systems 152 times. DPR recon informed on the non-combat casualties in the Ukrainian army. Ukrainian Armed Forces lost 55 people of their personnel during the past week in the area of the punitive operation in Donbass.

Marchuk pointed out that on September 21, a very important framework agreement was signed in the Belarusian capital of Minsk. ‘If it is implemented diligently and honestly, then a radically new process will begin. The agreement concerns the withdrawal of the military units possessing armored vehicles and small arms from the line of contact. They will be pulled back from both sides of the line, Three areas on the line of contact have been chosen for the implementation of this plan,’ Marchuk explained. According to him, they are the Luganskaya settlement, the Zolotoye settlement (in the Lugansk region) and the Petrovskoye settlement (in the Donetsk region). “Each of them is four square kilometers in length, each side will disengage its units one kilometer away from the line of contact. As for the Luganskaya settlement, at first we wanted to widen this area to the state border,” Marchuk said. If the government in Kiev does not realize that and does not become closer to its own people, then the people will help the authorities to understand that and to step down, Savchenko told TASS after a speech at the Atlantic Council in Washington. Savchenko did not go into details about her current visit to Washington. But in her speech she noted that she always tried to establish a dialogue, which could lead to concrete results, during her foreign trips. Asked by a Polish diplomat what she thought of an idea to deliver lethal weapons to Ukraine, Savchenko said that would have been useless given the current level of corruption in Ukraine. Savchenko herself believes that Ukraine should attract western technologies and investments for developing its own gun industry.

The Russian Emergencies Ministry’s press service told RIA Novosti on Thursday that the aid was mostly food, medicine and construction materials. More than 60 vehicles will split into two groups and will deliver a total of over 600 tonnes (metric tons) of aid to Ukraine’s Donetsk and Lugansk regions. Ukraine’s southeastern regions have been severely affected by Kiev’s special military operation, launched in April 2014. The operation was a response to local residents’ refusal to recognize the new coup-installed government in the country. Russia has sent over 64,000 tonnes of humanitarian aid to Donbass since August 2014.

Western and Ukrainian media always represent DPR as a terroristic organization which doesn`t have any democracy. We decided to find out the real situation there and agreed to observe the process of primaries. Thus, all the regulations of the temporary election commission and legal papers on holding primaries were properly studied buy our observing mission. Therefore, we can definitely state – there are no terrorism, even not a hint on it in the DPR. Proofs are obvious – can you imagine terrorists who organize primary elections on their territory? Instead of all that terrible things which are usually demonstrated by the pro-American media, we saw people trying to protect their rights, building a new kind of political system and a new kind of democracy which main value is people themselves. When returning back to Greece, we will definitely spread the information we got here, in the DPR. And we are going to ask those who are responsible for false media coverage. The question will be “Was there any democracy in Greece?” They will answer: “Sure, democracy was born in Athens”. Then we are going to add: “There was no political parties in ancient Athens. From your point of view, if there are no political parties, there no democracy”. The truth is that a lot of western countries don`t have any democracy at all. Greece, the motherland of democracy, is just another example. People there never decide, instead of them all decisions are made by IMF,EU and NATO. USA people have no democracy as well. Less than 50% of the American citizens have a right to vote, and huge financial lobbies are behind almost each politician. In that really sad situation people of the DPR really obtained something more than just a false democracy. We realized that DPR`s political system and the whole philosophy of elections really have a lot generic points with ancient Athens. Comparing these political systems we found much common things. For instance, ancient Athens had 10 tribes (which is similar to 9 districts of Donetsk) and every tribe-district provided 50 councilors. These 500 councilors formed the Athenian Boule (which is interesting, because there were a Republic Conference on holding primaries in the DPR where 500 delegates from different districts chose Temporary Election Commission). Certainly, ancient Athens` democracy was not a perfect one. Actually, it is impossible to create something absolutely perfect. But it definitely was much more clear and transparent than the modern variants of democratic systems. The reason is obvious: nowadays democracy is more “representative” than “direct”. Here in the DPR we observed that people are really endowed by the right to express their will, to participate in the process of political development. So our conclusion is univocal – DPR is a new democracy which making its first steps as an independent state. We came here to observe. As observers. And we are leaving as students. To learn from these brave people who are writing now their own pages in the Book of the History.

