August 30 “Essence of Time” unit in Donbass report / Essence of Time / August 30, 2016 / During the past day Ukrainian army fired over 300 shells at the territory of Donetsk People’s Republic. 35 houses and infrastructure buildings were damaged. Two civilians were injured in the Republic. Zaytsevo village and Nikitovsky district of Gorlovka were shelled during the night. Trench combat took place on the south-west of the city in the morning. Donetsk direction remains to be one of the hottest ones. Kievsky, Petrovsky and Kirovsky districts of the city were under Ukrainian army fire. Several shells hit Zasyadko mine territory. Power lines and gas pipes, several houses and two apartment buildings were damaged in Petrovsky and Kievsky districts. Two women were injured in the same districts, one of them was hospitalized. Mineralnoye village and north-western outskirts of Makeevka were also shelled. Trench combat of varying intensity continues in the area of Yasinovataya checkpoint, Spartak village and “Volvo-Center”. Elenovka, Dokuchaevsk and Molodezhnoye village were shelled on Dokuchaevsk direction. Houses were reportedly hit. The buildings of Volnovakha penal colony were damaged. Sosnovskoye, Kominternovo and Sakhanka villages were shelled by punitive forces on the Mariupol direction. Two gas pipelines are damaged in Kominternovo. Republic’s recon registered positions of six “Gvozdika” self-propelled guns (SPG), four “Akatsiya” SPGs were discovered near Svetlodarsk. Up to a company of armed men dressed in DPR servicemen uniform were spotted moving near Ukrainian-controlled Avdeevka. The threat of sabotage is high. It is also reported that a female sabotage group was sent to the Republic to gather intelligence and recruiting intelligence service officers.

slavaug30-16zSoros Ran US Foreign Policy on Post-Coup Ukraine / By Wayne Madsen / Strategic Culture Foundation / August 30, 2016 / A tranche of some 2500 Internal documents, mostly Microsoft Word, Excel, and Power Point files, as well as pdf files, from George Soros’s Open Society Foundation (OSF) network of non-governmental organizations, which were obtained from the group «DC Leaks», shows that Soros and his advisers lorded over US policy toward Ukraine after the 2014 coup supported by Soros and the Obama administration ousted the democratically-elected Ukrainian president Viktor Yanukovych and his government. The leaked Soros documents describe how the OSF and Soros’s International Renaissance Foundation (IRF), based at 46 Artema Street in Kiev, worked with the US State Department after the 2014 so-called «Euromaidan» themed revolution to ensure that a federalized Ukraine was not in the picture. In addition to George Soros (identified as «GS» in the leaked OSF documents, others involved in the Ukrainian coup planning included US ambassador to Kiev Geoffrey Pyatt; David Meale (Economic Counselor to Pyatt); Lenny Benardo (OSF); Yevhen Bystrytsky (Executive Director, IRF); Oleksandr Sushko (Board Chair, IRF); Ivan Krastev (Chairman, Centre for Liberal Studies, a Soros- and US government-influenced operation in Sofia, Bulgaria); Sabine Freizer (OSF); and Deff Barton (Director, US Agency for International Development (USAID), Ukraine). USAID is a conduit for the Central Intelligence Agency. Soros was present at a post-coup meeting on March 21, 2014 that involved US support for the «New Ukraine». One document describes the «New Ukraine» as a key measure to «reshapes the European map by offering the opportunity to go back to the original essence of European integration». Soros pushed for sanctions against Russia for refusing to recognize the coup-installed government headed by Arseniy Yatsenyuk, which included neo-Nazis, and rejected a federalized Ukraine that would grant self-government to the Russian-speaking eastern Donbass region. In effect, Soros vetoed a proposal by Pyatt to negotiate a proposal made by Russian Foreign Minister that would grant autonomy to eastern Ukraine within a federalized Ukraine. Soros rejected the proposal because he believed it would grant Russia too much influence in Ukraine. Although Assistant Secretary of State for European and Eurasian Affairs Victoria Nuland did not attend the March 21 meeting, she remained close to Pyatt and Yatsenyuk, who she affectionately called «Yats». Over the past day the Ukrainian punishers violated the ceasefire regime 297 times. The enemy keeps using artillery for shelling the Republic’s territory. In total there were launched 15 artillery projectiles of 122mm and 152mm calibre, and 243 shells of 82mm and 120mm calibre. Besides, the enemy opened fire from infantry fighting vehicles, grenade launchers and small arms. The war criminals Gorbatyuk, Vodolazsky, Zabolotny, Zubanich and Delyatitsky continued shelling the Republic’s localities for the purpose of exterminating the civilian population. Over the past day there were shelled such localities as Zaitsevo, Gorlovka, Yasinovataya, Spartak, Mineralnoye, Aleksandrovka, Kominternovo and Sakhanka, the Petrovsky and Kuibyshevsky districts of Donetsk city. 25 houses sustained damage. Seven civilians got wounded: in the Zaitsevo locality – Orishko Alexander Vasilyevich, born in 1950, Mutylin Anatoly Ivanovich, born in 1944, Kryshkovets Mikhail Ivanovich, born in 1950, Revnivtseva Nadezhda Valeryevna, born in 1981; in the Petrovsky district of Donetsk – Alekseyenko Sergey Sergeyevich, born in 1971, Shevtsova Irina Gennadiyevna, born in 1988, and in the Kuibyshevsky district of Donetsk – Labodina Maria Aleksandrovna, born in 1963. We have registered movement of the AFU equipment forbidden by the Minsk Agreements near the contact line: – Near Dzerzhinsk (5 km away from the contact line) there