UN Humanitarian Chief to Visit Ukraine’s Donetsk on Tuesday / Sputnik / November 2, 2015 / UN Under-Secretary-General for Humanitarian Affairs will visit the eastern Ukrainian city of Donetsk on Tuesday. DONETSK (Sputnik) – UN Under-Secretary-General for Humanitarian Affairs Stephen O’Brien is due to visit the eastern Ukrainian city of Donetsk on Tuesday, a source in the government of the self-proclaimed Donetsk People’s Republic (DPR) said Monday. “The visit of Stephen O’Brien, the UN under-secretary-general, is slated for tomorrow. The preliminary purpose of his visit will be [to assess] the humanitarian situation in the region,” the source told RIA Novosti. On Friday, O’Brien’s office stated that he would visit Ukraine to meet with government officials in Kiev and evaluate the humanitarian situation in the war-torn eastern provinces from November 2 to November 4. Ukraine’s Donetsk and Luhansk regions have been severely affected by fighting between Ukrainian troops and local independence supporters, which started in April 2014 when Kiev launched a military operation in Donbas. According to the United Nations, some 150,000 people are not receiving monthly food distributions in southeastern Ukraine, access to water for some 1.3 million people is at risk, and over 30,000 people have not received shelter materials and the household items they urgently need.

Ukraine has received aid from international creditors to avoid defaulting on its debt, while trying to implement structural economic reforms. However, the country remains racked by corruption despite reform measures, ranking 142nd out of 175 countries on Transparency International’s corruption index. On Thursday, the US Senate Foreign Relations Committee announced it will receive a closed-door briefing from International Monetary Fund Director Christine Lagarde next week to discuss the Ukraine debt situation. “I don’t think Ukraine should be obligated to pay Russia back a dime,” Murphy said. He added that the United States has been “treating Russia with kid gloves on this question of the debt that Ukraine owes it.” The United States, a number of European countries as well as some of Ukraine’s private creditors agreed in August to write-down an $18 billion debt the country has been unable to pay. While other creditors have agreed to take as much as a 20 percent write-down on the principal of the bonds issued to Ukraine, Russia has insisted that Ukraine repay in full the amount Moscow loaned it in December 2013. In March, the IMF approved a $17.5 billion four-year bailout package to Ukraine, in exchange for a series of tough internal economic reforms. Ukraine currently has a national debt exceeding $70 billion and has become increasingly dependent on international financial assistance since the overthrow of the government in February 2014.
US Humvees Sent to Ukraine Are 20-30 Years Old, Have Canvas Doors / Sputnik / November 2, 2015 / Ukrainian media revealed the age of Humvee vehicles that the US government sent to Ukraine within the framework of non-lethal military aid earlier this year, Rossiyskaya Gazeta reported citing Ukrainian news portal Nashi Groshi. A batch of 100 Highly-Mobile Multipurpose Wheeled Vehicles (HMMWVs), commonly referred as Humvees, delivered from the United States to Ukraine’s Lviv Region, were manufactured between 1986 and 1995. The total customs value of 100 US Humvees was a mere 967,000 hryvnias (around $42,000), the Ukrainian source revealed. Ukrainian servicemen discovered a list of problems when they started using the US Humvees. For example, due to the age of the vehicles their tires began to crack and it turned out that spare tires can’t be found in Ukraine. The same thing could be said about other spare parts for the old vehicles, the Ukrainian vehicle consulting firm autoconsulting.com.ua [noted]. Furthermore, to provide their Ukrainian colleagues with the “high-level” of protection on the battlefield, some of the US government sent Humvees have canvas-made doors, autoconsulting.com.ua said. The Humvees were delivered to Ukraine as part of Washington’s non-lethal aid package, although each vehicle has a pre-mounted machine gun turret attached on top of it. However, since the old Humvees lack protection they would likely be dangerous for soldiers sitting in them. Finally, the Ukrainian military also said that because of the poor quality of diesel fuel