UAF Shelling in Village of Veceloye Wounded Two Militiamen, Killed One – Eduard Basurin / DAN / Edited autotranslation / October 10, 2015 / The shelling by the UAF [Ukrainian Armed Forces] in the village of Veceloye in the area of Yasinovatskiy wounded two DPR soldiers and killed one. This was announced by the deputy commander of the DPR Ministry of Defense Corps Eduard Basurin. “There were two war wounded and one killed in the village of Veceloye,” stated Basurin. He said that today’s attacks were carried out from the village of Peski (to the northwest of Donetsk, a Kiev district bordered by the city and the airport – DAN). “The fire was from Peski. In the village Veceloye were recorded hits from 80 mm mortars. Nine in the Kiev district of the city were fired from 120-mm mortars,” he said. Currently, MOE continues to burn nine-story building in the Kiev region of Donetsk, a fire resulting from a mortar attack, the last three floors fully engulfed in flames. The building itself is uninhabited, but it was reported, Trend told DAN, by the head of the administration of the Kuibyshev district of Donetsk Ivan Prikhodko neposredvennoy [sic] that there are homes in close proximity where people live. When the shelling started, the locals left the area of danger.

OSCE SMM Chief Monitor Ertugrul Apakan Voices Concern Over Live Fire Incident in Donetsk / OSCE Facebook page / October 10, 2015 / KYIV / The Chief Monitor of the OSCE Special Monitoring Mission to Ukraine, Ambassador Ertugrul Apakan, voiced concern today over an incident involving the use of live fire in Donetsk city. According to the SMM’s initial observations, at around 16:45 local time the mission received reports of live fire involving small arms and light weapons and heavy machine gun fire in and around Donetsk Airport. A building on fire was later observed and the SMM was able to verify the death of an alleged “DPR” member. There may have been other casualties. Apakan called upon all sides to respect the ceasefire and to respect the Minsk documents that set the framework for an orderly withdrawal of weapons. “People are looking for peace, tranquility and stability,” Apakan added. “There’s no rationale for what happened. I call upon all parties to exercise maximum restraint.” Quemado Institute comments: Apakan characteristically refrains from pointing out the obvious: if DPR personnel were killed, the attack came from the Ukrainian side.

UAF Transfers Tanks, Self-Propelled Guns to Front, Defense Ministry Does not Rule Out Resumption of Attacks on DPR / DAN / Edited autotranslation / October 10, 2015 / DONETSK / Ukrainian security forces are increasing their presence on the line of demarcation, and the DPR militia does not exclude resumption of shelling on the territory of the Republic. This was stated by the deputy commander of the DPR Ministry of Defense Corps Eduard Basurin. “In connection with the continuation of certain violations of the ceasefire by the UAF and the available information about the presence of heavy weapons within a specified zone restrictions, an attempt of armed provocations and attacks on the territory of the republic by Ukrainian units is likely,” he said. As an example, a representative of the military authorities gave an intelligence update. In particular, he said, six kilometers from the line of contact between the settlement Trinity and settlement Verhnetoretskoe (below Gorlovka – DAN) a staging area with 10 UAF tanks has been noted. From the village of Andreevka (25 km south of Donetsk) in the direction of Mirnovo (25 km west of Telmanovo), 11 km from the line of contact, there was noted the movement of six units of self-propelled guns. “Ukrainian security forces continue to conduct the resupply of troops and replenish stocks,” said Basurin. Recall that on February 12 in Minsk the Contact Group, to resolve the conflict in the Donbass, signed a package of measures for the implementation of the Minsk Agreements. According to that, artillery of 100 mm caliber and above should be withdrawn by each side to 50 km, MLRS to 70 km, MLRS “Tornado”, “Hurricane,” “Twister” and the rocket “Point” to 140 km. However, normalization of the situation on the contact line is not followed. UAF daily mortar attacks appear in the DPR Ministry of Defense reports. Currently, Donbass is entering a new phase of demilitarization of arms less than 100 mm caliber and tanks.

Main Reason We Agreed to Postpone Election is Recommendations from “Normandy Quartet” – Chairman of the DPR National Council Denis Pushilin / dnr-online / Edited autotranslation / October 9, 2015 / Today, October 9, the President of the DPR National Council Denis Pushilin spoke about the reasons for the postponement of local elections, as well as further steps to be taken to resolve the conflict on the territory of our state. This was reported by the official site of Donetsk People’s Republic. “The main reason that we agreed to postpone the elections are the recommendations from the Normandy Quartet, whose members listened to the initiative of our colleagues from the LPR with respect to the estimated date of the elections on 21 February. This period will allow Ukraine to stop pretending and finally begin to fulfill its obligations, since the spring and summer were spent on discussions that eventually led to the adoption by the Verkhovna Rada of bills not agreed upon by us and which violate the Minsk Agreements. It was therefore decided to postpone the execution of a range of measures for 2016. This will allow us to observe whether Kiev is going to listen to the recommendations of the participants of the ‘Normandy format’ or again come up with reasons for their failure. And for us at this stage, it is very important to introduce the regulation of the contact group and sub-groups, as well as to achieve the initialling of the draft laws, which will be agreed in the framework of the sub-group on political issues,” said the Chairman of the National Council of the DPR. In addition, Denis Pushilin announced the upcoming video conference theme of the contact group and expressed his opinion about the importance of maintaining the truce. “Today, during a video conference, we plan to discuss the violations of the ceasefire. To do this, we will listen to the representatives of the joint coordination center, which will give us a complete picture of what is happening. It is important now to prevent disruption of withdrawal of equipment of less than 100 mm caliber, so if you have a serious problem, then we have to intervene,” he added. Quemado Institute comments: In other words, Denis, you are no longer capable of thinking for yourselves, but must obey the recommendations of hostile foreigners.