were detected four antiaircraft artillery automatic weapons ‘Shilka’; – Near Blizhneye (20 km away from the contact line) there were detected ten 152mm motorized howitzers ‘Msta-S’; – Near Avdeyevka (2 km away from the contact line) there were detected four 120mm mortars. All the data on violations of the Minsk Agreements were passed to the OSCE and JCCC representatives. The reduction of shellings by the Ukrainian military and the consequent increase in the number of wounded civilians in the Republic demonstrate that the Ukrainian war criminals open targeted fire at residential houses. And we know for sure that the fire is launched from the positions placed in schools, hospitals and even churches what again proves that the Ukrainian commanders have lost humanity and have nothing holy to respect, as well as at those ruling Ukraine now. Analyzing these facts, we can suppose that due to internal political and foreign policy failures the military and political leadership of Ukraine has finally lost control over the units’ commanders who make decisions on opening fire independently and carry out various provocations. It also became known that for the past week to the ATO zone there arrived the already trained group of journalists from the Ukrainian top media for the purpose of recording allegedly reciprocal actions on the part of the DPR army, so that to charge us subsequently with shelling socially important objects. One of them is in critical condition. Two more civilians were wounded in the Petrovsky district of Donetsk,” said the official. In addition, a female resident of the Kuibyshevsky district of Donetsk received missile wounds. “As a result of a shellburst on Pravovaya Street, there was wounded a woman born in 1963,” added the source. According to him, the details of the accident are being specified.

The recent DC Leaks document dump of over 2,500 documents from George Soros’ Open Society Foundations illustrates a disturbing trend by the billionaire of using his wealth and influence to sow chaos across the world in a bid to profit off of global suffering and impose neoliberal ideas on an international scale. The leaks have already exposed Soros’ efforts to destabilize the European Union by promoting a policy of open borders and mass migration and fracturing Ukraine’s government by fomenting an illegal coup of a democratically elected government using neo-Nazi hardliners. Once dubbed the “puppet master” by the fanatical Glenn Beck, Soros has also been linked to both corruption in the United States and, according to some, positive social reform in his funding of the Black Lives Matter movement. Yet the man who has brought regimes around the world to their knees has long wanted to bring Putin’s government crashing down, but has proven unsuccessful time and again. New memos from the DC Leaks file dump show that this failure to oust Putin wasn’t for lack of trying on the part of Soros, reports Sputnik. In a November 2012 document titled “OSF [Open Society Foundation] Russia Strategic Planning Meeting Notes” a team of anti-Putin international experts sat down to discuss how to “identify joint priorities for OSF’s Russia activities in the coming year. How can we most effectively collaborate, considering the deteriorating political environment for our partners?” Whereas that seems benign, the document minutes show that the meeting’s participants hoped that Medvedev’s years as president would provide “an opening” for the Open Society Foundations to influence and rattle the Russian government. A hope that disappeared when Putin returned to office. “The Medvedev period allowed for a number of improvements and significant openings for NGOs… However, pressure has come back very quickly in the short time that Putin has been back in power.”

Part of the regiment was withdrawn from Mariupol in connection with the planned redeployment of forces in order to gain better control over the Azov coast. This was reported by the press service of the National Guard of Ukraine (NGU). “A planned regrouping of forces and means of the National Guard was conducted in the ATO zone. In order to strengthen control over the Azov coast and prevent penetration by sabotage and reconnaissance groups, a part of the special purpose 3057 Azov unit was relocated to perform tasks in this direction,” the National Guard press service stated. According to the NGU, the separate special purpose Azov military unit continues to perform tasks stipulated by Ukrainian law. “The quantitative and qualitative composition of the NGU in Mariupol is not reduced, allowing us to maintain the city’s defenses at a high level,” the National Guard press service assured. Yesterday it became known that the National Guard had withdrawn a separate special purpose Azov unit from Mariupol to the Zaporizhzhya region. Azov members said they do not rule out the possibility that “soldiers were withdrawn so that they wouldn’t interfere with the surrender of positions and whole cities.”

Arnoldski / Fort Russ / August 27, 2016 / On the morning of August 26th, the armed forces of the DPR worked out and practiced plans for an amphibious landing. The legendary battalion commander Givi (Mikhail Tolstykh) stated that the People’s Militia of the DPR is ready to land in Mariupol. “The set tasks were: landing amphibious assault boats, disembarking on the shore, and disembarking armored carriers while supported by armored vehicles moving on the water. Everything turned out wonderful. This can be practiced along the entire coast of former Ukraine – in Mariupol or Shirokino, for example,” Givi said. Givi also announced that preparations are being made for offensive operations, including breaking through the enemy’s defense.

