Were revocation of citizenship applied to the broader population of the DPR/LPR, who voted for independence and are thus effectively “separatists”, this measure might force a resolution of the Minsk stand-off and render independence for Donbass the only feasible outcome. It might also force Putin to grant Russian citizenship to DPR/LPR residents—a de facto annexation of the DPR/LPR. In any case, Hollande and Merkel should view this absurd measure as nullifying Minsk entirely.

We suspect Zakharchenko would have preferred to let Minsk expire, as seemed his intention last February, but that he hasn’t the power to stand up to Moscow. Why the Kremlin should determine internal DPR politics remains a mystery. Aside from humanitarian aid, the DPR is no more dependent on the Russian government than is any other country. Recall that 85-90% of Donbass residents voted in the May 11, 2014 referendum for independence. Yet, in the two-thirds of the Donetsk and Lugansk Oblasts still controlled by Kiev, not even token autonomy has been achieved.