DPR Head Zakharchenko Postpones Elections until April 20, 2016 / DAN / Edited autotranslation / October 10, 2015 / DONETSK / Head of the DPR Alexander Zakharchenko signed a decree to postpone the election of heads of local government in the Donetsk People’s Republic until April 20, 2016, reports the website of the DPR Council of Ministers. The day before, he set a date for the elections on March 20, 2016. “To recognize the decree of the Head of Donetsk People’s Republic on October 9, 2015 No. 380,” it was stated in the text. Earlier today, the head of the DPR delegation to the Contact Group, the Speaker of the DPR People’s Council Denis Pushilin expressed the view that the date of the vote shall be estimated as entirely dependent on the pace of implementation of the peace accords by Kiev. It is about granting special status to Donbass, amnesty to parties to the conflict, as well as the adoption of amendments to the Constitution of Ukraine in agreement with DPR and LPR version. On the eve of the participants of the Contact Group holds regular consultations on peace settlement [sic].

Moscow Mulls over Minsk: A Twitter Dialogue between Central European Scholars / Quemado Institute / October 10, 2015 / Two scholars from central Europe, Gerhard Mangott (GM) of Austria and Andras Toth-Czifra (AT) of Hungary,  have tweeted a curious dialogue today about the current state of Minsk 2.0 and Russia’s likely reaction.  AT tweets: “Not only is Ukraine not ready to update Donbas-related laws, Russia is not ready to give back border control” GM observes: “That’s possibly true. But Moscow can now relax and watch Poroshenko struggle to meet Ukraine’s commitments under Minsk-2.”
AT replies: “True, I think that the new Franco-German approach – pushing Poroshenko to make a deal – raises more questions than answers.” GM comments: “Even if Poroshenko wanted to – no majority in the Rada for special law on elections in Donbass, on amnesty and constitutional reform.” AT responds: “Yes, it would probably lead to the collapse of the coalition. But let’s assume for a moment that it passes. What does RU do?” GM postulates: “I’d rather assume that Putin would not like to see that happen. Russia would have to cede control over the border and withdraw.” AT opines: “Yes, that would be a difficult sell. Even though Moscow also doesn’t want to hold territory in the Donbas.” GM ponders: “I agree. It’s hard to know now whether Moscow’s new flexibility is for tactical reasons or is a strategic reevaluation.”

Powers that be and the Kremlin too are trying hard to present Ukrainian fascism as a “return to the new normal” / by Vladimir Suchan / Logos Politicos / October 7, 2015 / Ekaterina Kornienko: her sister Valentina was kidnapped (most likely from her apartment) two weeks ago in Donetsk, soon after materials were published on byzantine corruption and abuse of the DPR military intelligence department, its ongoing takeover by Kiev’s SBU in cooperation with the DPR leadership and Surkov’s management, which seems to be a sign of how the DPR and the LPR are being quietly made compatible with the fascist project of Ukraine and their re-incorporation–by changing the character of the republics from within. Ekaterian Kornienko’s appeal is, in her own words, a “cry of the soul.” The DPR leaders are turning their back and “closing their doors” on the people. The DPR authorities did not even pretend to conduct any investigation into the disappearance of Valentina Kornienko. Moreover, Valentina is not the only case. Many people are “vanishing” in the DPR and the LPR. It has become a method of the Surkovian management. The originally anti-fascist people’s republics are now treating people as disposable small change. Very likely, the DPR authorities or now rather fascist Ukraine’s “particular district in waiting” believed that Ekaterina Kornienko’s sister knew some possible whistle-blowers from the military intelligence department. DPR Defence Ministry: Situation Report, 9.10.2015 / DONi News / October 9, 2015 / The situation in the Donetsk People’s Republic remains difficult. There were 5 ceasefire violations by the Ukrainian war criminals. Zhabichevo settlement and Volvo center in Donetsk were shelled with mortars from the direction of Opytnoe and Peski settlements. Sosnovskoe settlement and the area of the mine named after Izotov were fired with small arms and grenade machine guns. Using the ceasefire agreement, the Ukrainian armed forces continue to strengthen their positions. So, the installation of mined obstacles of 1.5 km wide at a distance of 4 km to the south-east of Nevelskoe settlement was detected. According to our intelligence the arrival of “Right Sector” battalion in the pioneer camp in the area of Zaitsevo settlement (1.5 km away from the contact line) was detected. The arrival of two “Right Sector” companies in the area of Kodema settlement (6 km away from the contact line) was recorded. The fighters of nationalist battalions receive rehabilitation services in “Motor Sich” clinic of Primorskoe settlement. As a result the civilian population is not served by the clinic. The location of the air defence systems “Buk” in the south-eastern part of Grodovka settlement (31km away from the contact line) was detected. The location of self-propelled artillery systems 2S1 “Gvozdika”(12 units) to the north of Zheltoe settlement (37 km away from the contact line) was detected. The location of 3 unmanned aerial vehicles “Khishchnik”at the airfield in the town of Kramatorsk was detected. According to the OSCE 7 units of 2S3 «Acacia», 7 units of 2S1 “Gvozdika”, 16 units of MT-12 “Rapira” are missing in storage places. The actions of the Ukrainian military and political leadership can be characterized as a “whitewash”, thus violating the commitments to resolve the conflict at the negotiating table. Instead of this, the command of the Ukrainian armed forces is deploying “Right Sector” units to the contact line under the guise of rotation. They declare the conduct of hostilities and the “victory” to the end. In there turn, these units show a devil-may-care attitude towards the local population, occupying socially significant facilities. [Video with English subtitles available at source.]

