Donetsk Defense: Situation Report, 02.03.2016 / DONi News / March 2, 2016 / The situation on the contact line remains tense. The Ukrainian military violated the ceasefire regime 43 times and shelled the territory of the Republic 157 times. In the shelling the enemy used the weapons prohibited by the Minsk agreements: 120mm mortars thirty times, 82mm mortars forty times, as well as infantry fighting vehicles thirty times and different types of grenade launchers, anti-aircraft systems and small arms. The Ukrainian chasteners were shelling the territory of the localities of Zaitsevo, Spartak, Staromikhailovka, Zhabichevo, the area of the Airport, the Volvo Centre, and the Petrovsky district of the city of Donetsk from the localities of Pesky, Krasnogorovka, Maryinka, Zhovanka, and Opytnoye. Over the past day the DPR intelligence registered the concentration of personnel, weapons and military equipment near the contact line: – In Novobakhmutovka (10 km away from the contact line) there was registered concentration of five motorised artillery systems, up to thirty infantry fighting vehicles and forty vehicles with personnel; – In Berdyanskoye there was registered location of four motorised artillery systems. – We continue registering the facts of mutual shellings between the AFU units and nationalists. So, yesterday, near the locality of Dzerzhinsk there occurred another armed clash with the use of heavy-calibre small arms, in the course of which both sustained casualties. According to the information from our sources, the losses among the Ukrainian military as a result of self-shelling made up to twenty dead personnel, apart from the wounded. Such battles took place near the localitites of Druzhba, Krasnoye and Vodyanoye. These facts bear evidence of the absence on the part of the military command of elemental control over the subordinate units and interaction between the AFU units. From our sources we receive information about the situation in the AFU units. The untimely payments of monetary allowance, and also nonpayments of additional extra charges for participation in anti-terrorist operation are becoming the hottest topic in the AFU units. It is expressed in deprivation of money the subordinates as punishment for the faults what causes ambiguous reaction among the AFU soldiers who fall to the application of physical force. These facts are registered in the units of the 30th and 54th separate mechanized brigades. In particular, in the 54th brigade as a result of the conflict with the commander, one serviceman had suffered from physical abuse, afterwards he was brought to the hospital of the town of Artyemovsk with the diagnosis – the closed craniocereberal injury. Moreover, according to our intelligence there are registered the facts of plunder of fuels and lubricants in the AFU units, with their subsequent sale to the local population. In particular, according to the local residents of the locality of Krasnoye, only the military personnel of the anti-terrorist operation’s headquarters headed by the captain Manukhin, who calls himself ‘Sarmat’, by the car with the registration number issued in the Zaporozh’ye region, since the beginning of 2016 has sold already more than 1300 liters of diesel fuel and gasoline. This group also offers the reserve sources of power supply which are the property of the Ukrainian Ministry of Defence. In the plunder and sale of fuels and lubricants after the carried-out rotation there also started to be engaged the military personnel of the 54th separate mechanized brigade. I would like to pay special attention to the work of the OSCE Mission. In particular, during their visit to the storage sites of the withdrawn arms and military equipment of the AFU, the OSCE observers registered total absence of security guards and all the armament missing. In other withdrawal sites the observers registered twenty-four 100mm towed canons ‘Rapira’ missing and non-conformity of the serial numbers of twenty-seven tanks T-64. All of this indicates that Ukraine continues violating the reached agreements on withdrawal of arms and equipment and concealing this information from the OSCE Mission’s representatives. — Vice-Commander Eduard Basurin, official translation by DONi News Agency [Source:]