Azov militants are furious at the decision of the National Guard of Ukraine’s command. They complain that they are being sent to inactive block posts and that Kiev is preparing to surrender Mariupol. This was discussed in Azov’s press service statement from August 26th: “We have resolved to clarify the situation surrounding the Azov unit. Azov is indeed being withdrawn from Mariupol. On the order of the command of the National Guard of Ukraine, which Azov’s special assignment regime is a part of, the unit was withdrawn to the Zaporozhye region 10 days ago to fulfill tasks that are absolutely unsuitable for the special regiment. The command of the National Guard of Ukraine couldn’t come up with anything better than to leave Azov soldiers on duty at inactive checkpoints and observation posts outside of the ATO zone. Earlier, this task was carried out by local Zaporozhye national guardsmen, mostly conscripts, who are now being sent to Mariupol to be on duty at ATO zone block posts. The order to withdraw Azov from the ATO zone arrived shortly before the celebration of Independence Day, when the frontline city needed reinforcement. At this same time, the most capable unit was withdrawn on the order of the National Guard’s commander, Lieutenant General Yuri Allerov. This is being done at a time when the front line does not have enough people and those who continue to defend the Homeland on the front line are already morally and physically exhausted. What’s more, recently the situation on the frontline has been exacerbated and information has been received that Russia is concentrating its troops in the breakaway L/DPR and Crimea and is clearly preparing for an offensive.” At this time, Azov’s fighters are being sent to the deep rear. OSCE: Hug and Zakharchenko Meet in Donetsk / By Arina Tsukanova / Strategic Culture Foundation / August 27, 2016 / Alexander Hug, the Deputy Chief Monitor of the OSCE Special Monitoring Mission (SMM) to Ukraine has paid an unexpected visit to Donetsk, in order to meet with the leader of the Donetsk People’s Republic (DPR), Alexander Zakharchenko, who was «a signatory to the Minsk agreement». Hug urgently needed to hold a «constructive discussion» with the head of the DPR – as he told reporters after the meeting, so that «the OSCE SMM is able to support and assist the leaders of the DPR in solving a number of problems». Hug also noted that «Mr Zakharchenko» had been entrusted with a «very serious responsibility». Those words miss the point. This senior OSCE official needed to quickly speak to Zakharchenko about the «Minsk agreement» at this particular moment because the Ukrainians are starting to experience some significant difficulties in their shelling of the Donbass. The picture along the line of demarcation has changed. Kiev previously had a very simplistic understanding of the term «cease-fire»: each day Ukraine’s armed forces shelled residential areas in Donetsk, Horlivka, nearby villages, and the Yasynuvata checkpoint («occasionally» using ammunition against multi-story residential buildings); forcibly made their way into buffer zones where they entrenched themselves; moved their checkpoints several kilometers closer to the boundaries of the republics right under the noses of the OSCE observers; made flagrant raids that lost them equipment and manpower in order to get a sense of the defenses of the DPR and LPR; and committed acts of sabotage. Hillary Clinton’s Support of “Kiev Hardliners”: Towards Large Scale Escalation of Combat Operations in Ukraine? / By J. Ukrainian forces have stepped up bombardments of frontline LPR/DPR positions and of Novorossia cities and towns. There have been a number of efforts by regular UAF forces and by “volunteer battalions” to seize key terrain features and occupy abandoned villages located in the “no-man’s land” separating the warring parties. The head of LPR Igor Plotnitskiy barely survived an assassination attempt. Most recently, the FSB has thwarted a terror plot in the Republic of Crimea hatched by infiltrators from Ukraine proper at the cost of the deaths of two Russian servicemembers and the wounding of several others. One of the detainees is a so-called “ATO veteran”, and is reputed to be working for Ukraine’s military intelligence. These events suggest that there indeed are parties interested in a military escalation. Who are they? The Hillary Clinton Campaign: Even though Barack Obama, who is by now a lame-duck president, and Secretary of State John Kerry have pursued a relatively moderate line toward Ukraine and Russia since the winter 2014/15 campaign, it does not mean everyone in the Washington establishment shares their priorities. There are plenty of hotheads in Ashton Carter’s Defense Department, the intelligence establishment, as well as the State Department itself, and they are both betting that Hillary will be their next president and doing their utmost to ensure she gets elected. Because she will need all the help she can get. In spite of a massive fundraising advantage and the endorsements of Washington establishment, Hillary is not decisively ahead of Trump in the polls. A TV newscast on Wednesday, featuring CNN anchorwoman Rosemary Church, ran the following headline: «Ukraine still fighting for independence from Moscow». The channel then cut to a report by its correspondent Phil Black from eastern Ukraine purporting to show Kiev-controlled armed forces coming under heavy gun and artillery fire from «Russian-backed separatists». Viewers were told that the separatists