Has Eduard Basurin Turned his Back on Novorossiya? / Quemado Institute / October 9, 2015 / Donbass analyst and supporter Vladimir Suchan has posted on Twitter today a partial English transcript of a video by Eduard Basurin, the DPR Defense Corps Deputy Commander who has given us many situation reports. The translated Basurin quotes read in part: “What connects people first of all is money. … [Since] Russia’s politicians dropped Novorrosiya, Novorossiya will simply disappear with time. … Novorossiya is is not. I don’t hear Russian politicians talking about it any more. … The Strelkov age is over. Like others, I try not to pay attention to him. … I don’t want Ukraine’s breakup, neither does Russia, Europe, or the US. … There is a 70-80% chance that the future of the DPR will be within Ukraine.” Eduard Basurin does not want Ukraine’s breakup? New Removal of Weapons Makes it Impossible to Conduct Full-scale War in Donbas – Pushilin / DAN / Edited autotranslation / October 9, 2015 / DONETSK / Completing the removal of weapons of caliber up to 100 mm, as well as tanks, makes it impossible to conduct full-scale hostilities in Donbass. This was stated to DAN by the head of DPR delegation to the Contact Group, the Speaker of the DPR People’s Council Denis Pushilin. “[Removal of equipment of] caliber up to 100 mm makes it virtually impossible to conduct military operations, to shell our settlements, and the destruction of our infrastructure and citizens, respectively. This is the first sign of a peaceful solution to the conflict,” said Pushilin. According to him, the clash of small arms cannot be excluded, but “they will be easy to locate.” “The mission of the OSCE reached agreements that it will have to monitor the security zone out to 30 kilometers wide,” he added. The addition to the package of measures to be implemented under the Minsk Agreement of 12 February 2015 in respect of the removal of tanks and artillery pieces of caliber up to 100 mm mortars and 120 mm (inclusive) was initialed on 29 September at the talks of the Contact Group on peaceful settlement in Minsk. The September 30 document was signed by Head of the DPR. According to the agreement, the removal of primarily tanks are is to happen within 15 days. Then, for artillery caliber of less than 100 mm mortars, the period is 24 days. The distance of removal is 15 km on each side of the contact line. The procedure for withdrawal: first of all, along the contact line in the LPR, including Lugansk itself (sector “North”); then, the remaining part of the front, including the DPR (sector “South”). The whole process should take 41 hours. Recall that on February 12 the Contact Group signed a key document on the peace settlement in Donbass: a set of measures. This, in particular, obliges the parties to withdraw from the contact line heavy artillery: of caliber over 100 mm out to 50 km, MLRS to 70 km, MLRS “Tornado”, “Hurricane,” “Twister” and the rocket “Point”out 140 km.

Naryshkin: Subject of Ukrainian Crisis Begins to Annoy Europe / / Edited autotranslation / October 9, 2015 / The Ukrainian crisis is beginning to annoy the Europeans, in particular the representatives of the OSCE Parliamentary Assembly, the speaker of the State Duma Sergei Naryshkin reports. On Friday in the lower house of parliament there was a meeting of a working group under the Chairman of the State Duma’s legal analysis of the legislative process and adopted legal acts of Ukraine. “Europe is starting to get tired of Ukraine. You can confirm this with an example of how the debate was two weeks ago at a meeting of the OSCE Parliamentary Assembly, held in Mongolia,” said Naryshkin. “This was on the theme of the Ukrainian crisis, and no one wanted to go, except, of course, one person – the representative of Ukraine. But he could not thus draw attention to himself. Everything indicated that they begin to [see it is] too much bother. I [sense] such feelings have developed,” said the chairman of the State Duma.

Poroshenko Claims Russia Destroys ‘World Order’ by Striking ISIL in Syria / Sputnik / October 9, 2015 / According to the Ukrainian leader, the Russian Air Force’s operation in Syria against ISIL is leading to global instability. On the eve of Petro Poroshenko’s accusation, Damascus said that Russian jets have destroyed 40% of the terrorists’ infrastructure. Ukrainian President Petro Poroshenko believes by bombing ISIL facilities in Syria, Russia is undermining the ‘global security order.’ In an interview with BBC ‘News Night,’ he said that “Vladimir Putin wants global instability,” comparing the operation of the Russian fighter jets in Syria to the situation in Donbass, where according to him, “15 months ago there were Russian soldiers.” However, he again gave no evidence of the presence of the Armed Forces of the Russian Federation in Ukraine. According to Poroshenko, Putin is bent on creating global chaos “because of the economic problems and loss of support in his own country.” But according to the latest polls, Poroshenko himself has only 3% of supporters amongst the respondents with 33% not in support. Kiev has repeatedly declared that Russia supplies the armed militias of Donbass and the Russian military has presence in the region. However, Moscow denies the charges, calling the conflict internally Ukrainian. Since September 30, at the request of Syrian President Bashar al-Assad, Russia has been conducting precise airstrikes on ISIL targets in Syria, using Su-25 frontline bombers, Su-24M, Su-34, and Su-30 CM. However, the coalition, led by the US since September 2014, has carried out strikes on the positions of ISIL in Syria bypassing the UN Security Council and without coordinating the strikes with the Syrian authorities.