slavmar2tRegarding the aggravation of the situation in the DPR / By Colonel Cassad, translated by Alexander Fedetov for Slavyangrad / / Posted March 2, 2016 / Preamble: This report dates from February 22. The situation has remained effectively the same inasmuch as the intensity and frequency of Ukrainian Army attacks is at a much higher level than previously, but this is yet to develop into a co-ordinated offensive. Today, however, the People’s Militia reports that the Ukrainian Army is building engineering works for fording the Seversky Donets River and a workshop for the repair of military vehicles close to the front line. / Regarding the aggravation of the situation in the DPR: 1. In the past two days the number of shellings significantly increased—artillery was used in addition to small arms, machine guns, grenade launchers and mortars. I have not heard anything about the so-called “withdrawal of weaponry over/below 100mm [calibre].” 2. The main areas are seemingly the same—an arc by the airport, Gorlovka, the Svetlodarsk arc; but it is also worth noting the activisation of firing at Volnovakha, where one of the largest UAF groups of in the Donbass is focussed, aimed at the Elenovka-Dokuchaevsk district. 3. At the same time, the intensification of firing does not mean the beginning of the offensive. Firing became more intensive. It should be understood the losses of the sides increased (as a result of military censorship, tracking losses has become much more difficult; the junta announced today that it has no KIA during a day, only 13 WIA while according to our bulletins they had 9-12 KIA. It is understandably hard to check. The actions are not going beyond attempts to “push the neutral zone”, or to conduct reconnaissance in force, as neither side has received a political go-ahead to launch an offensive. Since there is no truce either, as no one complies with the Minsk Agreement , the strain of a frozen conflict results in systematic shelling and clashes. It can be assumed that the entire next week will pass in a similar way. A lot will depend on events in Syria and on the negotiations of the “Normandy Quartet” in March. 4. According to Zhuchkovsky our side gave the nod to a more assertive response to the junta’s attacks, resulting in increasing losses for the UAF in recent days, which can be seen even by the increase in the numbers of wounded in the junta’s reports. From the latest reports: “As of 22:30 the front line continues to rumble. Donetsk. Opitnoye (military unit)-Spartak: infantry fighting (machine guns), special combat team, IFV. Marinka-Trudovskoe, Staromykhailovka, Spartak and Peski: powerful artillery battle. Noisy in the areas of the Airport and Yasinovataya checkpoint. Yasinovataya checkpoint shelled with artillery. North of Gorlovka. Zaytsevo. UAF infantry is attempting to approach the northern outskirts of Gorlovka. Fighting started, then our positions (and the residents in their houses and apartments) were shelled with shrapnel from mines and large-calibre [artillery]. Snipers working on the positions. According to other sources, a fierce battle is commencing around Yasinovataya. In the west, the UAF conducts dense fire from the directions of Yuzhnaya and Mayorsk. On the western outskirts of Gorlovka (Glubokaya) there is an intense submachine gun engagement. Zaytsevo is under pressure from Ukrainian RPGs and special combat units. There is also mortar fire near Zaytsevo.” * * * “At 21:16, the UAF simultaneously attacked from two directions the Militia defending Yasinovataya junction. We know the enemy lost up to seven people killed and wounded, and a fuel tanker and a truck with ammunition were eliminated as a result of a lightning attack by the Militia in the direction of Avdeevka-Chervonoarmeysk.” * * * “Today at 21:11 everything is reeling and trembling in the vicinity of Donetsk. From 20:30 till this minute an intense battle has been under way near Yasinovataya traffic police checkpoint. Small arms, artillery and tanks are heard. Apparently, Ukies have again gathered to break through the Militia’s lines. All Yasinovataya hears shell bursts. The windows are shaking. We are thinking about descending to the basement. We haven’t done so for a long time. Twenty minutes ago the monotonous cold-blooded destruction of enemy positions started from the Militia side, our guys finally began to use self-propelled guns.slavmar2s Makeevka: we are listening to Yasinovataya for several hours almost without interruption. Loud. Very. I do not know how it is there in Avtomagazin, but we are just in shock here in Yasinovataya! On Trudovskoe, it sounds heavy, often, but at a respectful distance. Gvardeechka—noisy, heavy in the north and north-west. Continues intensely in the north. The vibrations felt are not weak. In Yasinovataya, hot again. Makeevka thunders; Butovka, Putilovka—very close infantry combat and SPGs [self-propelled guns ―ed.]