launched their attacks against Ukrainian Armed Forces (UAF) two years ago in August 2014. Between whistling bullets, the intrepid CNN reporter also informed viewers, without verification, that the Russian army was amassing troops on its side of the border with Ukraine. This absurd reduction of history provides a much-needed makeover for the illegal Kiev regime that seized power in February 2014. It also sanitizes the involvement of Washington and the European Union in fomenting the coup against Ukraine’s then elected government. And, recklessly, this kind of US media distortion serves to embolden the Kiev regime to continue its criminal aggression against the people of eastern Ukraine, and to ignore its commitments to the February 2015 Minsk peace deal, as well as reportedly conduct acts of terrorism against Crimea. In other words, this is a case study in how ostensibly independent Western media dutifully perform a propaganda function and are in effect complicit in war crimes. Moreover, in the bigger perspective, the gross caricature of Russia as a villain with regard to Ukraine also augments the warmongering narrative of Moscow allegedly posing a threat to European security. This week saw US Vice President Joe Biden traveling through the NATO-member Baltic states promising them that American forces would leap to their defense if they were attacked by Russia. Biden’s inflammatory, defamatory rhetoric is fuel for the anti-Russian Baltic regimes to escalate their unhinged accusations of hostility from Russia. Explosion rocks Donetsk, Motorola suspected target / by J. Arnoldski / Fort Russ / August 26, 2016 / At 13:00 on August 25th, an explosion broke out in the center of Donetsk outside the home of the famous Sparta battalion commander Motorola and the deputy prime minister of the DPR. The explosion itself claimed the life one so-far unidentified man, whose death ties into the remaining mystery of the placement of the device. While specialists and intelligence services are still working at the scene, varying reports have claimed that the bomb, either packaged TNT or a grenade, was either placed in the nearby trash bin while “the man who died was doing something in the bushes nearby,” or that the victim of the explosion was in fact the perpetrator of this supposed act of terrorism whose bomb exploded in his own pocket as a result of unsuccessful preparation. Social media updates, official statements, and differing speculations are currently making their rounds. DPR head Alexander Zakharchenko has since stated that the explosion could have been an attempt on the lives of important republic leaders. Precise device positioning aside, this explosive incident is not the first of its kind. In fact, it is by all indices only the latest in a series of incidents which have no other likely source than Ukrainian forces and their agents within the Donbass republics. It is no coincidence that on Monday, a bomb was discovered and neutralized in the apartment of the republic’s leader, Alexander Zakharchenko. That the UAF is intensifying special forces operations including sabotage, reconnaissance, and assassination attempts is a reality that both Donbass authorities and expert analysts have warned of especially since the attempt on LPR leader Igor Plotnitsky on August 6th. The Crimea incident perhaps marked the peak or climactic acceleration of these operations. The general context is clear: with nowhere to turn, Ukraine is opting for desperate and even irrational and unprepared measures to give the spark to light the flame of war that its regime needs so badly to stay warm. The picture presented by yesterday’s incident is a pertinent one. slavaug25-16wWhether or not the bomb was wielded or put in place by a Ukrainian agent or asset or not, Motorola and the DPR deputy prime minister are alive and well and life is continuing in the republic. Over the past two years, the Novorossiyan people’s republics have transformed from loose popular groups armed with guns or shovels into real states with developed and constantly improving armed forces, security services, and leadership structures whose existence and fighting capacity are no longer confined to mere charismatic personalities and lofty ideals. That the latter two factors persist is a testament to the continuing vitality of the DPR and LPR, not a reflection of lingering limitations. At the end of the day, a single bomb has gone off in Donetsk and claimed one victim, perhaps its own orchestrator, but the republic is not shaken. On the contrary, it is prepared to withstand, analyze, and respond to such incidents. If Ukraine was behind this, then it has failed once again to eliminate a target or wreak chaos in the capital of the people’s republic, the only two possible objectives it could have had.

Arnoldski / Fort Russ / August 25, 2016 / Last night, sudden, unexpected rain disrupted the UAF’s planned offensive in the Spartak-Yasinovataya sector, DPR Head Alexander Zakharchenko told journalists today. According to him, reports on the UAF’s intention to penetrate the Spartak-Yasinovataya zone were received yesterday. But rain came and Ukrainian vehicles were unable to drive on the sodden ground. “Next time, we will appeal to the OSCE and issue emergency statements. Our intelligence is working very successfully and any actions undertaken by Ukraine are known to us. Therefore, we have decided that we will regard any actions as a provocation, and we will do the same at the airport and in Debaltsevo,” Zakharchenko stated.