Russian Mayor Invites Donald Trump to Crimea / Russia Insider / October 9, 2015 / At least one Russian official is eager to extend an olive branch to an American – the catch is that it’s being proffered not to President Obama but to his would-be successor, Donald Trump. The mayor of Yalta, the historic seaside city on the Crimean coast, has welcomed Trump’s entry into the U.S presidential race. In a message posted on the city’s official Web site, Mayor Andrey Rostenko hailed Trump as “an extraordinary person.” “We are following the elections process in your country with great interest,” Rostenko wrote, addressing Trump, in a translation published by RT. “We like your election program and we like you as an extraordinary person.” Despite the climate of antipathy in the United States toward Russia and President Vladimir Putin, Rostenko sees in Trump an American willing to mend ties with the Kremlin. Trump has intimated that Putin is a man with whom he can do business, has celebrated Russia’s bombing campaign in Syria and has framed the current tensions between Russia and the United States as a symptom of Obama’s weakness. “It’s purely lack of respect,” Trump told Fox News earlier this week, referring to relations between the two countries. “Pure and simple, it’s lack of respect for President Obama by Putin.” Whatever the case, Rostenko appears to believe there would be a bit more Russian respect for Trump as president. “After your victory in the election you plan to establish friendly relations with President Putin – and this is an excellent decision,” writes Yalta’s mayor. “You want to be friends with China, and we want the same thing. You support Russia’s effort in fighting international terrorism and so do we. We have a lot in common and this is a fine excuse to arrange a meeting.” Rostenko even suggests in his letter that Yalta could one “get one more street” named after an American president – a reference to the city street named after President Franklin D. Roosevelt, whose 1945 meeting in Yalta with Soviet leader Josef Stalin and British Prime Minister Winston Churchill prefigured the post-World War II political order. In 2014, Russia unilaterally annexed Crimea, a Black Sea territory, from Ukraine, a move that has been followed by months of conflict between Russian-backed separatists and Kiev’s forces in eastern Ukraine, as well as rounds of U.S. and European Union sanctions on Moscow. The pro-Russian mayors of Crimea, meanwhile, have played a role in the Kremlin’s propaganda pitches – in particular, attempting to lure foreign celebrities and officials to the scenic peninsula’s shores. Recently, Fred Durst, vocalist of the American rock band Limp Bizkit, which had its heyday more than a decade ago, expressed interest in moving to Russia and becoming a Russian citizen. Dmitry Polonsky, deputy chairman of the Council of Ministers of Crimea, urged Durst to consider Russian-annexed Crimea. “We have many areas with beautiful nature, so I’m sure that he’ll find a place to settle down that would suit his tastes,” said Polonsky. “Obviously these people want to live where they are free and comfortable.” Durst’s enthusiasm was apparently genuine, at least according to a tweet from the Russian embassy in London. Ukraine military refuses to withdraw artillery from Luhansk region / TASS / October 8, 2015 / KIEV / A Ukrainian military spokesman on Thursday announced Kiev’s refusal to withdraw artillery from the eastern Luhansk region despite agreement last week to extend a pull-back of weapons in the country’s war-torn east. Vladislav Seleznev, spokesman for the Ukrainian General Staff, demanded that an extraordinary meeting of the Trilateral Contact Group on the Ukraine crisis be convened, noting that: “Ukraine’s senior military-political leadership will take a decision on withdrawal of artillery in the Luhansk region after the Contact Group’s extraordinary session.” The Contact Group brings together senior representatives from Ukraine, Russia and European security watchdog OSCE. Ukrainian officials said the reason for calling the Contact Group’s extraordinary meeting was Wednesday’s shelling of the Troitskoye settlement in east Ukraine’s Donbas region allegedly by local republican militia forces firing an anti-tank guided missile and wounding four soldiers. A top aide to the head of the self-proclaimed Luhansk People’s Republic (LPR) and Luhansk’s envoy to the Contact Group said on Thursday that “attempts to accuse the LPR People’s Militia of shelling are absolutely unfounded” and “most weapons with a calibre of less than 100mm have been withdrawn . . . Two battalions of “Right Sector” Transferred to Front Northwest of Donetsk – Intelligence / DAN / Edited autotranslation / October 8, 2015 / DONETSK / Up to two battalions of the personnel of the extremist organization “Right Sector” have been stationed near the contact line between the Armed Forces of Ukraine and units of the DPR. slavoct8zHundredth Motorized Infantry Brigade Conducts Excercises in DPR at Near Real Conditions / DAN / Edited autotranslation / October 8, 2015 / Soldiers of the 100th separate motorized rifle brigade of the People’s Republic of Donetsk today practiced basic norms of warfare under conditions as close as possible to the real, on one of the grounds of the Ministry of Defence. This was reported to DAN by the military. “The hundredth dividison of the separate motorized rifle brigade, during the course of combat training, worked toward several major standards of warfare: the firing of small arms and RPGs, tanks crews driving with the objective of destroying enemy equipment, and the provision of necessary medical assistance to the victims on the battlefield,” said the source to the Agency. The soldiers conducted training of fire from AK-74s and AK-47s, practicing shooting from standing, kneeling and lying positions. In addition, according to the tradition of training, the soldiers opened fire on the enemy tank suspended from the RPG [sic]. As a result of the lessons squad grenade [sic], Sergeant Sergei Argunov praised the success of subordinates. According to the militias themselves, the most difficult aspect was working in the standard tank driving crews, during which personnel were ordered to destroy an entire column conditional enemy equipment. “We train crews to react in a platoon in the company. We provide fire training and fire from all types of tank weapons,” said the platoon commander of a tank company of the second, junior sergeant Alexander brothers. In addition, soldiers honed skills in first aid, removing the wounded from the combat setting with the help of improvised means, their transportation to a safe place, providing first medical aid, and emergency evacuation further from the battlefield. One of the leaders of the exercise, the first officer of the hundredth infantry battalion brigade Oleg Konovalov noted the need for further strengthening of training of the militia. “It is important to remember that these are not professional soldiers. We are now teaching military affairs to ordinary miners,” he stressed. The hundredth motorized infantry brigade was formed on the basis of the Republican Guard of the DPR, which earlier this year was transferred to the jurisdiction of the Ministry of Defense. On September 18th the military brigade was officially handed the battle flag. [Photo gallery availabe at source.]

