Pushilin Elected Chairman of the DPR People’s Council / DAN / Edited autotranslation / September 11, 2015 / Denis Pushilin was elected Chairman of the DPR National Council (NC) today. This was stated by the press service of the Parliament of the Republic. “At the initiative of the chairman of the faction “Donetsk Republic”, deputy Anatoly Koval submitted to the vote a draft resolution “On the election of the President of the People’s Council, the People’s Republic of Donetsk.” As a candidate for the post of Chairman, Anatoly Pavlovich suggested Denis Pushilin,” says the report, which has arrived at the Donetsk News Agency [DAN]. As a result of the vote, “76 deputies voted for the election of Denis Pushilin as the Chairman of the National Council.” Pushilin, who previously held the post of vice-speaker, assumed his duties as the Speaker of the National Assembly after the departure of Andrew Purgina. Purgin on, September 4, was dismissed by a decision of the overwhelming majority of MPs gathered for an extraordinary session of Parliament. Recall that the “Donetsk Republic” became the ruling power of the DPR based on the results of the November 2 [2014] elections. Then, in the People’s Council, there were two public movements – “Donetsk Republic” (68 parliamentary seats) and “Free Donbass” (32 seats). Editor’s note: Purgin’s dismissal was voted by an “overwhelming majority” because his parliamentary supporters had left the meeting in order to drive to the border and investigate his detention.

The DPR Under Order of Zakharchenko Awaits Local Elections on October 18 – Pushilin / DAN / Edited autotranslation / September 11, 2015 / DONETSK / DPR authorities are ready to hold local elections on 18 October. This was stated by Acting President of the National Council of Denis Pushilin. “Now it’s our only intention to hold elections on 18 October. As soon as the decree [arrives from – tr?] the Head [of the DPR Alexander Zakharchenko], we will take appropriate measures. With regard to training, we are ready to proceed,” he said. Pushilin added that the negative attitude of Kiev to the local elections in the Republic is illogical. “They did everything possible to prevent these elections not only on our territory in Donetsk and Lugansk, but also in the parts of Donbass controlled by Ukraine. This is absurd, but this is the place it is,” said the Acting Speaker of the National Assembly.

Luhansk envoy says it is impossible to implement Minsk-2 peace deal in 2015 / TASS / September 11, 2015 / Earlier on Friday, Poroshenko ruled out any possibility of extending the Minsk agreements into 2016 / MOSCOW / Ukraine will not be able to implement all provisions of the Package of Measures on the Ukrainian settlement, the so-called Minsk-2, by the end of 2015 from the technical point of view, Vladislav Deinego, the representative of the self-proclaimed Luhansk People’s Republic (LPR) in the Contact Group on Ukraine, said on Friday. He said that under Ukrainian laws constitutional amendments were executed in two phases, by two consecutive sessions of the parliament. The Verkhovna Rada (parliament) was through one phase but the amendments it adopted had not been agreed with representatives from the self-proclaimed republics which fact was a violation of the Minsk agreements, he noted. “If he [Ukrainian President Petro Poroshenko] thinks he can hold two Verkhovna Rada session by the end of 2015 – God help him. But we should be realistic. It is technically impossible to completely implement the Minsk-2 package this year,” LuganskInformCentre quoted him as saying. Deinego underscored that Ukraine had undertaken certain liabilities under the Minsk process and must either implement them or openly recognize it is unable to do that. Earlier on Friday, Poroshenko ruled out any possibility of extending the Minsk agreements into 2016. [… More background at source.] Editor’s note: Denis Pushilin, according to a report from DAN, said about Poroshenko’s statement ruling out a Minsk 2016 extension: “Such a move is aimed only at the breakdown of the peace dialogue. … It’s quite bellicose rhetoric, especially on the eve of the meetings of Foreign Ministers and the subsequent meeting of leaders of the Norman Quartet, scheduled for October 2.” Quemado Institute comments: Minsk 2.0 mandates completion of these processes by the end of the year. An extension threatens to drag out the process indefinitely.