In particular, it was issues relating to the ceasefire o the contact line. In this regard, I appealed to Mr. Hug with a request for the OSCE mission to be more objective. With regard to the security of the OSCE observers in the Donetsk People’s Republic, I suggested that Mr. Hug consider an option of our officers accompanying the observers. Then we will be able to take responsibility not only for the safety of the observers, but also for the fact that there will be no obstacles and misunderstandings in the performance of their duties. In addition, I made a proposal that the OSCE warn us about the work of their drones. In this case, no one will interfere with their work. Otherwise, our military perceive drones as unidentified aircraft that may pose a threat to our residents. As it is known, recently, the Ukrainian side has been using their drones not only for the reconnaissance and subsequent shelling, but also directly to attack, stuffing their UAVs with explosives. On the whole, the conversation was constructive, and we agreed to meet again after Mr. Hug ponders my suggestions.

The enemy has intensified its operations in the Avdeevka district. According to obtained information, the UAF’s command is planning to capture Yasinovataya tonight and clear out our units. This is confirmed by intelligence reports. At 20:00, several columns of personnel and armored vehicles moving in the direction of Avdeevka were recorded, and information has been received on the concentration of artillery units in the districts of Lastochkino, Verkhnetoretsk, Novobakhmutovka, Ocheretino, and Orlovka, in which, by a general count, there is no less than one howitzer division and two self-propelled howitzer batteries. Anti-air defense means have recorded enemy UAV flights. Over the past 24 hours, the enemy’s sabotage and reconnaissance groups have attempted to enter the territory of the DPR in the above-mentioned direction. We appeal to the OSCE and international human rights organizations to put pressure on the Ukrainian leadership and force it to comply with the obligations it took upon itself according to the Minsk Agreements. In turn, we reserve the right to adequately respond to any actions of the Ukrainian army and will not allow the enemy onto our land!

First Kievsky district in the north of Donetsk was shelled by 152mm artillery guns. Then Petrovsky district in the west of the city came under artillery fire. Yet again the building of “Shakhterochka” kindergarten near the frontline was damaged as a result of shelling. Seven houses were also damaged. Residential areas of Petrovsky district and Tekstilhik microdistrict, as well as Cheliuskintsev, Skochinskogo and Abakumova mines lost access to power supply. The damage to power lines was repaired thanks to rapid actions of Donetsk utility services. Ukrainian army fired 290 shells at frontline areas of the Republic during the past day. Artillery was used 261 times. According to DPR Defense Ministry, one serviceman was killed, another one was injured. Recon spotted the arrival of nine “Giatsint” self-propelled artillery guns to Konstantinovka. Three “Grad” multiple-launch rocket systems were discovered near Novgorodskoye village on the Gorlovka direction. Four mortar squads were uncovered in Novotroitskoye village of Volnovakha region.

Russia presses charges against Ukraine’s defense minister, top brass for Donbass attacks / TASS / August 24, 2016 / MOSCOW / Russia’s Investigative Committee (IC) said on Wednesday it has launched a criminal case against Ukraine’s defense minister and its chief of general staff over the artillery shelling of civilians in Donbass. “The investigators have received sufficient data that illegal actions against civilians were carried out on orders of Ukraine’s top military leadership,” the investigative committee said. A criminal case has been opened into the use of prohibited means of warfare. Criminal charges have been filed against Ukrainian Defense Minister Stepan Poltorak, Chief of General Staff Viktor Muzhenko, Ukrainian Ground Forces Commander Sergey Popko, former Ukrainian Ground Forces Commander Anatoly Pushnyakov and the Commander of Ukraine’s National Guard Yuri Allerov. Russia’s Investigative Committee is currently conducting an investigation into the illegal use of prohibited means of warfare by Ukraine’s armed forces in the country’s southeast. Investigators have obtained facts that the Ukrainians have repeatedly violated the ceasefire regime in the region this year. On Monday, Ukrainian Chief Prosecutor Yuri Lutsenko told reporters the Prosecutor General’s Office of Ukraine has opened a criminal case against Russian Defense Minister Sergey Shoigu and 17 other high-ranking officials. Kiev opens criminal case against Russian defense minister, other top officials / TASS / August 24, 2016 / KIEV / The Prosecutor General’s Office of Ukraine has opened a criminal case against Russian Defense Minister Sergey Shoigu and 17 other high-ranking officials, Ukrainian Chief Prosecutor Yuri Lutsenko told reporters on Monday. At least 15 among those listed are Russian Presidential Advisor Sergey Glazyev, former Presidential Envoy to the Crimean Federal District Oleg Belaventsev, the defense minister and his two deputies, and another 10 generals from Russia’s top military brass. Lutsenko said all the individuals are charged with “committing grave crimes against the foundation of Ukraine’s national and civil security, peace and international order.” “I suggest that all 18 Russian officials should turn themselves into the Ukrainian Prosecutor General’s Office to testify.” The Ukrainians allegedly plan to put the so-called accused individuals on an international wanted list. Amnesty International and Human Rights Biased Report on Eastern Ukraine, Accomplices to War Crimes / By Roger Annis / Global Research / August 24, 2016 / Amnesty International and Human Rights Watch issued a report on July 21, 2016 on the human rights situation in the Donbass region of eastern Ukraine. The report can only be described as covering up the ongoing war crimes being perpetrated by the governing regime in Kyiv, Ukraine