Moscow Calls for Increase to 1,000 OSCE Monitors in Ukraine / Sputnik / October 8, 2015 / MOSCOW (Sputnik) – Moscow has called for an increase in the number of monitors in the Organization for Security and Co-operation in Europe’s mission in Ukraine to up to 1,000 individuals, Russian Foreign Ministry spokeswoman Maria Zakharova said Thursday. “After signing the additional package of measures on withdrawing tanks, mortars…and artillery of less than 100mm from the line of contact by the opposing sides [of the conflict], the OSCE observers now have the task of verifying this process,” Zakharova said during a briefing. She said that there are currently less than 600 in Ukraine and that Moscow is calling “for an increase in the number of the special monitoring mission to its allowable number of 1,000 in accordance with its mandate…. Unfortunately, we are witnessing continuing shortcomings in the work of the [OSCE Special Monitoring] Mission. First of all, we are talking about objectivity in the provided reports. We wish to draw attention to the inadmissibility of selective statements of facts, not only when counting arms, but also in relation to conditions under which residents of Donbas and the rest of Ukraine live,” Zakharova added.

US bill that envisages military assistance to Kiev contradicts Minsk-2 — Russian lawmaker / TASS / October 8, 2015 / The draft National Defense Authorization Act for the 2016 Fiscal Year approved by the US Senate that envisages providing military assistance to Ukraine goes against the Minsk Agreements, Federation Council’s Defense and Security Committee first deputy chairman Frants Klintzevich told TASS on Thursday. On October 7, the US Senate approved the draft on defense spending in 2016 fiscal year that allows the Pentagon to provide $300 million to Kiev in military assistance. Under the bill, Ukrainian military can receive not only intelligence data, but also anti-tank weapons, mortars, grenade launchers, small arms, radars, surveillance systems and so on. “Of course, the draft law contradicts the letter and the spirit of the Minsk Agreements,” Klintzevich said. “In fact, it looks like the US ‘keep in the back pocket’ the military resolution of the Ukrainian crisis,” the official noted adding that Washington “pushes Kiev to a military solution.” “DPR and LPR [self-proclaimed Donetsk and Luhansk republics] should be ready to any developments,” he added. Klintzevich said that “the draft bill was approved by the US Congress at the exact moment when the regime of complete ceasefire was established in Donbas, and even Ukrainian President Pyotr Poroshenko confirmed that.” “In other words, US continues to insist on its position regardless of the situation in Ukraine’s south-east,” he noted. Washington’s position toward the Ukrainian conflict is the same as its policy toward anti-Russian sanctions, the official concluded. [… More background at source.]

West launches anti-Russian information campaign amid Ukrainian crisis — General Staff / TASS / October 8, 2015 / Western countries have launched an information campaign against Russia amid the Ukrainian crisis. However, the true causes of this crisis are hushed up, Chief of the Military Academy of the Russian Armed Forces General Staff Sergey Makarov said on Thursday. “Currently, Western countries have launched a large-scale information campaign against Russia under the pretext of protecting Ukraine from the “Russian aggression”, Makarov told an international conference on Afghanistan held in the academy. On the other hand, there are attempts to hide from the world public the true reasons for the emergence and development of the Ukrainian crisis, facts of unleashing the war with the use of the armed forces against the civilian population in the southeast of the country are hushed up, “which contributes to increasing the conflict potential and reduces the prospects for the peaceful resolution of the conflict.” “An important aspect of information campaigns conducted by the United States and NATO is disregard for the evidential base to substantiate the legitimacy of the ongoing military operations,” Makarov said. He cited Syria as an example, where “the Americans are demonizing the government Bashar al-Assad presenting him as a dictator.”

German and France governments welcome decision on Donbass election postponement / Novorossiya Today / October 8, 2015 / The German government welcomes the decision of the southeast Ukrainian Donetsk and Lugansk people’s republics (DPR and LPR) to postpone the local elections in Donbas, German government’s deputy spokesperson Georg Streiter told reporters on Wednesday. “The German government has taken into consideration reports about the separatists’ refusal to conduct local elections in October. Germany welcomes the fact that they are complying with the Minsk agreements,” he said. According to Streiter, the decision corresponds to the joint agreements reached at the recent ‘Normandy four’ summit in Paris. On Tuesday, the DPR and LPR chief negotiators in the Contact Group on the Donbas situation settlement, Denis Pushilin and Vladislav Deinego, published a statement, in which they expressed their consent to postpone the local elections until 2016. They set forth the condition that Kiev has to implement the political provisions of the Minsk agreements – on the special status of the Donbas region and granting amnesty to the “participants in events in Donetsk and Luhansk republics.” Pushilin and Deinego said that the decision to postpone the elections was made after Donetsk and Lugansk studied the results of the Normandy Quartet’s summit (of Russian, German, French and Ukrainian leaders) on October 2. Be reminded that Ukraine in its turn has to fulfil obligations, however the Ukrainian fighters violated the regime of ceasefire and the village Spartak was subjected too shelling. And how it was reported by Ukrainian Foreign Affairs Minister, the special status to Donbass will not be given. Editor’s note: for Quemado Institute full report on DPR/LPR election delay click here.