Pro-Purgin Rally September 5, 2015

Arrest at Pro-Purgin Rally, Donetsk September 5, 2015

DPR Security Service Admits Arresting Participants at Pro-Purgin Rally September 5 / Quemado Insitute / September 11, 2015 / The official DPR Government website dnr-online published an article reporting that on Thursday September 10, the Ministry of State Security (MGB) made an official statement (translated as): “September 5, 2015, from 12.00 to 14.30, an unauthorized protest was held in Donetsk at which participants expressed destructive calls for the further development of the Republic. Several people blocked Artema street, and as a result, the movement of the central highway was blocked. As a result of the unauthorized rally, for violation of paragraph 1, Article 4 of Donetsk People’s Republic ‘On meetings, rallies, demonstrations, processions and picketing’, the MGB of the DPR detained administrative organizers and the most radical participants in the meeting,… At the moment, these citizens are in the detention center of the city of Donetsk.” The rally, which took place on Saturday September 5, was held in support of former Council Speaker Andrei Purgin, who had been arrested without charges by the MGB the previous day. As of Monday, September 7, the detainees, all Donetsk natives, still had not been located by their families. While MGB tactics are far less severe than those of Ukraine’s Security Service, detaining citizens without chargers and/or without allowing notification of their relatives violates the norms of a democracy. The rally, a spontaneous expression of protest against the unfair detention of Andrei Purgin, drew some 100 participants before it was dispersed.

Poroshenko’s Three Scenarios / Cassad / / September 11, 2015 / Poroshenko, having previously said that there would be no special conditions for Russia in the repayment of debts, announced three scenarios on the Donbass according to the Junta. “The first—a decisive military offensive, the liberation of the territories and a march on Moscow. Who among us is suggesting this? Just take a look at the consequences of such adventurous and irresponsible liberations. And the people do not support this position. “The second position—build a wall, give up part of the territory, live without the Donbass,” he said, noting that, “as the head of state, he has no intention to give away even a single piece of Ukrainian land.” The third option, according to the President, is “the restoration of Ukrainian sovereignty and Ukrainian authorities in that territory.” “This path is called—Minsk agreements,” Poroshenko specified. Furthermore, he commented on anti-Russian sanctions calling them “the price for aggression against Ukraine.” “Russia’s gross domestic product is falling, world oil prices have fallen, Russia is today drastically reducing social payments,” said the President. In his words, Kiev persuaded the entire world that “Ukraine is implementing the obligations to the full, while Russia is lying.” “We have won confidence, the attitude towards Ukraine is different from what it was a year ago. Quemado Insitute comments:  While Boris Rozhin (Cassad) is an expert in military affairs, we do not agree with his opinion that all DPR/LPR decisions are made in Moscow, and that Andrei Purgin’s dismissal, or the actions of other Donbass leaders, do not a make a difference to the future of the nation. This kind of Western propaganda justifies sanctions on Russia, We also disagree that US controls Kiev, and suggest that the transnational financial elite largely controls the governments of Russia and all Western nations.

Poroshenko Caught Calling for Renewed Operations in Donbass / Sputnik / September 11, 2015 / On Friday, speaking at the European Strategy Forum, Ukrainian President Petro Poroshenko appeared to hint at the possibility of renewing Kiev’s military operation in Donbass. Later the same day, he told journalists that he said nothing of the kind, and that his words “may have been mistranslated.” So what did the president really say? Opening the Forum in Kiev, given that Yalta has since returned to Russia after the Crimean peninsula broke off from Ukraine following the Maidan coup, Poroshenko announced, in a speech given in English, that “now it is high time to discuss the possibility to deploy an operation in the Donbass to support due implementation of the Minsk Agreement. It can help us to achieve two key objectives for restoring peace in [the] Donetsk and Lugansk regions: Full withdrawal of the occupation forces, of the Russian forces from Ukrainian territory . . . US, EU Aid Insufficient to Fix Ukraine Economy – Finance Minister / Sputnik / September 11, 2015 / KIEV / Financial aid from the United States and the European Union is not enough to repair Ukraine’s ailing economy, Ukrainian Finance Minister Natalie Jaresko said Friday. “We do not have enough money to go further. It is enough for stabilization, [but] we need to invest in the economy, we need more support,” Jaresko said at the Yalta European Strategy forum in the Ukrainian capital Kiev. The economy minister clarified her remarks, adding that “we couldn’t live without” financing from Washington and Brussels. Late last month, Ukraine secured a $3.6-billion – or 20 percent – write-down from its $18 billion debt with international creditors. The agreement was reached following 7 months of intense negotiations. Washington-based International Monetary Fund has approved a four-year $17.5-billion assistance package to Ukraine, which has seen three disbursements to date. Poland and Germany are the latest individual EU member states to approve multimillion-dollar loans to a Ukrainian economy increasingly reliant on foreign assistance.