. Twenty-five Years of the Red Army Street is panicking, they hear the heavy calibre very well! Opitnoye (military unit)-Spartak: infantry battle. Peski: shelling towards NAF positions, Ukro-Nazis also using mortar.” * * * “Donetsk. The area of Yasinovataya traffic police post was shelled. There is a military unit between Opitnoye and Avdeevka: intense infantry combat (heavy machine guns). Marinka-Trudovskoe: mortar. Krasnogorovka-Staromykhailovka: infantry combat (mortar, IFVs, tanks). Gorlovka unchanged. Powerful bursts of shells in the direction of Zaytsevo, Gol’my, Shirokaya and Zheleznaya Balka. Powerful volleys are heard in the area of Glubokaya mine. Movement of materiel also observed.” * * * “Heavy weaponry operates on Donetsk, even TV is unable to drown out the sound of shelling. Gvardeyka, Butovka, Makeyevka shudder. Putilovka: rifle fire, heavy single bursts are added. Avtomagazin is in shock from these bursts from the direction of Makeyevka. Butovka: very close combat. Long outbursts of machine-gun fire and explosions can be heard. Everything is trembling in Donetsk from the heavy combat on all fronts. At Donetsk Regional Central Clinical Hospital powerful bursts. I do not understand the direction. It seems that the firing is from several sides. Petrovskiy district (Donetsk): heavy artillery. Powerful bursts started. Feeling they are in Smolyanka or Balka. Donetsk, Durbalka—heavy volleys. Yasinovataya. After a short lull it rumbles again. Traffic police post—powerful bursts. It seems the night will be terrible! I hear shots and bursts. This ‘happiness’ falls on some people’s heads. The end is not visible.” [Source:]

Ukraine bans its officials from criticizing authorities / Strategic Culture Foundation / March 2, 2016 / RT – The Ukrainian government has banned all civil servants from publicly expressing criticism towards the work of state institutions or officials amid the ongoing political crisis and the cabinet’s failure to tackle corruption. The public servants should “avoid any public criticisms of the work of state institutions and their officials,” says a new decree outlining “ethical standards” for Ukrainian officials, which was published on the Ukrainian cabinet’s official website. According to the document, state service inevitably envisages “forming a positive image of the authorities.” It also demands that the officials avoid “actions that could harm the interests of the state service or negatively influence the image of a state official.” Additionally, the new decree introduces a special rule on “loyalty” for all civil servants that envisages the ban on criticizing state officials. The act also demands that all the civil servants should be familiarized with the new rules and fully comply with them, otherwise facing disciplinary action. . . MORE>>

Divorce Czechoslovakia-Style: Can Kiev and Donbass Call it Quits? / Sputnik / March 1, 2016 / The leader of the self-proclaimed Donetsk People’s Republic in eastern Ukraine has suggested an “amicable divorce” a-la Czechoslovakia as a way to end the long-running conflict with Kiev.If Kiev agrees to a peaceful breakup with Donbass, just like the Czechs and Slovaks once did, it would be the easiest way to end this war,” Alexander Zakharchenko said. The idea was readily echoed by Jaroslav Doubrava, the deputy head of the Czech Senate’s European Affairs committee, and a onetime observer at the local elections in the Donetsk and Luhansk People’s Republics. “Judging by my personal experience of visiting these two regions, I can say that this is the only viable and sensible way of ending the conflict after all the crimes Kiev committed there… At the height of the war in Donbass I kept saying that after all that nightmare keeping the eastern regions part of Ukraine was now a mission impossible,” Jaroslav Doubrava told Sputnik. When asked to comment on Alexander Zakharchenko’s alternative option of a confederative treaty which, if implemented in good faith by both sides with due regard