The decision is not yet final as it requires approval of the upper house [the US Senate]. It might come either way,” the Donetsk News Agency quoted him as saying. Meanwhile, deputy chief of the Ukrainian president’s administration Konstantin Yeliseyev said on Friday Ukraine hails Thursday’s Stability and Democracy for Ukraine Act of the US House of Representatives. “As you know, the Congress adopted a resolution yesterday on stability and democracy. We hail it as a result of [Ukrainian President Pyotr] Poroshenko’s talks,” he said. On September 22, the US House of Representatives passed the Stability and Democracy for Ukraine Act which toughens the anti-Russian sanctions and allows a possibility of sending lethal weapons to Ukraine. Until now, Washington has been supplying Kiev only with means of protection, regimentals and military instructors.

Russian envoy says Kiev’s anti-Moscow attacks at UN sessions are becoming ‘boring’ / TASS / September 23, 2016 / The diplomat stated that Moscow is not going to react to such senseless accusations every time they are being made. / UNITED NATIONS / Russia’s UN envoy, Vitaly Churkin, has preferred to ignore “senseless attacks” by Ukraine at the UN Security Council session, adding that such behavior had become a “boring” tradition. “That the Ukrainian delegation at UN Security Council meetings goes beyond the bounds of the agenda has become a boring tradition. We are not going to react to such senseless attacks each time,” Churkin said at the UN Security Council’s meeting devoted to the Comprehensive Nuclear Test Ban Treaty. Ukrainian Foreign Minister Pavel Klimkin said at the session Russia had allegedly violated its obligations under the Budapest Memorandum, in which Moscow had pledged to neither use nuclear weapons against Ukraine nor threaten it may use them. UN Security Council on Friday voted for a resolution in support of the early enforcement of the Comprehensive Nuclear Test Ban Treaty. Fourteen countries, including Russia, supported it. Egypt abstained. The resolution urges all states that have neither signed nor ratified the treaty to put signatures to it without delay. The resolution points out that in the first place this concerns the eight countries that possess nuclear weapons or the capability to make them – Egypt, Israel, India, Iran, China, North Korea, Pakistan and the United States. The CTBT can take effect only after all these countries have joined it.

The operations room was located in the Western part of Aleppo province in the middle of sky-high Sam’an mountain and old caves. The region is deep into a chain of mountains. Several US, Turkish, Saudi, Qatari and British officers were also killed along with the Israeli officers. The foreign officers who were killed in the Aleppo operations room were directing the terrorists’ attacks in Aleppo and Idlib. Earlier in September, the Syrian army units launched a preemptive strike on the terrorists of the so-called Aleppo Operations Room in their gathering centers near Castello road in the Northern areas of Aleppo and Mallah farms, foiling their plots to attack the region’s supply route, a source said. The source said that the army’s artillery units attacked the terrorists’ gathering centers near Castello and Mallah farms in Zahra Abdo Rabbah, Kafar Hamra and Hurayatyn which killed and wounded dozens of militants. Also, the Syrian air force attacked the terrorists’ supply route in Northern Aleppo towards Hayyan and Adnan as well as the supply roads in Western Aleppo towards the North and smashed the terrorists’ convoys in al-Aratab, Urom Kobra and Ma’ara al-Artiq which thwarted the terrorists’ plots and forced many of them flee towards the Turkish borders. Informed media sources disclosed earlier that the Syrian army has continued its advances in the Southern part of Aleppo, and regained control over several strategic areas in the town of Khan Touman. “A number of key warehouses of Khan Touman are now under the Syrian army’s control,” the Arabic-language media quoted an unnamed informed source as saying. The source noted that the Syrian air force and army’s artillery units also targeted the gathering centers and fortifications of the terrorists in Khan Touman. PA sent a request for a meeting on the sidelines of the UN General Assembly both for Donald Trump, and Democratic candidate Hillary Clinton. Clinton’s headquarters agreed to arrange the meeting, which was held on Monday and Trumps’ representatives ignored Poroshenko. Headquarters of Donald Trump has not provided a comment on the situation. Recall that Petro Poroshenko arrived on the 71st UN General Assembly on September 19. He already met with Ukrainian community in New York, and also