Russia FM: West plays dangerous game saying Donbas polls will disrupt Minsk deal / TASS / September 10, 2015 / Moscow has stated many times that Kiev’s authorities have been consistently acting in complete contradiction to the Minsk agreements since they came into force. / MOSCOW / The US and the EU are playing a dangerous game when saying that the Minsk peace deal will be disrupted if local elections are held in Donbas, Russian Foreign Minister Sergey Lavrov has said after talks with his Sudan and South Sudanese counterparts in Moscow. “We have noticed that our Western partners – European partners and the US – start playing a dangerous game when saying that if local elections are held in Donbas in line with the decisions that Donetsk and Luhansk were forced to accept amid the lack of dialogue with Kiev, then in this case this will mean a disruption of the Minsk agreements implementation,” Lavrov said. Moscow has stated many times that Kiev’s authorities have been consistently acting in complete contradiction to the Minsk agreements since they came into force, Lavrov reminded. Lavrov said there has been no direct dialogue on the constitutional reform between Kiev and the self-proclaimed Donetsk and Luhansk People’s Republics and also noted the ambiguity of the constitutional provision concerning the particularities of self-government in Donbas. “This also concerns the law on amnesty as without it is difficult to expect that the elections will be fair and just,” he stressed. Local elections in Donbas are envisaged by the Minsk accords signed in Belarus on February 12. The peace deal also implies ceasefire, weaponry withdrawal, prisoner exchange and constitutional reform. The Ukrainian forces and militias of the self-proclaimed Donetsk and Luhansk republics have repeatedly accused each other of violating ceasefire and other points of the Minsk agreements.

Germany: ‘Normandy Four’ leaders stand for elections in Donbas under Ukrainian law / Unian / September 10, 2015 / The “Normandy Four” leaders expect to reach agreement on the terms and conditions of the local elections in the war-affected areas of Donbas based on the Ukrainian legislation, the press service of the Embassy of Germany to Ukraine told an UNIAN correspondent. According to the Speaker of the Federal Government of Germany Steffen Seibert, a telephone conversation between German Chancellor Angela Merkel, French President Francois Hollande, Ukrainian President Petro Poroshenko and Russian President Vladimir Putin was held to discuss the status of implementation of the Minsk agreements. “The parties have welcomed the recent ceasefire, which was agreed on September 1 brokered by the Tripartite Liaison Group, and called for enhanced efforts to further improve the security situation, including an unlimited and secure access of the OSCE monitors in the Donbas conflict zone, full withdrawal of heavy weapons and the completion of withdrawal of up to 100mm caliber weapons,” Seibert said. The leaders also agreed that it would be necessary to continue to work on improving the humanitarian situation in the conflict region. The opening of the first Ukrainian humanitarian logistics center along the demarcation line was highly appreciated. “In the coming weeks, the parties should agree on terms and conditions of the local elections in the war-affected areas on the basis of Ukrainian legislation and standards of the OSCE/ODIHR,” Seibert said. The meeting of the “Normandy Four” foreign ministers in Berlin on September 12 will be dedicated to further discussion of the above-mentioned issues. In addition, the parties reaffirmed their readiness to meet at the summit in Paris in early October.