since it launched its ‘Anti-Terrorist Operation’ (civil war) in April 2014. The war was launched in order to crush resistance in Donbass to the illegal coup d’etat and seizure of power in Kyiv in February 2014 by the movement calling itself ‘Maidan’. Coincidentally, artillery and other attacks by Maidan Ukraine against the rebel Donetsk and Lugansk people’s republics in Donbass intensified during the past two months, the very time frame in which the human rights defenders were preparing their report for publication. ‘Human rights’ report on Ukraine is everything but: The 65-page report by the two agencies is titled You Don’t Exist: Arbitrary Detentions, Enforced Disappearances, and Torture in Eastern Ukraine. It downplays the grim details as well as international dimension of Ukraine’s two-plus year of ‘anti-terrorist’ civil war. It argues that the victims of the war share equal responsibility for rights violations as the perpetrators. The introduction reads: “Both the Ukrainian government authorities and Russia-backed separatists [sic] in eastern Ukraine have held civilians in prolonged, arbitrary detention, without any contact with the outside world, including with their lawyers or families. In some cases, the detentions constituted enforced disappearances, meaning that the authorities in question refused to acknowledge the detention of the person or refused to provide any information on their whereabouts or fate. Most of those detained suffered torture or other forms of ill-treatment…” The key recommendation in the report’s introductory summary reads: “Amnesty International and Human Rights Watch call on the Ukrainian government and the de facto authorities in self-proclaimed DNR and LNR [Donetsk People’s Republic and Lugansk People’s Republic] to immediately put an end to enforced disappearances and arbitrary and incommunicado detentions, and to launch zero-tolerance policies with regard to the torture and ill-treatment of detainees. All parties to the conflict must ensure that all the forces under their control are aware of the consequences of abusing detainees under international law, and that allegations of torture and ill-treatment in detention are thoroughly investigated and those responsible are held to account.” The methodology of the report is by now old hat, the same one employed in reports on Ukraine by the United Nations’ Office of the High Commissioner for Human Rights going back two years. The OHCHR’s latest report on Ukraine was issued one week prior to the AI/HRW report and was reviewed here by this author. Like the UN’s OHCHR, Amnesty International and Human Rights Watch consider the rebel forces in eastern Ukraine to have the same obligations to follow international treaties on human rights as the government attacking them. Kiev’s tendency towards such types of military operations is detrimental to the Minsk Process and cooperation in the framework of the Normandy Format,” the report reads. Earlier it was assumed that the Normandy Quartet would meet at the summit in China and, as usual, include the leaders of Russia, Germany, France, and Ukraine. However, following Ukrainian saboteurs foray across the Russian border into Crimea which killed two Russian soldiers, Vladimir Putin stated that he sees no sense in meeting in the Normandy Four format. As has been reported, the leaders discussed the prospects of continuing the Minsk process during today’s telephone conversation. “The importance of legislatively consolidating a special status for Donbass, constitutional reforms, amnesties, and the organization of local elections were stressed. All of these issues should have been agreed upon by the Contact Group [in Minsk] where Kiev has the opportunity to hold direct dialogue with Donetsk and Lugansk,” the official statement says.

It is not because of any of the various reasons Western commentators claim. The result is that where the Western powers regularly start wars they cannot win, Russia has refrained from waging a war it would win easily. Although some in the west still insist that ‘Russia has invaded eastern Ukraine’, for those with open eyes and ears, the interesting question is ‘Why HASN’T Russia intervened in Eastern Ukraine’? The reasons are subtle and demonstrate a lot about Russia’s pragmatic reaction to world events. As things stand, Donbass is governed by two republics, that of Donetsk and Lugansk. Both republics held independence referenda in May of 2014 in which the majority of people voted to separate from the regime in Kiev. Whilst supporting human rights in Donbass, offering aid and repeatedly calling for an end to the violence rained down on the people of Donbass by Kiev and their auxiliary terrorist gangs, Russia has not formally recognised the statehood of the two republics. While Kiev is beating the war drums over a perceived Russian “menace” near Ukraine’s borders, Pentagon officials have signaled that they have not detected any signs of an “immediate threat” to Ukraine from Russia. James Marson and Thomas Grove of the Wall Street Journal call attention to Russia’s recent moves aimed at strengthening its western periphery. However, an unnamed Pentagon official told the journalists that “it’s a long-term trend” and “there is nothing new.” “US military officials, having closely monitored Russian movements of troops and equipment in the [past] two years… said they haven’t detected signs of an immediate threat. Any shift in Russian military posture reflects broader plans,” the journalists report citing the source from the US Department of Defense. Since the Crimean incident with saboteurs “the words “President of Ukraine” haven’t been heard from Vladimir Putin, and even a surname of Poroshenko, but was mentioned “the Head of the Lugansk People’s Republic” (and without adjectives like the “self-proclaimed” or “proclaimed”, as the Russian officials usually specify). The leaders of Ukraine were discussed only as “those people who had seized power in Kiev and continue retaining it” (Putin used such a turn of speech twice). Moscow has let Kiev’s leaders know that it doesn’t consider them the legitimate power.