paid a visit to Bill and Hillary Clinton. Ukraine’s President held a meeting with his Turkish counter part Recep Tayyip Erdogan, who expressed the support for Ukraine in the issue of the resumption of sovereignty and territorial integrity. He interrupted participation in the meeting especially to break the news to the media. “I would like to share good news,” he told reporters. “A document on the disengagement of manpower and materiel has just been signed by the representatives of Ukraine and Russia and initialed by Donetsk and Lugansk delegates. “A security zone will be created in three disengagement sections: Zolotoye, Petrovskoye and Luganskaya. As observers of the Organization for Security and Cooperation in Europe (OSCE) reported, the ceasefire was observed by both parties. Since midnight it was quiet, declared Ertugrul Apakan, head of the OSCE Mission, in the morning. In the hours before the start of the truce, achieved through international mediation by Russia, France and Germany, it didn’t feel that way. In the city of Alchevsk, nearly 40 kilometers from Lugansk, unusually strong artillery fire was heard in the evening. The army of the Lugansk People’s Republic was put on high alert, and instructions for protective measures were issued to the population. About 25 kilometers northwest of Alchevsk, the Ghost Brigade (Prizrak) holds the front post against the troops of the Kiev regime. When digging their zigzag trenches, the fighters there have uncovered skeletons, coins and the ruins of a bombed shelter. “This was a position of German Wehrmacht soldiers in World War II, which took a direct hit,” suspected an Italian volunteer fighter with the nom de guerre “Nemo,” who joined the Communist unit of Prizrak more than a year ago. “Exactly there, where the 92nd and 93rd Brigades of the regular Ukrainian Armed Forces and the 15th and 39th battalions of the National Guard are, there were units of the Red Army,” he says, pointing to the no man’s land of the front-line. So, I have to roll with that, use Facebook for selfies etc, and other resources, such as here, such as Twitter – @GrahamWP_UK – for serious news. Now, you as a Facebook user are free to share, like, repost my videos. However if I do it, I’ll get a ban, so I do ask you to step up, and, if you like my reportage – share it around. I’ve recently returned from some 3 weeks in Crimea, the main purpose of which was to make a crowdfunded documentary film a ‘Brit in Crimea (on his holidays)’, which we did. We did that, and I believe what we filmed is absolutely fascinating material, which will, thanks to your crowdfunding support, become a real film. … A further purpose of being in Crimea was to do some reportage from there, also supported by the film crowdfunding project, real reportage. slavsep15-16rDPR Army prevents breakthrough of Ukrainian forces near Donetsk / Sott.net / September 15, 2016 / Last evening, the Ukrainian Army tried to break through the defense line north of Donetsk, Ukrainian soldiers were stopped by small arms fire, DAN news agency reported, citing the Operational Command of the Donetsk People’s Republic (DPR). “Today at 20:50, a day before the announced regime of complete ceasefire, the enemy has tried to break in the area of the village of Avdeevka on one of the sectors of our defense and displace DPR units from their positions. However, the enemy was stopped small arms fire,” the news agency quoted the words of a representative of the DPR’s Operational Command. According to the Operational Command, one Ukrainian infantry combat vehicle was hit by a light anti-tank weapon; a chassis of the vehicle was damaged. After suffering losses, Ukrainian units started to retreat, covering themselves with chaotic fire of the second infantry combat vehicle in the direction of the DPR positions. “As a result of the repulse of the enemy attack, one DPR soldier was killed,” the representative of the DPR’s Operational Command said. At the same time, representatives of the headquarters of the Ukrainian Anti-Terrorist Operation (ATO) said that during the past day, DPR fighters opened fire on positions of Ukrainian military in the ATO zone 50 times. According to the Ukrainian version, the highest number of attacks took place in Donetsk direction – 26, a little less – 20 times – near Mariupol. According to the Ukrainian side, “Ukrainian soldiers did not respond to the provocations and consistently adhered to the Minsk agreements.” Will remind, on Tuesday, head of the DPR Alexander Zakharchenko and head of the Luhansk People’s Republic (LPR) Igor Plotnitskiy announced that the republics will implement a unilateral ceasefire, starting September 15th, and call on Kiev “to take it seriously.”

