Lavrov noted that the Minsk agreements “contain several provisions which have long been crudely violated by the Ukrainian government.” The minister reminded that under the Minsk accords, Kiev had to launch talks with Donetsk and Lugansk on the modalities of holding the elections the day when the withdrawal of artillery began in April. “Kiev should have entered the dialogue, the consultations with Donetsk and Lugansk in the aspect of modalities of holding the elections,” he said adding Ukraine’s laws should be observed and observers from the Organisation for Security and Cooperation in Europe (OSCE) should be invited. The overall situation in eastern Ukraine is still unstable, that’s why it’s hard to predict the future of the Donbass republics. Local residents, who have all lost a relative or two during the war, will never agree to live under the Kiev administration again. The election in Donbas should be held in adherence with the Minsk agreements and Ukrainian laws, Seibert said adding that unilateral steps made by DPR and LPR authorities violate the Minsk accords. It is an opportunity for first responders – from Allies and from partner nations – to work together.” The four-day exercise, which involves 28 NATO and partner nations, shows the practical value of the NATO-Ukraine partnership, said Mr. Stoltenberg. “By hosting this exercise you are showing that Ukraine wants to contribute to the safety of the European people and to the security of the Euro-Atlantic area,” he said. Senior UN Human Rights Official Starts Visit to Kiev, Conflict-Torn Donbass / Sputnik / September 21, 2015 / UNITED NATIONS / The UN’s Assistant Secretary-General for Human Rights Ivan Simonovic on Monday began a six-day visit to Kiev and conflict-torn eastern parts of the country, the UN human rights agency said. “Today, Assistant Secretary-General for Human Rights, Ivan Simonovic, has begun a 6 day visit to Ukraine, where he will be visiting both Kiev and parts of the east,” the UN Office of the High Commissioner for Human Rights (OHCHR) said in a statement published on its website. Simonovic’s visit “will provide an opportunity to assess the human rights situation” in Ukraine ahead of the Human Rights Council’s dialogue on human rights in the country, scheduled for September 29 in Geneva, the OHCHR said. A UN report on human rights in Ukraine, which was published on September 8, said that casualties in Donbas, the location of the military conflict launched by Kiev against local independence supporters, have doubled in the past three months, mostly due to heavy weapons shelling. In early September, Ukrainian President Petro Poroshenko said the ceasefire in eastern Ukraine was being observed, signifying that the February’s Minsk peace agreements between Kiev and Donbas independence supporters were finally taking hold. Almost 8,000 people have been killed in eastern Ukraine since the start of the military conflict in April 2014, according to the last UN report. Kirill Frolov presented in Donetsk his book “The Sacred meanings of Novorossia” / mianews / September 21, 2015 / On September, 16 in the “Russian center” that is located on the fourth floor of the Donetsk Republican universal scientific library named by N.K. Krupskaya, there was the presentation of the book “The Sacred meanings of Novorossiya”. The presentation was conducted by the author himself – a political figure, head of the Association of Orthodox experts Kirill Frolov. Recall that a concise summary of this book was printed in the appendix to the journal of the Izborsk club of Novorossiya “New Land”.