In the aftermath of the shoot outs in Crimea the Russian and Ukrainian Presidents, Vladimir Putin and Petro Poroshenko, have met with their higher political and military leaderships. Putin’s meeting took the form of a plenary meeting of Russia’s Security Council, the body which was partially and hurriedly convened on Monday. Poroshenko’s meeting was with the Ukraine’s National and Security Council, a body that has a similar name to Russia’s Security Council but which does not have the same all-encompassing powers, and whose remit is far more narrowly restricted to defence and security questions. Poroshenko has also put the Ukrainian military in Donbass and along the border with Crimea on alert. He is also trying to contact the US and European leaderships to gain their support. It is a certainty that over the next few hours ritual statements of support for Ukraine and criticisms and warnings to Russia will indeed come from the US and European leaderships. Putting aside all the rhetoric, will these latest moves result in war between Russia and Ukraine in Crimea, and between Ukraine and the Donetsk and Lugansk People’s Republics in the Donbass? Two things first need to be said. Firstly the idea that there is peace in the Donbass is a myth. Fighting goes on there every day on the contact line with the Ukrainian military regularly shelling militia positions and the militia shelling the Ukrainian military in return. Firefights happen continuously. At the beginning of July Ukraine admitted losing 80 of its soldiers in fighting in the Donbass in the course of just one week, whilst towards the end of July Ukraine admitted losing 6 of its soldiers in a single clash on just one day. Secondly the political situation in Ukraine is so unstable and the anti-Russian atmosphere there is so strong that it would be foolish to count on Ukraine showing any sort of restraint. War is therefore unfortunately a very real possibility. On balance however I doubt it will happen. The attacks, planned by the Ukrainian Defence Ministry’s Chief Intelligence Directorate, targeted critical infrastructure and facilities in Crimea. Russia’s intelligence services take the view that these planned acts of sabotage and terrorism were intended to destabilise the socio-political situation in the region in the run-up to federal and regional elections.A group of saboteurs were apprehended near the town of Armyansk on the night of August 6. An FSB officer was shot and killed in the process of apprehending the terrorists. Explosive devices with a total charge of more than 40 kilograms of TNT, munitions, grenades, land mines and other weapons were found at the scene. Ukrainian Defence Ministry special units made two further attempts to infiltrate Crimean territory in the early hours of August 8, but the groups of saboteurs and terrorists were intercepted by the FSB and other Russian forces. These attempts to infiltrate Crimea took place under cover from armoured equipment and massive fire by Ukrainian armed forces from inside Ukrainian territory. One Russian Defence Ministry serviceman was killed as a result. Russia has now taken action to dismantle the Ukrainian Defence Ministry Chief Intelligence Directorate’s network of agents in Crimea and have detained Ukrainian and Russian citizens who aided in the preparation of these terrorist attacks. It is reported he is undergoing surgery due to the injuries he receved. The incident took place in the city of Lugansk, the capital of LPR, the headquarters of the LPR People’s Militia told RIA Novosti. Two other people were injured. It is not clear at present whether the blast occurred inside the car or near the vehicle. “Plotnitsky is in a grave condition and is undergoing an operation,” a source told Interfax. The explosion also reportedly damaged the facades of nearby buildings and shattered surrounding windows. Police have cordoned off the area where the explosion took place. “Today at 07:50 there was an assassination attempt on the head of the LPR. Facts at the scene point to a terrorist attack,” the LPR Chairman of the Council of Ministers Sergey Kozlov said, as cited by the Lugansk Informational Center. He added that the Lugansk authorities have already set up a working group to investigate the incident. “Currently the condition of Igor Plotnitsky is stable, there is no threat to his life,” Kozlov added. Plotnitsky received shrapnel wounds, which caused damage to his liver and his spleen, a hospital source told Interfax. An advisor to the head of the Security Service of Ukraine Yury Tandit told the 112 Ukraine channel that Plotnitsky was deliberately targeted, adding that the LPR leader was in serious condition. “My sources report that an assassination attempt has been carried out,” he said. A source in LPR General Prosecutor’s Office told Interfax that saboteurs could be behind the attack. Viktor Poplavsky, an expert from Russia’s Defence Ministry, told the Life.ru news portal that he believed more than a kilo of explosives were used to create the bomb. “If the bomb was planted in the car or under the car, there would have been practically no chance of survival,” he said, adding that the explosive device might have been placed somewhere near Plotnitsky’s car. Plotnitsky became the head of LPR in August 2014, months after the authorities in Kyiv launched a major military assault against rebels in Donbass, eastern Ukraine. In February 2015, Plotnitsky signed the Minsk-2 agreements regarding the peaceful settlement of the conflict between Kiev and the rebels in eastern Ukraine. The agreement was co-signed with the head of the Donetsk People’s Republic, Aleksandr Zakharchenko. The people of the Lugansk and Donetsk regions (Donbass) in eastern Ukrainian rejected the legitimacy of a February 2014 coup in Ukraine that aimed to rupture Ukraine’s historic ties to Russia and establish an economic association with austerity Europe. They