They were guided by political not juridical motives to legitimize the new Ukrainian authorities. The EU court’s decision only confirmed lack of evidence of crimes of which I was accused. As for the money and property that I allegedly took from the country, I see no sense in discussing that – I have never had those,” Yanukovych told RIA Novosti. Ukrainian courts are now controlled by the country’s incumbent authorities and it is even more difficult to obtain justice there than in the EU court, he added. Over the past day the Ukrainian punishers violated the ceasefire regime 239 times. The enemy keeps using artillery for shelling the Republic’s territory. In total there were launched 164 shells of 82mm and 120mm calibre, and also opened fire from infantry fighting vehicles, grenade launchers and small arms. There were shelled such localities as Zheleznaya Balka, Vesyoloye, Yasinovataya, Sakhanka, Oktyabr, Kominternovo, the area of the airport and the Petrovsky district of Donetsk city. Yesterday our units prevented infiltration of two diversionary and prospecting groups near the locality of Krutaya Balka. The purpose of the Ukrainian groups’ infiltration was to launch fire from the positions on occupied the DPR territory onto the locality’s residential districts. It is important to note that 30 minutes before the diversionary groups’ infiltration the units of the AFU’s 58th separate motor-infantry brigade opened heavy mortar fire at the vicinities of the Yasinovataya locality, in order to side-track our forces’ attention from the Ukrainian saboteurs redeployment to the DPR territory. The purpose of the penetration attempt by Ukrainian saboteurs was opening fire on the residential areas of the district from the DPR’s own positions on its territory,” Basurin said. The DPR commander noted that 30 minutes before the attempt, mortar fire was opened from Yasinovataya with the aim of diverting the militia’s attention. Security forces arrived at the district within 90 minutes. “Currently, a joint investigation is being carried out on this incident with representatives of the Special Monitoring Mission of the OSCE and Joint Center for Coordination and Control in order to record the results of the Ukrainian saboteurs’ breakthrough…Further shelling by the punishers and attempts to infiltrate our territory will by severely suppressed. The type of arms is being specified. The equipment was accompanied by a car with personnel. After the unloading the it was deployed to the Kurakhovka locality (36 km away from the contact line),” said Basurin. The DPR intelligence regularly detects deployment of military equipment by Kiev to the conflict zone. According to the Package of measures for accomplishment of the Minsk Agreements which was signed by the Contact group on February 12, 2015, the artillery units over 100mm calibre should be taken away from each other for 50 km, MRLS – for 70 km, MRLS “Tornado”, “Uragan”, “Smerch”, and also “Tochka” rockets – for 140 km. According to the September addition, the parties were to have withdrawn artillery under 100 mm calibre, and also tanks and mortars. Despite it the DPR territory is regularly exposed to shellings with the use of the specified arms types.

The Russian Finance Ministry is now saying that the case will go for trial on 17th January 2017. The trial will last three days and is due to conclude on 20th January 2017. It is unlikely the Commercial Court will hand down judgment on 20th January 2017, the last day of the trial. More probably, the judgment will be handed down a few weeks later. If the judgment goes against Ukraine, the entire IMF package negotiated by Ukraine last year, including the agreement Ukraine negotiated with its private creditors, will collapse. The IMF has accepted that the $3 billion debt Ukraine owes Russia is public debt – which is to say debt Ukraine owes to the Russian state – which is a member of the Paris Club. That means that under IMF rules Ukraine’s IMF bailout cannot proceed, notwithstanding certain rules changes which the IMF made last year. What that will mean is that Ukraine will be in default on its foreign debt, putting a major obstacle in the way of the Ukrainian economy’s ability to obtain foreign funding, either through the Ukrainian state directly or via Ukraine’s banks. They convinced Vladimir Putin: “Whether it’s good or bad, there is no other option”. But that’s uncharacteristic, especially since there is an alternative to the Normandy format.One of them would be to unify the states interested in the return of territories which now are part of Ukraine: Russia, Poland, Hungary, Romania, and Slovakia. Obviously, creating this union will be difficult, especially when it comes to anti-Russian Poland, but it will be possible if we remind Warsaw of the fact that Lvov became part of the USSR via the Ukrainian SSR in 1939 according to the Molotov-Ribbentrop Pact, as did Polish regions. After World War II, in 1945 and 1946, the USSR annexed parts of Hungary, Romania, and Slovakia. World War II ended long ago, the USSR no longer exists, but greedy Ukraine holds on to these territories. Territories inhabited by Russians and Russian-speaking people, including Kharkov, Lugansk, Donetsk, Zaporozhe, Dnepropetrovsk, Kherson, Nikolayev, and Odessan regions, only because the administration of the Soviet government took them over. The same was true of the Crimea, but