Putin, Rebels Once Again Show Kiev Is Main Obstacle to Peace in East Ukraine / Russia Insider / October 7, 2015 / Putin has just salvaged the Minsk II peace deal by convincing East Ukraine rebels to postpone elections even though Kiev has never held a dialogue with them called for by the agreement. What’s new is that Europeans may finally be starting to hold Kiev to account – at least a little. From the start of the crisis in Ukraine, I have regularly pointed out that it is not all Russia’s fault. My purpose has not been to deny all Russian responsibility – Russia does share the blame for what has happened – but merely to point out that others are to blame too, most notably those who currently govern Ukraine. The talks last week in Paris between the so-called ‘Normandy Four’ (Russia, Ukraine, Germany, and France) indicate that the West, or at least part of it, is beginning to realize this. In the past few weeks, the main roadblock to the implementation of the Minsk-2 peace settlement has been proposed local elections in Donbass. Kiev has been insisting that such elections be held on 25 October in accordance with Ukrainian law. The rebels in Donbass had announced that they would hold elections on different dates and under their own laws. If the rebels had agreed to the Ukrainian demand, it would have amounted to something close to surrender. If they went ahead with their own plan, it would be a major step on the way towards forming independent states, and would constitute a formal break with Minsk-2. In Paris, the Normandy Four agreed to a compromise, referred to as the ‘Morel plan’ after Pierre Morel, the French diplomat who proposed it. The rebel Donetsk and Lugansk People’s Republics (LPR & LPR) would cancel their own elections and instead . . . MORE>> Click here. Quemado Institute comments: A lot of good information here, but a pro-West bias is evident. For example, the statement “In the past few weeks, the main roadblock to the implementation of the Minsk-2 peace settlement has been proposed local elections in Donbass,” is the opposite of truth. The main obstacle has been Kiev’s refusal to implement election and special status laws with the approval of the DPR/LPR as required by Minsk 2.0.

Donbass decision to delay polls signals desire for dialogue with Kiev, says Russia / Novorossia Today / October 8, 2015 / A senior lawmaker from Russia’s parliamentary upper house said on Wednesday he believed that east Ukraine’s republics of Donetsk and Lugansk stating readiness to postpone local elections to next year had therefore confirmed their willingness to hold dialogue with Kiev. Konstantin Kosachev, chairman of the Federation Council’s Foreign Affairs committee, told journalists upon his arrival at the airport in Kenya’s capital Nairobi: “I believe this can certainly be regarded as a demonstration of goodwill and readiness of Donetsk and Lugansk to agree with Kiev.” The concession by the republics “gives some hope that the Minsk process will receive a serious boost,” Kosachev said, adding that the move signalled that the Donetsk and Lugansk authorities considered the peace agreement reached in Minsk, Belarus, in February “a valid and effective document” and were ready to implement it in full “if Kiev does the same”. “This has been clearly stated in their announcement,” he said, noting also that in the Minsk peace process a lot depended on Ukraine’s current authorities. The lawmaker expressed hope that the republics’ decision to postpone elections would help to improve the atmosphere around the Minsk agreement. The fact that the concessionary move followed talks last week between the leaders of Russia, Ukraine, France and Germany on the crisis indicated the influence of Russia’s authority on the republics’ leadership, Kosachev said. “It’s certainly up to Kiev now,” he said, adding that he also expected “similar work with Kiev” from other members of the ‘Normandy Four’ – Berlin and Paris. The Donetsk and Lugansk republics said in a joint statement on Tuesday that they were pushing back local elections to next year in line with Western demands but in exchange they wanted Kiev to fully comply with the Minsk accords. “We announce the consent of the Donetsk and Lugansk people’s republics to postpone elections from October 18 and November 1 to next year,” the political negotiators of the two self-proclaimed republics said, noting that the decision had been made after the republics examined the results of last week’s negotiations between the Russian, Ukrainian, French and German leaders, who met in Paris to discuss the Ukraine peace process. Local elections in east Ukraine’s Donbass region are seen as a key element of the February 12 comprehensive action plan to fulfil the Minsk accords worked out by the leaders of Russia, Ukraine, Germany and France in the search for peace in the embattled region. The deal, announced after more than 16 hours of discussions between Vladimir Putin, Pyotr Poroshenko, Francois Hollande and Angela Merkel in the Belarusian capital, envisaged immediate and full bilateral ceasefire between Ukrainian government forces and people’s militia starting from February 15. This was to be followed by withdrawal of heavy weapons from the line of military engagement by at least 15 kilometres (9 miles), prisoner release and agreement for international observers to monitor the truce. Among the terms of the deal were also a commitment to grant wider self-rule to the Donetsk and Lugansk regions, and calls for talks on their long-term status. Quemado Insitute comments: Konstantin Kosachev is either ill-informed or prevaricating. The DPR and LPR have always expressed a desire to conduct dialogue with Kiev. It is Kiev that has refused. That he considers the delay of Donbass elections as a sign of readiness to “agree with Kiev” is a disconcerting choice of words, to say the least, as it implies not just dialogue with Kiev, but de facto surrender. What would “improve the atmosphere around the Minsk agreement” would be compliance by Kiev. That Kosachev does not say this marks him an enemy of the Republics, of which there are many in Moscow. Kosachev’s slippery analysis underscores how damaging the blunder of delaying Donbass elections really is.