the engines of the vehicles quickly become clogged and have troubles with starting up. Kogalymavia Confirms Crashed Russian Airliner’s Tail Part Was Damaged / Sputnik / November 2, 2015 / Kogalymavia confirmed on Monday that a Russian airliner’s tail part had been damaged prior to the air crash in Egypt’s Sinai Peninsula. On Saturday, Airbus A-321 operated by Russian airline Kogalymavia crashed in the Sinai Peninsula en route from the Egyptian resort city of Sharm El-Sheikh to St. Petersburg. All 224 people on board, including 25 children, were confirmed dead by Russian and Egyptian authorities. The tragedy has already been named the biggest civil aviation disaster in Russian and Soviet history. After the tail part of the Airbus A321 plane had sustained damages in 2001, the airliner was fully repaired. The technical condition of the plane was normal, Kogalymavia officials said. Kogalymavia deputy director Andrei Averyanov said that A321 repairs had been completed in November 2001 in accordance with international regulations. DSB to Amend Lack of Answers to Media at MH17 Crash Report Presentation / Sputnik / November 1, 2015 / A Dutch Safety Board (DSB) public hearing into the flight MH17 crash will amend the lack of a press conference at the presentation of its final report earlier this month, a Dutch lawmaker told Sputnik on Saturday. MOSCOW (Sputnik), Daria Chernyshova – On October 13, the DSB did not open the floor to the media during the unveiling of its findings into the downing of Malaysia Airlines plane over the eastern Ukrainian countryside in July 2014. The lower house of Dutch Parliament is scheduled to hold a public hearing on November 3, in which three DSB board members will be available to answer questions from the press. “During the press conference of the presentation of the report, nobody was allowed to ask questions. That is one of the reasons the parliamentarians insisted on a public hearing of the Safety Board,” Pieter Omtzigt said. The Christian Democratic lawmaker provided a number of questions he planned to pose to the investigators, including why Ukraine’s both military and civilian radars were switched off at the time of the incident. He also said he wants clarification why Russia never provided their raw primary radar data to the investigators, even though Moscow publicly presented them on July 21, 2014. Meanwhile, the DSB says that Russia was required to supply the data under the ICAO treaty, and thus violated the treaty. Further, Omtzigt said the DSB investigative team allowed the North Atlantic Treaty Organization (NATO) to check its own radar and “report that it had nothing of interest,” while the United States was not asked to provide radar data altogether. “That is weird, as [US State Secretary John] Kerry has publicly stated that the US saw the attack live and saw the plane disappear from the radar screen,” Omtzigt stressed, adding that Washington “must have data” relevant to the probe. After the publication of DSB report into the incident, which killed 298 people on board the Boeing 777 aircraft, the deputy chief of Russia’s Federal Air Transport Agency said Ukraine provided only secondary data to the investigation. DSB concluded that a surface-to-air missile exploded near the airliner’s left side, but said further investigation is needed to determine the party that fired the missile. Opposition Party Leader Accuses Kiev of Dictatorship / Sputnik / November 1, 2015 / The leader of Ukraine’s Radical Party has reportedly urged Ukrainians to unite against the “dictatorship” of President Petro Poroshenko following the arrest of another political party leader. On his Facebook page, Oleg Lyashko, head of the Ukrainian Radical Party, has called on the citizens of Ukraine to protest against what he slammed as President Petro Poroshenko’ dictatorship, media reports said. Lyashko’s comments came after Ukraine’s Security Service (SBU) arrested UKROP party leader Gennady Korban. UKROP, which means ‘Dillweed’ in Russian and is associated with pro-Kiev volunteer fighters in Ukraine’s Civil War, is funded by Igor Kolomoisky, an infamous oligarch who has been accused of cheating the government out of $1.8 bln in IMF loan money. Korban was charged with organizing a criminal group on Saturday; he was a mayoral candidate in the Dnepropetrovsk mayoral elections on October 25, the results of which still haven’t been announced.
