Ukrainian Security Forces Prepare to Capture Kominternovo in Southern DPR / Quemado Institute / January 1, 2016 / Ukrainian security officials are preparing to capture the village of Kominternovo, according to Eduard Basurin, deputy commander of the DPR Ministry of Defense corps, as quoted by the Donetsk News Agency (DAN). Kominternovo is located near the contact line in the southern part of the Donetsk People’s Republic (DPR) about 8 km north of the coastal town of Shirokino. Earlier today, January 1, three shellings by the Ukrainian side were recorded in Kominternovo, and DPR intelligence data indicate the Ukrainian Armed Forces (UAF) are preparing to capture the village. “We have appealed to the OSCE not to allow such a development,” said Basurin. Recall that last Sunday, December 27, Basurin, along with several OSCE and JCCC observers and two Russian journalists, came under sniper fire in Kominternovo while examining craters resulting from earlier UAF shelling (see VIDEO). The shelling occurred after an attempted Ukrainian invasion of the town was thwarted a few days before by the believed presence of armed DPR militia, who subsequently withdrew. That the militia were there was later denied by Basurin, but confirmed by local residents as quoted in the official OSCE account, as well as by Twitter source Enrico Ivanov. Note that the appeal to OSCE to prevent a UAF takeover of Kominternovo is unlikely to produce results, as the organization lacks any means of enforcement. If the village is to be saved, It may be necessary for the DPR militia to mount a defense. The DPR leadership, however, despite promises to defend if attacked, is disinclined to resume hostilities. Another DAN report indicates that Ukrainian shelling damaged five houses in Kominternovo over the past day, with victims among the population. This was stated by Oleg Wink, head of the DPR’s Novoazovskiy district administration. “It [the shelling] was something big, obviously more than 100 mm,” he added. Since December 1, 2015, Ukrainian forces have entered and seized of some 8 villages in the buffer zone that were not under Kiev’s control at the time of signing of the Minsk peace agreements. If the UAF were to capture Kominternovo, this would be the first frontline village, other than Shirokino, to be seized by direct military force since the so-called ceasefire began in February 2015. The threat of capture of Kominternovo is exacerbated by the fact that the DPR has withdrawn all military hardware from the buffer zone in unilateral compliance with the Minsk Agreements. Meanwhile, the UAF continues to deliver tanks and equipment to the front, in violation of the accords. The situation is further complicated by the resolve on the part of the DPR leadership to maintain peace for the sake of nation building, as stated by DPR leader Alexander Zakharchenko, while enemy battalions continue to attack their territory. According to another DAN report, Eduard Basurin said yesterday, “Just in the period from February to December 2015, since the signing of the agreements in Minsk, the Ukrainian side has conducted 9409 attacks on the territory of the Republic…. The enemy has fired mortars 4534 times, artillery 1068 times, MLRS 238 times, tank guns 747 times, and small arms 2822 times…. For the most part, DPR territory has been shelled from positions of the battalions Aydar, Dnepr-1, and Azov, the 14th, 92nd and 93rd mechanized brigades, and the 44th separate artillery brigade.” During the entire conflict, “UAF shelling has killed 3938 civilians, including 71 children, of whom 3358 were men and 580, women; 6169 people received injuries of varying serverity; and 10,246 homes and items of infrastructure were destroyed,” Basurin added. A further DAN report indicates there were 11 breaches of the ceasefire by the Ukrainian army yesterday, resulting in the death of one DPR soldier. The shelling occurred mainly at the Donetsk airport and Staromikhailovka in western Donetsk.

Ending Ukraine’s Civil War: Why Kiev Can’t Risk Fulfilling Its Promises / Sputnik (Opinion) / January 1, 2016 / The leaders of the Normandy Quartet (Ukraine, Russia, Germany and France) recently agreed to extend the implementation of the Minsk accords, drafted to restore peace in eastern Ukraine, into 2016. What does the extension mean, what are its prospects, and why do authorities in Kiev seem to have such a hard time fulfilling their obligations? On December 30, the leaders of the so-called Normandy Quartet on Ukrainian Reconciliation spoke by phone, agreeing to extend the Minsk agreements on the settlement of the conflict in Donbass, which expired on December 31, for another year. “The leaders stressed a crucial need for strict compliance with the ceasefire regime along the contact line in Donbass,” a statement regarding the talks published on the Russian president’s website reads. “This would create the preconditions for implementing tasks that would secure the advancement of a political settlement. It was agreed, in particular, to intensify discussions in the Contact Group on the speedy development and adoption of the law on local elections in some districts of Donetsk and Lugansk regions,” the statement added. The telephone conversation, it was reported, also led to agreement that the four countries’ foreign ministers should meet later this month or early next month to conduct “a thorough appraisal . . . Because my journalism seems to suit the Russian narrative more, will I take Russian citizenship? To say this – it’s not my fault there aren’t any pro-Ukrainians in DPR, LPR for me to film in order to check the boxes of perceived objective journalism. If there were, I’d film them. I don’t consider my journalism to fit any state or government’s narrative, and actually Russian channel RT told me in July 2014 I could continue my career with them, or return to Donbass and my career with them be over. I chose to return to Donbass, by myself. True that in Russia, they celebrate, and appreciate my work, whereas in the UK they interrogate me at Heathrow airport. The latter is offensive to me, and hurtful, if I’m honest, but it doesn’t change things for me – I’m a proud British citizen. I’d like our country to be better, our foreign policy to take account of situational realities, not just get involved in something we don’t understand, make it worse, sully our national reputation with those who suffer from our intervention – as in Donbass. I love Great Britain, and I’d like our country to both be and do better, not just switch nationality. Russia is for me, a very nice, friendly, beautiful country, and people there are so warm to me I don’t lament the treatment I receive from UK authorities. If the UK authorities took my passport, then I would indeed ask for a Russian passport, to continue my work, and I’d hope – though I have no way of knowing for sure – that Russia would help me. However, for now, my passport is intact, and for as long as it stays that way, I’ll never take another nationality.