for the legitimate interests of the people of Donbass, would effectively end the war, Doubrava said that it had already been turned down by [President Petro] Poroshenko. “This leaves Donbass no option other than demarcate the border of the de-facto independent Donetsk and Luhansk People’s Republics,” Jaroslav Doubrava stated. He added that the DPR and LPR would be better off as independent republics than as part of their Ukrainian stepmother, “because people always take better care for what is their own.” When asked about the prospects of a “peaceful divorce” ever happening, Jaroslav said that the Kiev authorities who came to power as a result of a coup, ought to get back to the negotiatiing table. “There is no way they can resolved this conflict by force. They need to repent for the crimes they committed in Donetsk and only then discuss a “divorce.” “But I fear that Kiev and Donbass will be able to do this the way the Czechs and Slovaks once did after all the blood that has been spilled there,” Jaroslav Doubrava said.[Source:]

Alexander Zakharchenko

Alexander Zakharchenko

Alexander Zakharchenko About Ukrainian Foreign Ministry Position on DPR Elections and Possible Results of Ukrainian Constitutional Reform / by Alexander Zakharchenko / Zakharchenko Official website / February 26, 2016 / Alexander Zakharchenko, the head of the Donetsk People’s Republic, commented on the statements of the Minister of Foreign Affairs of Ukraine on the need to hold the elections in the DPR, by the Ukrainian legislation, and also gave an assessment of the head of the Ukrainian Foreign Ministry statements that in case of the constitutional reform, the representatives of the republics will lose their posts. “In case of the elections by the Ukrainian legislation, Kiev behaves as a thimblerigger. Constantly repeating the ‘mantra’, Kiev implies that it is going on the Ukrainian electoral legislation, which was used before the signing of the Minsk Package of Measures. This is real cheating,” stressed the head of the DPR. “What is the ‘electoral law’? This is a set of laws that govern the elections in the State at all levels. Now we take the situation in which Parliament adopts a new law, regulating the elections of a certain level. As the result, the new law becomes a part of the electoral law of that State and the next elections are held on the basis of ‘national’ law, but taking into account the new law. So, the package of measures, which includes a new law on local elections in Donetsk and Lugansk People’s Republics, suggests elections on the basis of this new law, which, after its adoption by the Verkhovna Rada, will be a part of the Ukrainian legislation. But this new law must take into account the ‘Steinmeier formula’ and must be agreed with us. Any other interpretations are from the evil side. It is necessary to make a new law in a dialogue with us, taking into account the real situation in our Republics. This is in the case, if Kiev wants a political settlement and doesn’t want to be engaged in political cheating and to look for possibilities to failure of the Minsk agreements,” he explained. “The Minister of Foreign Affairs of Ukraine, as it often happens, expresses only his own ‘Wishlist’ about the fate of the heads of the DPR and the LPR and members of People’s Councils who were chosen by our people in November 2014. We’ll have to remind this ‘activist’ that we are working within the framework of the Minsk agreements, or rather, the complex of measures. I really appreciated how Putin explained the essence of the Minsk Agreement to German reporters with the text in his hand. So, let Klimkin take the text and find there a single word about the heads of the Donetsk and Lugansk People’s Republics or of the deputies of People’s Councils,” said Alexander Zakharchenko. “I understand the plan of Kiev, to pretend that there isn’t any government in our Republics. There is only Kiev and the Donbass residents who have turned against the Kiev authorities, which they considered illegal. I want to encourage people to realism. One may pretend that we have ‘certain areas of the Donetsk region’. In fact here is a single in political and administrative senses territory of the Donetsk People’s Republic with the unified management, unified economy, etc. Both Republics are based on the legitimate procedure of referendum and the subsequent national elections. And