OSCE SMM Chief Monitor Ertugrul Apakan Voices Concern Over Live Fire Incident in Donetsk / OSCE Facebook page / October 10, 2015 / KYIV / The Chief Monitor of the OSCE Special Monitoring Mission to Ukraine, Ambassador Ertugrul Apakan, voiced concern today over an incident involving the use of live fire in Donetsk city. According to the SMM’s initial observations, at around 16:45 local time the mission received reports of live fire involving small arms and light weapons and heavy machine gun fire in and around Donetsk Airport. A building on fire was later observed and the SMM was able to verify the death of an alleged “DPR” member. There may have been other casualties. Apakan called upon all sides to respect the ceasefire and to respect the Minsk documents that set the framework for an orderly withdrawal of weapons. “People are looking for peace, tranquility and stability,” Apakan added. “There’s no rationale for what happened. The DPR authorities did not even pretend to conduct any investigation into the disappearance of Valentina Kornienko. Moreover, Valentina is not the only case. Many people are “vanishing” in the DPR and the LPR. It has become a method of the Surkovian management. The originally anti-fascist people’s republics are now treating people as disposable small change. DPR Defence Ministry: Situation Report, 9.10.2015 / DONi News / October 9, 2015 / The situation in the Donetsk People’s Republic remains difficult. There were 5 ceasefire violations by the Ukrainian war criminals. Zhabichevo settlement and Volvo center in Donetsk were shelled with mortars from the direction of Opytnoe and Peski settlements. Sosnovskoe settlement and the area of the mine named after Izotov were fired with small arms and grenade machine guns. Using the ceasefire agreement, the Ukrainian armed forces continue to strengthen their positions. So, the installation of mined obstacles of 1.5 km wide at a distance of 4 km to the south-east of Nevelskoe settlement was detected. According to our intelligence the arrival of “Right Sector” battalion in the pioneer camp in the area of Zaitsevo settlement (1.5 km away from the contact line) was detected. The arrival of two “Right Sector” companies in the area of Kodema settlement (6 km away from the contact line) was recorded. The fighters of nationalist battalions receive rehabilitation services in “Motor Sich” clinic of Primorskoe settlement. As a result the civilian population is not served by the clinic. The location of self-propelled artillery systems 2S1 “Gvozdika”(12 units) to the north of Zheltoe settlement (37 km away from the contact line) was detected. The actions of the Ukrainian military and political leadership can be characterized as a “whitewash”, thus violating the commitments to resolve the conflict at the negotiating table. The September 30 document was signed by Head of the DPR. According to the agreement, the removal of primarily tanks are is to happen within 15 days. Then, for artillery caliber of less than 100 mm mortars, the period is 24 days. The distance of removal is 15 km on each side of the contact line. The procedure for withdrawal: first of all, along the contact line in the LPR, including Lugansk itself (sector “North”); then, the remaining part of the front, including the DPR (sector “South”). The whole process should take 41 hours. Recall that on February 12 the Contact Group signed a key document on the peace settlement in Donbass: a set of measures. In a message posted on the city’s official Web site, Mayor Andrey Rostenko hailed Trump as “an extraordinary person.” “We are following the elections process in your country with great interest,” Rostenko wrote, addressing Trump, in a translation published by RT. “We like your election program and we like you as an extraordinary person.” Despite the climate of antipathy in the United States toward Russia and President Vladimir Putin, Rostenko sees in Trump an American willing to mend ties with the Kremlin. Trump has intimated that Putin is a man with whom he can do business, has celebrated Russia’s bombing campaign in Syria and has framed the current tensions between Russia and the United States as a symptom of Obama’s weakness. “It’s purely lack of respect,” Trump told Fox News earlier this week, referring to relations between the two countries. “Pure and simple, it’s lack of respect for President Obama by Putin.” Whatever the case, Rostenko appears to believe there would be a bit more Russian respect for Trump as president. “After your victory in the election you plan to establish friendly relations with President Putin – and this is an excellent decision,” writes Yalta’s mayor. “You want to be friends with China, and we want the same thing. She said that there are currently less than 600 in Ukraine and that Moscow is calling “for an increase in the number of the special monitoring mission to its allowable number of 1,000 in accordance with its mandate…. US bill that envisages military assistance to Kiev contradicts Minsk-2 — Russian lawmaker / TASS / October 8, 2015 / The draft National Defense Authorization Act for the 2016 Fiscal Year approved by the US Senate that envisages providing military assistance to Ukraine goes against the Minsk Agreements, Federation Council’s Defense and Security Committee first deputy chairman Frants Klintzevich told TASS on Thursday. On October 7, the US Senate approved the draft on defense spending in 2016 fiscal year that allows the Pentagon to provide $300 million to Kiev in military assistance. Under the bill, Ukrainian military can receive not only intelligence data, but also anti-tank weapons, mortars, grenade launchers, small arms, radars, surveillance systems and so on. “Of course, the draft law contradicts the letter and the spirit of the Minsk Agreements,” Klintzevich said. “In fact, it looks like the US ‘keep in the back pocket’ the military resolution of the Ukrainian crisis,” the official noted adding that Washington “pushes Kiev to a military solution.” “DPR and LPR [self-proclaimed Donetsk and Luhansk republics] should be ready to any developments,” he added. German and France governments