fortunately we recovered it. A union of the states who lost territories to Ukraine would be more powerful than all the Minsk accords and Normandy formats together, and even anti-Russian Poland would not resist the temptation to get back Lvov and four native Poland regions. (Including the birth place of the Polish national heroine Marina Mniszech, which has been located in Ukraine since 1939!) We need to start forming this union, and the Russian leader should finally inform the world that the territories seized illegally from Russia: Kharkov, Lugansk, Donetsk, Zaporozhe, Dnepropetrovsk, Kherson, Nikolayev, Odessan – are inhabited by Russians and Russian-speaking people, that Russia considers them as its citizens and will defend them from now on, returning them to the Motherland. President Clinton means more wars. Deeply implicated in the wars in Yugoslavia, Libya and Syria, she is contaminated by the noxious gospel of American Exceptionalism; the arrogant (and profoundly ignorant) assumption that the US is morally justified in doing anything anywhere to anyone at any time because its intentions are pure. “American Exceptionalism” is manifested today chiefly by armed force: military bases around the world, US special forces active in half the countries and war after war since the close of the Cold War a quarter of a century ago. It should be clear – even if it isn’t to the Exceptionalists – that the US is losing these wars, that each sets up the conditions for the next and that their consequences, far from the “stability” fantasised by the Exceptionalists, are uniformly disastrous. As US power drains away – and even Zbigniew Brzezinski understands that it is “no longer the globally imperial power” he said it was only twenty years ago – managing the decline will be enormously important for the safety of the world. Far better that we have The Dealmaker for four or eight years than The Exceptionalist. Can President Trump deliver on his promise to step away from confrontation and wars? There’s a very good reason to expect he can. The years of the so-called “imperial presidency” have shown us that while American presidents have to struggle to achieve anything domestically they can start wars ad libitum – especially now that the secret of disguising neocon aims behind a froth of humanitarian rhetoric has been discovered. So all President Trump has to do is not start them. Therefore Trump is the obvious candidate to hope for and there are good reasons to think Trump can deliver: his starting approach is to negotiate and all he has to do to prevent a new war is to not start it. Over the past day the Ukrainian punishers shelled the Republic’s localities 37 times with the following arms: infantry fighting vehicles’ weapons, different types of grenade launchers and small arms. Using the relative truce regime, over the past day the enemy continued to carrying out the activities on regrouping of troops and accumulation of forces and means on certain sites of the contact line: – Near Kodema (6 km away from the contact line) there was detected concentration of infantry fighting vehicles, armoured personnel carriers and personnel of the 54th separate mechanized brigade; – Near Krasnogorovka (3 km away from the contact line) there were detected two 120mm mortars; – Near Maryinka (1 km away from the contact line) there were detected four 120mm mortars; – Near Konstantinovka (25 km away from the contact line) there was detected concentration of 30 infantry fighting vehicles and armoured personnel carriers; – Near Artyomovsk (20 km away from the contact line) there was detected the arrival of 200 personnel of the Internal Affairs Ministry special purpose battalion ‘Zolotye Vorota’ (The Golden Gate). We passed information on movement of the military equipment forbidden by the Minsk Agreements and their exact position, to the OSCE and JCCC representatives. Besides, according to the SMM OSCE report of September 3, observers detected unaccounted AFU arms in the forbidden zone: 12 missile rocket launching systems BM-27 ‘Uragan’; six anti-tank cannons MT-12 ‘Rapira’; and six towed howitzers ‘Msta B’. The OSCE representatives also recorded the absence of the following arms in storage place of the forbidden AFU arms: five anti-tank cannons MT-12 ‘Rapira’; one towed howitzer ‘Msta B’; and six 120mm mortars 2B11 ‘Sani’. According to the secret-service data of our intelligence, there were revealed the facts of preparation for chemical weapon’s use in Donbass by the AFU General Staff under the leadership of Muzhenko. It isn’t excluded that the casualties of chemical weapons’ use by the AFU may become residents of both the Republic, and the territories controlled by the Ukrainian authorities. Notably, not all the Ukrainian generals support Muzhenko in implementation of such artful plans, in this connection in the AFU General Staff there is noted growth of serious contradictions and discontent with their chief. Besides, our intelligence registers the Ukrainian military experts’ activity on the airfield near the locality of Krasnoarmeisk where were detected the facts of unloading of containers with chemicals, supposedly sarin and yperite, at the agricultural warehouses which had been earlier used for storage of chemicals. We ask the OSCE representatives to draw attention to these facts. Due to the terrorist threat in the Republic caused by the step-up of the