this is the second point, which should be taken into account by the participants of the Minsk process and the ‘Normandy format’. I want to remind you that the May referendum and elections in November, 2014 were absolutely legitimate and democratic. All materials of the referendum and the elections are saved and all experts can review them and confirm their validity,” said the Head of the Republic. “I have already said that the legitimacy of our Republic and its government is much higher than the legitimacy of Kiev authorities. At the base of our state is the referendum and free elections, and at the base of the current regime in Kiev are an armed coup and the elections that were held in an atmosphere of unprecedented street violence, intimidation and beating of candidates. Proceeding from the above, I want to say to Mr. Klimkin, that the question of heads and deputies of People’s Councils of our Republics is beyond the Minsk agreements. In the meantime, Klimkin’s words are simply shaking the air as we are in the framework of the Minsk agreements. Instead of expressing his ‘Wishlist’, he would better do something to exit from the political crisis and try to fulfill their part of the Package of Measures,” said Alexander Zakharchenko. The assessment of the above-mentioned statement of the head of the Ukrainian Foreign Ministry was given by Alexander Zakharchenko, the head of the Donetsk People’s Republic in an interview with RIA Novosti. DPR opposes new member countries in negotiations on Donbass / DONi News / February 25, 2016 / ‘The authorities of the Donetsk People’s Republic are speaking out against an accession of new countries to the negotiations on settlement of the situation in Ukraine,’ pointed out Natal’ya Nikonorova, the acting Minister of Foreign Affairs of the Donetsk People’s Republic. “We always had the clear position in this plan. There is the Minsk process and there are the Minsk Agreements signed by the concrete officials. We cannot see an alternative to this process. Those having signed the documents have to take part in this process. Entering the other side means the change of the format, well it is not acceptable for us today and we are going to protest.” Earlier Sergei Lavrov, the Head of the MFA said that expending of The Norman Format, in particular, the USA’s inclusion in it could destabilize the peaceful process in Ukraine. UAF Plans Large-Scale Attacks on DPR for Eve of February 23 – Intelligence / Donetsk News Agency (DAN) / Edited autotranslation by Quemado Institute / February 21, 2016 / Ukrainian security officials plan to conduct massive attacks on the territory of the DPR on the night of 23 February. “According to our intelligence, the Ukrainian Armed Forces, on the night of February 22 to 23, the eve of Defender of the Fatherland Day, are expected to conduct major provocations across the line of contact in the Donetsk direction, threatening to engage in large-scale hostilities,” Vice Commander of the DPR Ministry of Defense Corps Eduard Basurin told DAN. As specified to DAN by the Ministry of Defense, we are talking about a substantial increase in the number of attacks on DPR territory. A map of the Defense Ministry provides information that during the past week in the conflict zone, up to 35 artillery pieces, 19 tanks, 47 armored personnel carriers and infantry fighting vehicles, 77 vehicles with staff, 30 MLRS “Uragan” and 13 MLRS “Grad”, five ACS, 60 personnel of the AQL “Right sector” and, according to estimates, a number of foreign mercenaries, have been discovered in the areas of Gorlovka, Donetsk and Mariupol. “This information suggests that the Ukrainian security forces are preparing a large-scale offensive,” said Basurin, adding that DPR forces are in constant combat readiness to protect the region. Nevertheless, the Ministry of Defense spokesman called on the OSCE and representatives of the STSKK [JCCC] mission “to draw attention to the difficult situation.” “I appeal to the Ukrainian side not to play with fire and not to bring the situation to bloodshed, but rather to focus on peaceful settlement of the conflict,” concluded Basurin. Earlier, Head of the DPR Alexander Zakharchenko reported that a grouping of 90 thousand soldiers has aggregated in the conflict zone. [Source:]