NATO to set up new centers in Eastern Europe / Strategic Culture Foundation (PressTV) / October 9, 2015 / The North Atlantic Treaty Organization (NATO) has announced plans to boost its multinational force and create two more headquarters in Eastern Europe. NATO Secretary General Jens Stoltenberg made the announcement on Thursday as he arrived for the meeting of NATO defense ministers in the Belgian capital city of Brussels. Stoltenberg said he expects the military alliance to agree to “the establishment of two more such headquarters, in Hungary and Slovakia. They will ensure that, our forces can move quickly and effectively if they need to deploy.” He further noted that the alliance will “give final approval to the military concept for the enhanced NATO Response Force (NFR) – to make it bigger, faster and more capable.” According to media reports, the NFR, a highly prepared and technologically advanced multinational force made up of land, air, maritime and special forces units, will be reinforced to comprise up to 40,000 troops. The current NATO reinforcement is the biggest “since the end of the Cold War,” Soltenberg claimed, adding that the military alliance has already set up six small headquarters in Eastern Europe. Last week, the German weekly, Die Welt am Sonntag, also reported that NATO will open a new expert and training center for what is said to be intelligence and counter-terrorism activities in Poland by the end of this year. NATO is currently conducting its largest military drills in more than a decade. The war games, involving more than 36,000 troops and civilians, will last until November 6. The developments come amid heightened tensions between the Western military alliance and Russia. Russia has repeatedly slammed NATO’s military buildup near its borders, saying such a move poses a threat to both regional and international peace. The Moscow-West relations have been extremely tense in recent months over the crisis in Ukraine. The West accuses Moscow of supporting pro-Russia forces in eastern Ukraine; an allegation strongly rejected by the Kremlin.

The TPP Economic Treaty Is the Calling Card for Death of the United States as a Sovereign Nation / By Joachim Hagopian / Global Research / October 7, 2015 / After five years of negotiations, this week in Atlanta the trade ministers from all twelve nations finally arrived at an agreement to the biggest economic treaty in human history, co-opting their masters’ Trans-Pacific Partnership after hashing out their final bones of contention and bringing their New World Order one giant step closer to mankind. Sending their final 30 chapter product for each of the dozen national governments to now sign off and ratify, once that hurdle is navigated, enter the Brave New World Order of a one world government. Back in May US Congress already voted to give up its oversight role by handing its reigns of authority over to presidential dictator Obama to personally fast track it. To accomplish the passage of the May fast track bill, Big Business bribed US Senators to vote in favor by a 65-33 margin with a carrot stick sum of $1,148,971 between January and March 2015 when the bill was debated on the floor. This sadly is how business as usual gets done in Washington. […] Last year a Princeton-Northwestern study officially declared the United States an oligarchy after determining that Congress operates on behalf of the ruling elite that pours billions into politicians’ pockets effectively bribing and buying them off to vote for its self-interest rather than the American people who voted them into office. But despite the rigged political system stacked against American citizens and this same blatant, in-our-face corruption pervasively entrenched now in virtually every nation on earth, it is up to us citizens of the world to ultimately band together in solidarity in order to make sure that this Trojan horse of a Trans-Pacific Partnership does not become NWO law. . . . Wall Street’s think tank: The Council on Foreign Relations / / October 6, 2015 / Contemporary history is neither a series of random occurrences nor the predetermined plaything of a small cabal of super-empowered conspirators. The truth is somewhere in-between. A sizeable cadre of class- and system-conscious deep-state and imperial planners from the heights of concentrated private and governmental power join together to shape the outlines of much of recent history. Along with professional class “experts” agreeable to their basic aims, they do so in accord with their shared interests in the endless upward accumulation of wealth and power. They serve the profits system that is still headquartered primarily in the United States even as it develops ever more and varied outposts across a globalizing world. They exercise vastly disproportionate influence on the course of events and policy largely behind the scenes, in the darkly deceptive name of democracy. But it isn’t about conspiracy. The planners in question are numerous. Their names, activities, and backgrounds and the record of their influence are all open to investigation by those with the time, skill, energy, and willingness to make the connections. It’s about class power and the unelected and interrelated dictatorships of money, wealth, and empire that rule beneath and beyond the pretense of popular governance. (“We must make our choice,” the U.S. Supreme Court Justice Louis Brandeis wrote in 1941: “We may have democracy, or we may have wealth concentrated in the hands of the few, but we cannot have both.”) It’s about capitalism and its evil twin imperialism, with strong doses . . . MORE>> Click here. Editor’s note: Interestingly, the Council of Foreign Relations held the view as early as September 2014 that the West, and not Russia, was responsible for the Ukraine crisis. The Awakezone website quotes the CFR: “According to the prevailing wisdom in the West, the Ukraine crisis can be blamed almost entirely on Russian aggression…. But this account is wrong: the United States and its European allies share most of the responsibility for the crisis. The taproot of the trouble is NATO enlargement, the central element of a larger strategy to move Ukraine out of Russia’s orbit and integrate it into the West. At the same time, the EU’s expansion eastward and the West’s backing of the pro-democracy movement in Ukraine — beginning with the Orange Revolution in 2004 — were critical elements, too…. U.S. and European leaders blundered in attempting to turn Ukraine into a Western stronghold on Russia’s border…. Imagine the American outrage if China built an impressive military alliance and tried to include Canada and Mexico….”