AFU special operations forces, the People’s Militia Command and the leadership of the State Security Ministry, the Ministry of Internal Affairs, and the Ministry of Emergency Situations created posters informing the population about the features of explosive devices and residents’ actions in case if the latter are detected. The created posters will be passed to administrations for them to be placed in the Republic’s social and educational institutions, and also crowded places. slavsep4-16uAnother Ceasefire In Donbass – Kiev’s Transition To Terrorist War – Explosion In Lugansk / Novorossia Vision / September 3, 2016 / On September 1, 2016, on the results of the Contact Group negotiations in Minsk, another ceasefire was declared in Donbass. Kiev announced a regime of complete silence at midnight on August 31, and in the morning the press officer of the «Mariupol» sector reported four DPR attacks, with small arms, on the Ukrainian positions over the night. At the same time, that night, the town of Yasinovataya, located between Donetsk and Gorlovka, was mortar shelled by the Ukrainian side. As a result of the attack, a local resident was killed, several homes destroyed, and a boiler damaged. The next night, a clash broke out again in the industrial zone of Avdeevka, in the Yasinovataya area. Moreover, the DPR soldiers on these positions told reporters that, compared with previous days, it was ‘almost a day off’. Usually, this section of the front is constantly under attack by the Ukrainian artillery. In the LPR, at the night from August 31 to September 1, the Ukrainian side also opened mortar fire on one of the localities, where is situated a pumping station supplying with water a significant part of Lugansk. Local residents believe that the Ukrainian army conducted targeted fire in order to destroy the station before the«regime of permanent ceasefire» entering into force on 1 September. German Foreign Minister Frank-Walter Steinmeier said preparations of a new instrument with the participation of the OSCE is aimed at supporting the fragile truce in Donbass. “We are working with the OSCE on new rules to preserve the truce,” Reuters information agencies quoted the Minister. “We are now busy preparing and will soon again hold a meeting at the ministerial level.” Steinmeier added that the new document will be ready within “several weeks.” However, Steinmeier did not specify what kind of document is being prepared nor what the rules mean. The German Foreign Minister said that Russia and Ukraine are not satisfied with the implementation of the Minsk agreements, and the level of security in Donbass remains “really inadequate.” As reported on the same day in the margins of the G20 summit, separate meetings were held with Russian President Vladimir Putin, German chancellor Angela Merkel and French President Francois Hollande. The Ukrainian military opened fire at the Republican localities with small arms 9 times over the past day. *** Using the relative truce regime, the enemy kept carrying out the redeployment of its troops and augmentation of its forces and means on the separate parts of the contact line. Thus, in the areas of the localities of: Chermalyk (2,5km away from the contact line) there was registered the concentration of the heavy armament of the 56th separate infantry brigade, including artillery, mortars and tanks; Staryi Krym (24km away from the contact line) there was registered the location of the artillery mounts of the 40th separate artillery brigade. Novotroitskoye there was registered load of heavy arms and military equipment of the 3rd mechanized brigade at the platforms and departure to the zone of the responsibility of the 16th separate battalion of 58th brigade to strengthen advanced positions. All the information on deployment of the military equipment prohibited by the Minsk Agreements with the exact its location was handed over to the OSCE and JCCC representatives. Besides, there is registered withdrawal of the part of the units of the Nazi-battalions inland. In particular, there is confirmed deployment of the battalion “Azov” from Mariupol to the Zaparozhye region. According to our data, the volunteer battalions can be involved in anti-governmental disorders in Kiev in the near future. *** Our intelligence keeps registering facts of training sabotage parties of the enemy from the military personnel of the special forces of the Armed Forces of Ukraine so that these groups will be sent to the territory of the Republic. There are data on preparing 7 groups; each group consists of 5 people. Holding of resonant terrorist attacks in big cities, demolition of vital infrastructures of the Republic can become their main tasks. In turn, the DPR People’s Militia Command took complex of measures to enhance security of residents and civilian objects of the Republic. slavsep3-16uAmphibious river crossing drills in DPR (photo report) / Essence of Time / September 3, 2016 / On September 1 the filming crew of “Donbass with Texas” was on battalion tactical drills of one of the motorized infantry units of the armed forces of the [Donetsk People’s] Republic. According to the script of the drills, DPR army soldiers managed to repel the assault of the opposing force. Then, after reconnaissance took place, they crossed a river, pierced through the enemy’s defenses and launched a counter-offensive. Infantry fighting vehicles and