established their republics and elected their own leaders after the armed forces and extremist paramilitaries of the new regime in Kyiv regime launched a military operation in April 2014 to subdue them. OSCE representatives were threatened in Kiev-controlled part of Donbass / TASS / August 3, 2016 / VIENNA / Representatives of the OSCE Special Monitoring Mission to Ukraine (SMM) were threatened at gunpoint near a checkpoint on Kiev-controlled territory in Donbass, SMM said in a report released on Wednesday. “At 10:10 on 2 August, an armed man at a known Ukrainian Armed Forces position wearing military-style clothing with no markings stopped two SMM vehicles in government-controlled areas travelling east on the road from Lopaskyne (government-controlled, 24km north-west of Luhansk) to Lobacheve (government-controlled, 17km north-west of Luhansk),” the report said. “When one of the SMM monitors stepped out of the vehicle to speak with the man, the latter chambered a round into his submachine gun (AKSU-74) and after removing the weapon’s safety, pointed it at the SMM monitor and put his finger on the trigger,” SMM continued. “The SMM requested the armed man call his commander, which he did. Standing approximately two metres away, the man kept his gun pointed at the SMM monitor and spoke to someone in Russian on his handheld radio. Approximately five to seven minutes later, another man arrived at the scene carrying an assault rifle (AK-74) with a silencer. He was accompanied by three other armed men carrying assault rifles, some of whom appeared to be intoxicated, and appeared to be in a position of authority. Some of the men were dressed in military-style clothing,” the report went on. “Using Russian and speaking in an aggressive manner, the man said that he and the other armed men present were members of the Ukrainian Armed Forces. The SMM monitor asked the man who appeared to be in charge to order the armed man to lower his weapon. He did so but the weapon was not made safe,” the report added. “Speaking with the commander of the group, the SMM monitor tried to diffuse the situation by explaining the Mission’s mandate and after approximately fifteen minutes, the SMM was allowed to leave the area and proceed to Lobacheve to complete their tasks. In the name of the idea I got acquainted with John (name is changed), former US military who adhered to extreme right-wing views, about two years ago on social networks. The Yankee was already fighting against the militias in Ukraine. Firstly, John served in one of the units, which could be called a private army, where he received quite a ridiculous by Western standards salary – 10 thousand hryvnia (about $400) a month, plus 1,000 hryvnia ($40) for each day on the front lines. Later he fought in units of the banned in Russia PS, where he was not paid even a penny. However, as John himself said to me, for him it was about “the idea, rather than money”. According to the former military, today’s situation in Ukraine is the same as it was during the WWII: “Azov” (a volunteer regiment which is the part of the National Guard of Ukraine) and “Praviy Sektor” are a modern version of the SS (punitive military Nazis forces – a comment of Lenta.ru) while DPR – represents Soviets (Soviet army – a comment of Lenta.ru). Of two sides in this conflict “the soldier of fortune” unconditionally supported the first. I repeatedly suggested to the American to interview him but he refused, explaining he does not trust “corrupted Russian press”. No matter how the West tries to paint Russia as responsible for the implosion of Ukraine, it is the US, EU, and NATO color revolution Kiev coup that is the pure villain in this sad story. Ukraine has joined the growing list of Western rape and pillage victims, intended victims or collateral damage ones under the guise of spreading freedom and democracy…like Afghanistan, Iraq, Syria, Libya and Yemen. War tourism for ‘truthers’ now possible: First tourist group visits Donbass People’s Republics / DONi News / August 3, 2016 / A group of 15 Finnish tourists made a successful visit in Donetsk People’s Republic. Rare opportunity for ordinary foreigners to witness the truth about Donbass and the situation in the war zone was first of its kind. Trip for Finnish civilians was organized by DONi International Press Center project Save Donbass People. Participants were gathered randomly from social media, mostly from Save Donbass People -Finland group. A program for the group was coordinated with state officials and it was also officially supported. slavaug4-16zMembers of the tourist group didn’t know each others from the past, but with strong common experience in Donbass, they made new and strong friendships. These friendships have also created the basis for a new kind of Novorossia-Finland Friendship community to being created in Finland. Tourist group spends 6 days in Donbass, travelling via Russia with public transport to the DPR from Finland. All members of the group paid the costs of the trip by them self and group didn’t have any sponsors. In Donbass tourists travelled with private minibus and because of the stable and safe situation inside the republics, behind the frontline, tourists didn’t need guards to protect them. The program was suggested for members, free in its nature, and the group had also many possibilities to witness the situation and meet the locals in the DPR by their own. [DONi International Press Center has agreed with the DPR administration from the frames and goals for future tourist activities, opening new republics for people, Donbass friends, to visit. Plannings are now on their way to gather groups from Italy, Germany, Spain, France and from Finland, where several people are already waiting next possibility to see and witness the life in a war zone, in Donetsk and Lugansk People’s Republics. Next possible groups are scheduled to visit free Donbass in Autumn 2016.