welcome decision on Donbass election postponement / Novorossiya Today / October 8, 2015 / The German government welcomes the decision of the southeast Ukrainian Donetsk and Lugansk people’s republics (DPR and LPR) to postpone the local elections in Donbas, German government’s deputy spokesperson Georg Streiter told reporters on Wednesday. “The German government has taken into consideration reports about the separatists’ refusal to conduct local elections in October. Germany welcomes the fact that they are complying with the Minsk agreements,” he said. According to Streiter, the decision corresponds to the joint agreements reached at the recent ‘Normandy four’ summit in Paris. On Tuesday, the DPR and LPR chief negotiators in the Contact Group on the Donbas situation settlement, Denis Pushilin and Vladislav Deinego, published a statement, in which they expressed their consent to postpone the local elections until 2016. They set forth the condition that Kiev has to implement the political provisions of the Minsk agreements – on the special status of the Donbas region and granting amnesty to the “participants in events in Donetsk and Luhansk republics.” Pushilin and Deinego said that the decision to postpone the elections was made after Donetsk and Lugansk studied the results of the Normandy Quartet’s summit (of Russian, German, French and Ukrainian leaders) on October 2. Putin, Rebels Once Again Show Kiev Is Main Obstacle to Peace in East Ukraine / Russia Insider / October 7, 2015 / Putin has just salvaged the Minsk II peace deal by convincing East Ukraine rebels to postpone elections even though Kiev has never held a dialogue with them called for by the agreement. What’s new is that Europeans may finally be starting to hold Kiev to account – at least a little. From the start of the crisis in Ukraine, I have regularly pointed out that it is not all Russia’s fault. My purpose has not been to deny all Russian responsibility – Russia does share the blame for what has happened – but merely to point out that others are to blame too, most notably those who currently govern Ukraine. The talks last week in Paris between the so-called ‘Normandy Four’ (Russia, Ukraine, Germany, and France) indicate that the West, or at least part of it, is beginning to realize this. In the past few weeks, the main roadblock to the implementation of the Minsk-2 peace settlement has been proposed local elections in Donbass. Kiev has been insisting that such elections be held on 25 October in accordance with Ukrainian law. The rebels in Donbass had announced that they would hold elections on different dates and under their own laws. If the rebels had agreed to the Ukrainian demand, it would have amounted to something close to surrender. If they went ahead with their own plan, it would be a major step on the way towards forming independent states, and would constitute a formal break with Minsk-2. In Paris, the Normandy Four agreed to a compromise, referred to as the ‘Morel plan’ after Pierre Morel, the French diplomat who proposed it. Donbass decision to delay polls signals desire for dialogue with Kiev, says Russia / Novorossia Today / October 8, 2015 / A senior lawmaker from Russia’s parliamentary upper house said on Wednesday he believed that east Ukraine’s republics of Donetsk and Lugansk stating readiness to postpone local elections to next year had therefore confirmed their willingness to hold dialogue with Kiev. Konstantin Kosachev, chairman of the Federation Council’s Foreign Affairs committee, told journalists upon his arrival at the airport in Kenya’s capital Nairobi: “I believe this can certainly be regarded as a demonstration of goodwill and readiness of Donetsk and Lugansk to agree with Kiev.” The concession by the republics “gives some hope that the Minsk process will receive a serious boost,” Kosachev said, adding that the move signalled that the Donetsk and Lugansk authorities considered the peace agreement reached in Minsk, Belarus, in February “a valid and effective document” and were ready to implement it in full “if Kiev does the same”. “This has been clearly stated in their announcement,” he said, noting also that in the Minsk peace process a lot depended on Ukraine’s current authorities. The lawmaker expressed hope that the republics’ decision to postpone elections would help to improve the atmosphere around the Minsk agreement. The fact that the concessionary move followed talks last week between the leaders of Russia, Ukraine, France and Germany on the crisis indicated the influence of Russia’s authority on the republics’ leadership, Kosachev said. “It’s certainly up to Kiev now,” he said, adding that he also expected “similar work with Kiev” from other members of the ‘Normandy Four’ – Berlin and Paris. The Donetsk and Lugansk republics said in a joint statement on Tuesday that they were pushing back local elections to next year in line with Western demands but in exchange they wanted Kiev to fully comply with the Minsk accords. “We announce the consent of the Donetsk and Lugansk people’s republics to postpone elections from October 18 and November 1 to next year,” the political negotiators of the two self-proclaimed republics said, noting that the decision had been made after the republics examined the results of last week’s negotiations between the Russian, Ukrainian, French and German leaders, who met in Paris to discuss the Ukraine peace process. Quemado Insitute comments: Konstantin Kosachev is either ill-informed or prevaricating. The DPR and LPR have always expressed a desire to conduct dialogue with Kiev. It is Kiev that has refused. That he considers the delay of Donbass elections as a sign of readiness to “agree with Kiev” is a disconcerting choice of words, to say the least, as it implies not just dialogue with Kiev, but de facto surrender. What would “improve the atmosphere around the Minsk agreement” would be compliance by Kiev. That Kosachev does not say this marks him an enemy of the Republics, of which there are many in Moscow. Kosachev’s slippery analysis underscores how damaging the blunder of delaying Donbass elections really is.