Ukraine Arrests Key Poroshenko Rival, Political Party Leader / Sputnik / November 1, 2015 / After coming for Russian-speaking activists, Ukraine’s post-coup government arrested the head of a nationalist political party sponsored by one of his key political opponents. Ukraine’s security service (SBU) arrested the leader of oligarch Igor Kolomoisky-funded UKROP party and Dnepropetrovsk mayoral candidate Gennady Korban on charges of organizing a criminal group on Saturday. Ukrainian President Petro Poroshenko’s allies and opponents have both called the arrest an act of political repression. Korban was a mayoral candidate in the Dnepropetrovsk mayoral elections on October 25, the results of which have still not been announced. Poroshenko bloc member, Verkhovna Rada member Taras Batenko said that he would be leaving the bloc as a direct result of the arrest, which he called political repression. “Usurpation begins with disregard for public opinion and ends with the appearance of political prisoners. Today the government made a decisive step toward the beginning of a new dictatorship,” Batenko wrote on his Facebook page. While Ukraine continues police operations against Russian-speaking activists and advocates, this is the first time a Ukrainian nationalist party leader has been arrested by the post-coup government. Korban’s lawyers called his arrest a kidnapping because Ukraine’s government has not provided them with information about the charges against him. The SBU told media that Korban was arrested without charges, and that a court would decide his punishment. Ukraine’s General Prosecutor’s Office also did not say what charges Korban was facing, although it told media that the operation overall was pursuing cases for creating an organized crime group, embezzlement and kidnapping. It added that one Korban-tied group stole 40 million hryvnias ($1.7 million) from a fundraiser for pro-government militias in the Donbass region. Before the October 25 elections, Korban was part of a vicious feud between him and Poroshenko ally Serhiy Berezenko in a parliamentary election marred with fraud and vote-buying.

My communication with the Presidential Administration goes in the normal way, no claims have been reported to me.” “Obviously, no criminal offense has been committed by Korban, all the charges and accusations are farfetched. What claims could be raised against them? … I know that those so-called cases [related to Korban] have been long abandoned in dusty folders. Why have they been opened now? As UNIAN reported earlier, yesterday the SBU Security Service of Ukraine started searches of UKROP party members in Dnipropetrovsk. According to the press service, the searches were conducted in the house of Korban’s parents, in the house of the leaders of the Foundation of the Country’s Defense Pavlo Hazan and Nadia Hazan. Later Korban was taken to the Main Investigation Department of the PGO in Kyiv, where he was reported feeling sick. The elections took place in conditions of economic crisis, defeat in the Donbass and political violence. Though the OSCE has, with some reservations but predictably enough, given the elections a fairly clean bill of health, it is impossible to call them free or fair. The Communist Party, Ukraine’s oldest political party and once its biggest party, which was a serious contender for power as recently as the presidential elections of 2000, has been banned. Attempts were made to ban the only remaining, legal anti-Maidan party, the Opposition Bloc, from contesting the elections in Kharkov. The Opposition Bloc is banned in parts of Western Ukraine. Elections did not take place in two cities in eastern Ukraine – Krasnoarmeysk and the key port city of Mariupol – in the case of Mariupol supposedly because of a dispute with the local oligarch Rinat Akhmatov, but in reality almost certainly because the Opposition Bloc would have won a sweeping victory there. In Kiev, the biggest opposition newspaper was closed after months of relentless harassment, an event which follows closely upon a series of murders of opposition politicians and journalists. More than 30 homes damaged as a result of military depot fire in Lugansk region / TASS / October 30, 2015 / KIEV / More than 30 residential buildings have been damaged by fire and dispersion of shell fragments from a burning military ammunition depot in the Svatovo city of Ukraine’s Lugansk region, deputy head of the Lugansk military and civil administration Yuri Klimenko said on Friday. “Nine five-storey houses, six four-storey and 20 three-storey apartment buildings have been damaged in the city,” the Gromadske.TV channel quoted him as saying. A forest fire started in Svatovo suburbs, on the city’s eastern outskirts. “One of the shells fell on railway tracks 24 kilometres from Svatovo towards Kharkov. The traffic there was suspended,” the TV channel reported. To ensure safety in the area, the policemen and military set up posts at the entrances to the city blocking access there to motor vehicles. Russia, as Ukraine’s biggest trading partner, has repeatedly insisted on being included in the negotiations over Ukraine’s EU association, fearing the process could result in an uncontrolled flow of European goods into the Russian market. Russia’s concerns over the implementation of the agreement led to a postponement of the EU-Ukraine Deep and Comprehensive Free Trade Area (DCFTA) implementation until January 1, 2016.