OSCE Personnel Brutally Indifferent to Donbass Resident’s Grief over Ukrainian Shelling (VIDEO) / Quemado Institute / February 22, 2016 / The Western Powers, as embodied in the Organization for Security and Cooperation in Europe (OSCE), show unmitigated coldness toward a local woman resident expressing legitimate fears about Ukrainian shelling of her Donbass neighborhood . In her rage provoked by the terror of being bombarded day after day, this brave resident shouts at insouciant OSCE personnel, including Deputy Head of the Special Monitoring Mission Alexander Hug, about the shellings of her garden, her broken windows, and the nightly shaking of her house, while frequently using the Russian version of the F-word to emphasize the real plight she faces. The OSCE observers stare as if bemused, then ask condescending questions such as: “Are you going to talk, or are you just going to curse?” and “What do you mean ‘shooting’? Who is shooting at you?”—as if the OSCE did not know it is the Ukrainian Nazi battalions who are shooting at these civilians. To add to the horror of her predicament, the resident reveals the exasperation she feels that the Donbass militias do not shoot back to defend her home. Of course, it is known the militias do not shoot back because certain traitors to the cause of Novorossiya, most notably Vladimir Putin and Denis Pushilin, have forced on the DPR a unilateral ceasefire in obeisance to Western interests and contrary to the welfare of Russia the culturally Russian people of Donbass. DPR to Consider Proposal to Hold “Normandy Quartet” Meeting in Donetsk – Pushilin / Donetsk News Agency (DAN) / February 22, 2016 / The Donetsk People’s Republic is ready to consider an offer proposed in Kiev yesterday to host the next meeting of the “Normandy four” in Donetsk. This was reported today to journalists by the head of the DPR delegation to the talks in Minsk Denis Pushilin. “We will consider any variations on the location for the meeting that are good. We see the difficult situation that is happening in Kiev, and it is unclear who should be held responsible for it. We see discord in the government, which is torn between the Verkhovna Rada and the president. They are worried about how to maintain their political future, and do not think about how to carry out the Minsk agreements,” said Pushilin answering the question from the media. He stressed that Kiev’s failure to comply with the Minsk agreements “translates into” the arrival of “shells” on the DPR. “The tension on the contact line has increased, and this is due to the absence of political solutions,” said Pushilin. Earlier, the head of the Parliamentary Committee for Foreign Affairs of Ukraine suggested that the “Normandy four” gather in Donetsk [for the next meeting]. Editor’s note: The Normandy Four consists of the Foreign Ministers of France, Germany, Russia and Ukraine. Since the Donbass Republics are not represented in this format, a meeting in Donetsk might contribute to a balance of power. It would also present an opportunity for Western European diplomats to see the DPR capital as it is today. [Source:]

Russia 1st Deputy Prime Minister in Davos to the West: We are doing exactly what the West wants us to do and we are absolutely committed to it, messages to the contrary are just to fool the public / by Vladimir Suchan / Source: Logos Politicos (Posted here by Quemado Institute) / Feburary 14, 2016 / These frank words of Russia’s 1st Deputy Prime Minister should dispel any remaining illusions about Russia’s principled position, its independence or patriotism. His message: we are committed to doing exactly what the West wants from us. Igor Shuvalov, 1st Deputy Prime Minister of Russia, and Kudrin, Putin’s longest serving finance minister and open Western stooge, in Davos 2015, both assured the West that Putin himself guarantees that Russia’s Central Bank will not be supporting Russia’s real sector, industry, and companies. That’s “absolutely impossible.” Moreover, a law made a year ago ensures that the Central Bank will be absolutely independent of the will of Putin and the Russian government. There will be no capital controls either. Shuvalov: I, Kudryn and Gref made all that was necessary to kill control over foreign exchange. The Russian government will thus ensure that Russia as a state will not and cannot protect its economy or its country. Shuvalov: No matter what is being said publicly in Russia by politicians, the deeds and laws are and remain utterly “liberal.”