Cyber Berkut’s Latest Hack May Reveal UAF deliberately targeted Schools / Fort Russ / September 9, 2015 / We, CyberBerkut, finally have undeniable evidence of the use of artillery against women and children troops, controlled by Ukrainian Government! This is from back in March. We, CyberBerkut!, continue to denounce the Ukrainian fascist regime. This time, from computer networks of the General staff of the Armed Forces of Ukraine we extracted the package tactical documents. Among the large number of encrypted messages about moving and reconnaissance troops of the Ukrainian State, there were documents that contained data about the objectives on the territories of the DPR and LPR, and orders their immediate suppression by artillery fire. But we can’t understand the fact that sergeants, officers, public and political figures of the Ukrainian State is still hope that the justice, the vengeance of the people and a tight noose around their necks – will bypass their side!.. War criminals will be punished! And we, like all other defenders of Donbass will fight with the fascist vermin to the victorious end! Until the end of the last Nazi, murderer and war criminal! . . . Russia Launches Genocide Charges Against Ukrainian Military, Lyashko / Sputnik / September 10, 2015 / The Ukrainian defense minister, National Guard commander, Radical Party leader Oleh Lyashko and other high-ranking officials are charged with genocide and using prohibited means and methods of conducting war. / MOSCOW / Russia has launched criminal charges against a number of highly-ranked Ukrainian military officials, including the country’s defense minister and the head of the General Staff, as well as Radical Party Leader Oleh Lyashko, Russian Investigative Committee spokesman Vladimir Markin said Thursday. “A criminal case has been launched against Ukrainian Defense Minister Stepan Poltorak, Ukrainian Defense Ministry General Staff head Viktor Muzhenko, Ukrainian Grounds Troops Armed Forces Commander Anatoliy Pushnyakov, Ukrainian National Guard Commander Mykola Balan, and other individuals from Ukraine’s Armed Forces and National Guard,” Markin said. Markin said the highly-ranked military officials have been charged with using prohibited means and methods of conducting war and genocide. Markin also noted that Ukrainian Radical Party leader Oleh Lyashko and individuals from the Azov battalion have also been charged with abducting individuals, torture, and using prohibited means and methods of conducting war and genocide. Editor’s note: Ukraine Today said this about Lyashko in August 2014: “Oleh Lyashko is a member of the Ukrainian Parliament and the face of fascism in Ukraine today. His tactics and methods of intimidation and violence are extraordinary in any democratic society he would be facing a court and imprisoned. So empowered with immunity he even goes as far of videoing his crimes and pasting them on the internet. . . . German Media Accused of Hatred Toward Supporters of Cooperation With Russia / Sputnik / September 10, 2015 / The majority of Germans reject the anti-Russian policy many of their country’s politicians and media outlets embarked on after the start of the Ukrainian crisis, a German woman wrote in an open letter to the Russian embassy in Berlin. Many people across Germany have been protesting against the national media’s pro-American and openly anti-Russian coverage of the crisis in Ukraine and their attempts to make the proponents of peaceful cooperation with Russia look as “Kremlin trolls” on Moscow’s payroll, Anya Betcher wrote. However, despite all these attempts to stoke up public hatred and aggression towards Russia, many Germans are now losing faith in their media and politicians. Fully aware of the tragic results of the two world wars Germany went through, they reject the government’s present course of confrontation with Russia and Washington’s militaristic policy which they fear could lead to a war with Russia. All this meaning that “morally and intellectually the Germans are much healthier than their political and public representatives,” Anya Betcher wrote. “However, the harder our politicians try to badmouth Russia the more determined the German society feels to resist this,” she noted, adding that the government should stick to a policy of peaceful coexistence, based on mutual respect by all European countries, Russia included, and resist the political forces hell-bent on a confrontation with Russia. “This primarily applies to the US political elite who believe that to maintain their global dominion they have every right to wage war everywhere in the world,” Anya Betcher wrote in an open letter to the Russian embassy in Berlin.