PTS-2 amphibious transport vehicles crossed the river on their own. Combat engineers constructed a pontoon bridge in mere minutes to transport artillery. Academic Study: The Far Right in Ukraine During the Euromaidan and the War in Donbass / By Ivan Katchanovski, Ph.D. University of Ottawa, / Academia.edu / September 1-4, 2016 / Abstract: This paper analyzes the role of far right in the Ukrainian politics during the “Euromaidan” and the war in Donbas. The issue of the involvement of Ukrainian far right organizations in the “Euromaidan” and the war in Donbas have been politicized and polarized. Russian and separatist politicians and the media often presented the “Euromaidan” as a “fascist coup” and the Maidan government as a “fascist junta.” In contrast, the governments and the mainstream media in Western countries tended to present the role of the far right in the “Euromaidan” and in post-Maidan Ukraine, specifically in the conflict in Donbas, as marginal. Previous academic studies generally reached similar conclusions. They focused on numerical strength and electoral support for the far right parties and ignored other aspects of influence of the radical nationalist and neo- Nazi parties, specifically their role in the political violence, such as the Maidan and Odesa massacres and the war in Donbas. However, the number of academic studies of the contemporary far right in Ukraine is generally limited. The research question is as follows: What is the role of the far right in the Ukrainian politics during and after the “Euromaidan”? This study analyzes the involvement of specific Ukrainian radical nationalist and neo-Nazi organizations in the “Euromaidan,” the Odesa massacre, and the war in Donbas, their performance in the presidential and parliamentary elections in 2014 and the 2015 local elections in Ukraine. The analysis focuses on major Ukrainian far right organizations, such as Svoboda (Freedom), the Right Sector, the Social- National Assembly, the White Hammer, the UNA-UNSO, Bratstvo, and C14, and paramilitary formations or special police and National Guard units organized and controlled to various extent by them, such as the Azov regiment, Dnipro, Donbas, Aidar, Sich, and St. Mary’s battalions, and the Volunteer Ukrainian Corps. It uses various sources of data, such as online recordings of live broadcasts and videos of the Maidan and Odesa massacres and the war in Donbas, official database of court decisions in Ukraine concerning investigations of the involvement of the far right in major cases of political violence, video recordings of the Maidan massacre trial, information posted on websites and social media groups of far right organizations, and media reports in Ukrainian, Russian, and English languages. The study shows that the far right organizations had significant but minority representation among the Maidan leadership and protesters, the post-Maidan governments, and in the presidential, parliamentary, and local elections. However, the analysis also shows that the far right organizations and football ultras played a key role during violent attacks, such as attempts to storm the presidential administration on December 1, 2013 and the parliament of Ukraine in January and on February 18, 2014. slavsep2-16zMFA of Ukraine protests opening “a terrorist embassy” in Czechia / Ukraine Today / September 1, 2016 / Representatives of Donetsk separatists claim to open a representative office in Ostrava, Czech Republic Foreign Affairs Ministry of Ukraine filed a formal protest and handed a note to the Embassy of Czech Republic to Ukraine. Ukrainian MFA demands to use best efforts to reconsider the decision of local authorities on opening a “representative office” of a terrorist organization, which is contrary to international law and bilateral Czech-Ukrainian agreements. Foreign Affairs Ministry of Ukraine stated it hopes for appropriate actions of Czech authorities in the short term. The Ministry has also passed to the law enforcement authorities of Ukraine the information on some Czech Republic citizens’ activity concerning attempts to legalize a terroristic organization. Russian-backed Donetsk separatists earlier claimed they would open ‘officially registered diplomacy center’ in Czech Ostrava on September 1. Official Prague said it would not recognize the ’embassy’ or have any diplomatic relations with it. slavsep1-16zFirst DPR Representative Center Solemn Opening in Czech Republic Takes Place Today / DONi News / September 1, 2016 / The solemn opening of the first representative center of the Donetsk People’s Republic has taken place in one of the biggest cities of the Czech Republic today. It has been reported by the Ministry of Foreign Affairs press office. ‘Today, in the city of Ostrava there took place the solemn opening of the DPR representative center in the Czech Republic. It is the first Republican representation legally registered in the countries of the European Union,’ pointed out the press office representative. The press office representative added that the center allowed to coordinate the actions of the Czech Republic and DPR representatives on protection of rights and interests of the Donbass residents and abroad. Besides, there will be established cooperation in the information sphere between two countries that will allow to objectively formalize the European citizens with the ongoing events in Donbass.