DPR and LPR Agree to Postpone Local Elections until 2016 / DAN / Edited autotranslation / October 6, 2015 / Donetsk and Lugansk considered it a positive thing that the “Norman Quartet” (Russia, France, Germany and Ukraine) has considered a proposal to move the LPR elections in Donbass to February 21, 2016. This was declared in a statement of the representatives of the DPR and LPR to the Contact Group Denis Pushilin and Vladislav Deinego. “We are pleased to note that the proposal to postpone the elections of the LPR in Donbass to February 21, 2016 on the condition that the Kiev [comply with] the political point of “Minsk-2″ has been taken into account” Norman Quartet. ” We have studied the statements and recommendations of Merkel (Angela Merkel, Chancellor of Germany) and Mr. Hollande (Francois Hollande, the French president). Held today here in Minsk were consultations with representatives of the OSCE and Russia. It was instructed by our leaders Alexander Zakharchenko (Head of the DPR) and Igor Plotnitsky (Head of the LPR),” it was stated in the text received by DAN. “As a result of this work, it is announced the agreement with LPR and DPR to move the elections from 18 October and 1 November to the following year,” he emphasized in this regard. Deinego and Pushilin indicated that Kiev must fulfill all obligations required by the Minsk Agreement. That is, to provide Donbass withspecial status and to avoid prosecution and punishment of those who participated in events in the Donetsk and Lugansk regions, as well as peregolosovat [sic] amendments to the Constitution in a manner coordinated with the DPR and LPR versions. Quemado Institute comments: The postponement of elections at this point unfortunately eliminates our last hope that the DPR/LPR, and in particular Zakharchenko, retained the ability to act independently of the transnational elite, in this case, the powers in Berlin, Paris and especially Moscow. This seems a sign that their last will toward independence has been crushed. It is not surprising. The DPR/LPR were fighting the whole world, once the Kremlin decided to sabotage their efforts. At the time of the Shirokino withdrawal in July 2015, we editorialized on Moscow’s undermining of Novorossiya’s self-determination, expressing concern that Putin et. al. would force the DPR/LPR to become part of Ukraine no matter what the cost in human terms. Yet we clung to the belief that, given the strength of the DPR leadership, this could not happen. It seems to be happening now. We attribute the forcible reunion with Ukraine in part to a cruel streak in Vladimir Putin’s psyche. We had hoped Zakharchenko had the courage to resist Kremlin pressure. Yet, who knows what Moscow has threatened him with? So the world powers win again. Novorossiya is apparently being crushed into oblivion. Even Zakharchenko could not save it.

On DPR/LPR Elections Postponement / by Vladimir Suchan / Suchan’s Facebook Page / October 6, 2015 / As things are going, Moscow and the pro-fascist “partners” will insist that the Donetsk and Lugansk People’s Republics as names are not conducive to peace and not compatible to Minsk and the obligations which Moscow signed to. Pushilin and others (like Putin and Lavrov) have already tried to use the word “areas” in conformity with Minsk instead of the terms which indicate some notion of statehood or independence. he next step will be contriving a way of how to bring the first Ukrainian flag into the “republics” or those Ukraine’s “particular areas.” Making the republics accept their subordination to Kiev’s laws (and hence sovereignty) is already happening–with Zakharchenko’s and Plotnitsky’s insistence that Kiev apply to them Kiev’s own law on particular regions, which merely says that these ought to be under a military, occupation administration until they are properly cleansed and filtered. The insistence on being ruled by Kiev’s election law and rules is yet another example. With Minsk, the Kremlin already wiped out Donbass’ war objectives and political goals–anti-fascism, people’s power, and the anti-oligarchic revolution. The NAF is under strict orders not to shoot and store more and more weapons out of their hands. The political and administrative crushing of the spirit of Donbass is systematic and relentless. No employee of the Russian state TV networks would now dare to even utter the word “Novorossiya.” Fascism in Ukraine is thus deliberately fed and spread in the aftermath of the collapsed socialism and corrupt, spineless liberalism, and nationalism is fed into fascist growing body.

slavoct6yUkrainian amnesty for us? Free Donbass will not forgive you! / DONi News / October 6, 2015 / There is no reason to create a new law on amnesty for the eastern regions of Ukraine – Deputy head of the Ukrainian Presidential Administration Konstantin Yeliseyev said. This is not surprising. What for? They have already got a law that allegedly grants”terrorists” and “separatists” amnesty. The second one seems not to be necessary. They allegedly “forgive” all citizens of Donbass and offer us to live “in peace and friendship” in a single fascist country. Everyone will be “ok”, they promise. That is a kind of promise coming from “democratic” and “legally elected” on the Maidan “authorities” of the Ukraine. It seems like everything is fine, but … .. There is a huge amount of these “buts”. We, the residents of the Donbass, absolutely don’t care of your laws, desires and aspirations. You are our enemies that have killed more than 8,000 citizens of our young republic, you have mercilessly bombed our residential areas from banned by the Geneva Convention weapons ripping to shreds women, children and elderly people, you like maniacs tortured our soldiers who defended their homes and their families . You continue to humiliate the residents of Donbass, trying in every possible way to show us as subhumans. You are completely crazy. They say truth, whom gods would destroy, they first make mad. And after all this dirt you dare to say that you are going to grant us amnesty? It’s absurd. You are punishers, murderers, international criminals and you will decide to accept or reject the amnesty law concerning the people who were defending their families? No, no, no. It won’t be. Start writing the protection speech for yourselves right now. But it will not help you, you will be prosecuted to the fullest extent of the law of free Donbass! We will not forgive you !! Quemado Institute comments: The Minsk Agreements already contain an amnesty provision. For Kiev to pretend this is a new offer typifies their underhanded tactics used throughout the Minsk process.