Elections in Novorossiya and More Speculation about Joining Russia – Eng Subs (video) / Fort Russ / September 10, 2015 / [Quemado Insitute editor’s note: This video seems to be highly commercialized propaganda by Rastislav Ishchenko, an analyst of dubious loyalty who, according the Valdai Discussion Club, heads an organization based in Ukraine. Both Zakharchenko and Purgin have confirmed there will be no DPR referendum on joining Russia, and say the rumor was enemy misinformation. What is Ishchenko’s purpose?] Elections of heads of Novorossiyan cities and regions are set for October 18th 2015. The closer they are, the more talks about the possibility of a referendum for joining Russia by LPR and DPR at once after the elections. “The population of Donbass, voting for independence in 2014, gave their voices in fact for joining Russia” – a political analyst Rostislav Ischenko is sure. He shared with NakanuneTV with his expert opinion, if the referendum can take place, if the joining of Novorossiya with Russia is possible, and what difficulties may arise. The Pakistani press prince of Kiev: How Mohammad Zahoor became a Ukrainian ‘minigarch’ / By Tunku Varadarajan / Politico / September 10, 2015 / [Editor’s note: this is an enemy portrait of an enemy news service owner with a surprise pro-Donbass twist!] KIEV — On September 19 next week, the Kyiv Post will complete 20 years of existence, 20 years in which this tenacious newsweekly with a print circulation of little more than 15,000 has consistently scrapped and punched above its weight. This is in part because it publishes in English, making it the source of first resort for news on Ukraine for embassies in Kiev and chanceries around the world, as well as for any expat doing business in this country of simpatico citizens and venal officialdom. The other element of its success has been its consistent, and cussed, independence. The paper tells it arrow-straight in a part of the world where much of the media twists the news to suit the interests of oligarch owners and corrupt politicians. […] So what’s next in the [Donbass] conflict? [Zahoor replies:] “Somebody has to be more generous. I don’t think Russia and Donetsk will be more generous. Ukraine’s economy is down. Andrei Purgin Not Detained – NA Deputy Vladimir Bidevka (video in Russian) / dnr-online (official DPR government website) / Edited autotranslation / September 9, 2015 / Deputy of the DPR People’s Council, deputy chairman of the Committee on Information Policy and Information Technology Vladimir Bidevka, in an exclusive interview with the official website of the DPR, responded to a question about the events of September 4, 2015 in the National Council: “At the beginning of the … plenary meeting of the DPR People’s Council, the deputies went to the podium along with Shaftner Dvoryadkin. They told the MPs that Andrei Purgin was detained on the border. Naturally, this is not an ordinary event. Deputies phoned law enforcement, and were given the explanation that Andrei Purgin was not delayed and can enter at any time convenient to him. Any questions to Alexei Alexandrov, with told us which ones [sic]. However, not allowing [us] to carry out the normal session, trying to disrupt and to cancel the meeting, despite the fact that I had taken a number (about 16) is sufficient burning bills [sic], he (Shaftner) comes out and says: “I called Dr. Andrei and he was detained and that he cannot pass. We gathered a group of deputies who went to the border. Our faction ‘Donetsk Republic’ advocated the logical thing: let’s make an inquiry, let us form a group, let’s go, let us find out. But we are holding a session. However, people in favor of Alexandrov categorically insisted on disrupting the session. Because the August 28 session, which we did not have at that time, was postponed by Andrei Purgin, the question arises, why jeopardize a second session in a row? Yesterday I spoke with Dmitri Dizortsevym, who traveled to the border with the other deputies. Firstly, he confirms Andrew Purgin was not detained. There were questions to Alexandrov. If we talk about the rule of law, our Law never stipulates that the Chairman of the People’s Council has the right to mislead the deputies of the People’s Council, through the apparatus of the People’s Council. Who has the right to disrupt a session of the People’s Council? It is nowhere written in our laws. And if there are questions to Alexandrov, who entitled Purgin to smuggle him across the border? Alexander was not the deputy. And the questions that have to Alexandrov, on the basis of his statements on the Internet, it is quite logical [sic]. A patriot of the Donetsk People’s Republic will not talk about it – “it” [sic]. Alexandrov’s task is to ensure the work of the Office of the People’s Council, and not to make statements aimed at undermining public order. I would add that the comments, which Lada Sheftner makes as supporter of Andrei Purgina – would have to be treated at a minimum carefully, because they are an outright lie. When the deputy left, he had a quorum and we took about 16 laws. But has not yet managed to end the meeting, [and the lie -tr?] has already appeared on the Internet. These methods have led at the time to the fact that now we have shed blood, but when those who write provide distorted facts, allowing to reflect on the order of materials, moreover, that a number of materials appeared in the Ukrainian media, which immediately began to dance around the whole situation. I believe that the source of this false information is Alexander, and maybe people whom I do not know, but it was very close. And speaking of Shaftner and Dvoryadkina, I want to say that it is not done. You do not have to disrupt a meeting of the People’s Council. If they were motivated constructively, they would have acted differently. It was clear that they did everything to disrupt the meeting. And today it is a slap in the face of the Donetsk People’s Republic – that’s a fact,” said Vladimir Bidevka. Quemado Institute comments: (We regret the poor translation.) The implication is that “officially,” Purgin was not detained. However, Purgin stated yesterday that he was indeed detained for four days without charges. This casts doubt on the entire “official statement” above. At any rate, a man of Purgin’s stature should not be dismissed over such a petty squabble. We conjecture that the real reason for his dismissal has to do with his liberal activities in St. Petersburg, as well as possible meddling by Moscow to consolidate power and force the DPR to acquiesce to Kiev’s demands. A statement from Zakharchenko remains conspicuously absent.