Alexander Zakharchenko

Zakharchenko: Ukraine Hangs Between Dictatorship and Counterrevolution / By Alexander Zakharchenko / Zakharchenko Official Website / Edited autotranslation by Quemado Institute / February 21, 2016 / The anniversary of the coup in Kiev was marked by new riots, and promises another Maidan. First you need to remember that these events are taking place against the backdrop of a deep political crisis, the degradation of the economy and monstrous decline in living standards of Ukrainian citizens. Why is this happening? Because as a result of the coup and the violent overthrow of the legitimate authorities, whcih in Kiev is called “revolution”, processes of destruction were launched that no one can stop. It happens to all revolutions. They all ran to the people and the state of self-destruction process [sic]. That is why we are against any revolutions, according to their version. And the Russian and Ukrainian peoples have exhausted the limit on revolutions. Where is the exit? Historically, there have been only two. Either the victory of the counter-revolution, or the victory of the revolutionary dictatorship, which then, painfully, through blood and sweat, the people return to public life. Here we are just at the limit of the second option and the Russian and Ukrainian people are exhausted. Many intelligent people in Russia and Ukraine said and say that the people and the state will not survive another revolution. Here we see the result in Ukraine. The process of self-destruction is happening on the Maidan, and Ukraine will not survive. About dictatorship in Kiev, I do not believe it, because, firstly, there are no candidates for the role of dictator. Well, certainly not Poroshenko! And secondly, the people will not accept dictatorship, if there were another coup and the henchmen of Bandera and neo-Nazis come to power. So I do not have any optimism about the development of the situation in Ukraine. And I have is no cause for joy. Because Ukrainians are a sorry, sorry people. On this subject, I will have to remind you that we did not fight, and do not fight, with the Ukrainian people. We are fighting against Bandera and their accomplices, who have usurped power in Kiev. Is a counter-revolution possible? Of course. But it depends on whether the Ukrainian people gather together to overthrow entrenched usurpers in Kiev, and whether there are leaders who will bring the Ukrainian people to a return to common sense, traditional moral values and economic revival. That is, leaders who will not make the Ukrainians become someone else—the Europeans, for example—once again become themselves, with their real history, real culture, and real heroes. So I was quite surprised by the pogroms in Kiev. It is clear that now, after the authorities, who were initially illegitimate from the point of view of the law, have lost the moral legitimacy, and the Maidan flywheel [tr?] will go the next round and eventually destroy Ukraine, or the Ukrainian people will stop it and return to normal life. We in Donbass have already made our choice and are ready to render assistance to the Ukrainian people, if they will gather to stop the Maidan flywheel and return to normal life. Zakharchenko Expresses Fear Kiev Will Go on Offensive Given Withdrawal of Troops from Front / Donetsk News Agency (DAN) / Edited autotranslation by Quemado Institute / February 20, 2016 / DPR President Alexander Zakharchenko said that there is no credibility on the Ukrainian side regarding demilitarization along the line of contact. “This may be a repeat of the events in the gray zone, when we withdrew troops from Shirokino, and Ukrainians began to occupy the villages,” he recalled. According to the DPR Head, discussion of withdrawal can only be guaranteed if there is compliance by the Ukrainian side with its provisions. Yesterday, Speaker of the DPR People’s Council Denis Pushilin said the simultaneous withdrawal of troops from both sides to a small distance can result in a significant reduction of tension on the front line. Earlier, an informed source told DAN that STSKK [Joint Center for Control and Coordination, or JCCC] proposed to reduce tension by taking units from both sides in the conflict out to 500-1000 meters from the line of contact, as well as to fully withdraw troops from settlements on the front located. Currently, at a number of “hot spots” along the front line, the distance between the positions of the parties does not exceed 70 meters. Recall that for the normalization of the situation on the contact line of the parties have already conducted two large-scale removals of weapons: heavy – in spring 2015, as well as tanks, mortars and artillery caliber of less than 100 mm – in the autumn of 2015. On the withdrawal of forces, agreement was not yet reached. Quemado Institute comments: It seems about time Zakharchenko openly recognized that the DPR withdrawal from Shirokino was a mistake, insofar as Ukrainian battalions immediately took advantage and occupied villages in the area. It is impossible to believe he did not know in advance this would happen. At the time of the Shirokino withdrawal, Zakharchenko made no public statement, but let Denis Pushilin do the talking. We suspected, and said at the time, that this might be because Zakharchenko disagreed with the operation, but was under severe Kremlin pressure to comply for the sake of Putin’s pet project: the Minsk Agreements. Now that Zakharchenko has come out and said it, it appears he is in open disagreement with Pushilin, probably a good sign for the future of the DPR.