NATO to set up new centers in Eastern Europe / Strategic Culture Foundation (PressTV) / October 9, 2015 / The North Atlantic Treaty Organization (NATO) has announced plans to boost its multinational force and create two more headquarters in Eastern Europe. NATO Secretary General Jens Stoltenberg made the announcement on Thursday as he arrived for the meeting of NATO defense ministers in the Belgian capital city of Brussels. Stoltenberg said he expects the military alliance to agree to “the establishment of two more such headquarters, in Hungary and Slovakia. They will ensure that, our forces can move quickly and effectively if they need to deploy.” He further noted that the alliance will “give final approval to the military concept for the enhanced NATO Response Force (NFR) – to make it bigger, faster and more capable.” According to media reports, the NFR, a highly prepared and technologically advanced multinational force made up of land, air, maritime and special forces units, will be reinforced to comprise up to 40,000 troops. The current NATO reinforcement is the biggest “since the end of the Cold War,” Soltenberg claimed, adding that the military alliance has already set up six small headquarters in Eastern Europe. Last week, the German weekly, Die Welt am Sonntag, also reported that NATO will open a new expert and training center for what is said to be intelligence and counter-terrorism activities in Poland by the end of this year. NATO is currently conducting its largest military drills in more than a decade. The war games, involving more than 36,000 troops and civilians, will last until November 6. The developments come amid heightened tensions between the Western military alliance and Russia. Russia has repeatedly slammed NATO’s military buildup near its borders, saying such a move poses a threat to both regional and international peace. The Moscow-West relations have been extremely tense in recent months over the crisis in Ukraine. The West accuses Moscow of supporting pro-Russia forces in eastern Ukraine; an allegation strongly rejected by the Kremlin.

This seems a sign that their last will toward independence has been crushed. It is not surprising. The DPR/LPR were fighting the whole world, once the Kremlin decided to sabotage their efforts. At the time of the Shirokino withdrawal in July 2015, we editorialized on Moscow’s undermining of Novorossiya’s self-determination, expressing concern that Putin et. al. would force the DPR/LPR to become part of Ukraine no matter what the cost in human terms. Yet we clung to the belief that, given the strength of the DPR leadership, this could not happen. It seems to be happening now. We attribute the forcible reunion with Ukraine in part to a cruel streak in Vladimir Putin’s psyche. We had hoped Zakharchenko had the courage to resist Kremlin pressure. Yet, who knows what Moscow has threatened him with? So the world powers win again. Novorossiya is apparently being crushed into oblivion. Even Zakharchenko could not save it.

Pushilin and others (like Putin and Lavrov) have already tried to use the word “areas” in conformity with Minsk instead of the terms which indicate some notion of statehood or independence. he next step will be contriving a way of how to bring the first Ukrainian flag into the “republics” or those Ukraine’s “particular areas.” Making the republics accept their subordination to Kiev’s laws (and hence sovereignty) is already happening–with Zakharchenko’s and Plotnitsky’s insistence that Kiev apply to them Kiev’s own law on particular regions, which merely says that these ought to be under a military, occupation administration until they are properly cleansed and filtered. The insistence on being ruled by Kiev’s election law and rules is yet another example. With Minsk, the Kremlin already wiped out Donbass’ war objectives and political goals–anti-fascism, people’s power, and the anti-oligarchic revolution. The NAF is under strict orders not to shoot and store more and more weapons out of their hands. The political and administrative crushing of the spirit of Donbass is systematic and relentless. No employee of the Russian state TV networks would now dare to even utter the word “Novorossiya.” Fascism in Ukraine is thus deliberately fed and spread in the aftermath of the collapsed socialism and corrupt, spineless liberalism, and nationalism is fed into fascist growing body.
Ukrainian amnesty for us?