The Difficult Decision to Dismiss Purgin Agreed by Both Factions – Leader of “Free Donbass” / DAN / Edited autotranslation / September 9, 2015 / DONETSK / The decision on the dismissal of Andrei Purgin as chairman of the People’s Council by DPR deputies was a difficult time, but it was approved by both factions – the “Donetsk Republic” and “Free Donbass.” This was stated by deputy of the National Council, chairman of the public movement “Free Donbass” Evgeny Orlov. “After discussing this decision with the representatives of the faction “Donetsk Republic”, we realized that our views [agreed] on this point. Of all the deputies who were in the hall, only three did not vote. The majority, 70 people, supported this decision,” Orlov said in comments, the text of which was received today by the Editor of DAN. Orlov said that the statement about the circumstances of the resignation of the President of the Parliament, delivered to the media by deputy from “Free Donbass” Hellas Shaftner, were not discussed or agreed upon with the other faction. In particular, statements by Shaftner that the authorities allegedly prevented Purgin’s September 4 entry in the DPR, disagree with the words of other deputies, who rode [that] day to meet the Speaker at the border. Thus, some presentations of Shaftner, who was absent from the session of the parliament at the time of the decision on the resignation of the chairman, apparently “misled people.” “I note that Denis (Pushilin, at that time vice-speaker of parliament – approx. DAN), and many colleagues found it difficult to make this decision,” said the head of “Free of Donbass”. “You know, there are events for which you need a long time to prepare. This time we did not have.” According to Orlov, the deputy had to take a decision on the resignation of the Speaker in the interests of the state and nation. “Our ideas and principles of our struggle – they are much higher than some personalities,” summed up the head of the social movement. Andrei Purgin was dismissed September 4 from his post as chairman of the National Council [by vote of] the vast majority of MPs gathered for an extraordinary session. The acting speaker in accordance with the regulations became deputy chairman of the People’s Council Denis Pushilin. The former Speaker has retained his parliamentary mandate. Quemado Insitute comments: This DAN report is of course the “official” account. According to Purgin’s own words upon returning home September 8, he was not only prevented free entry into the DPR on September 4, he was also arrested, detained for four days, and released without explanation. Shaftner’s statement thus sounds more accurate than Orlov’s.

Destabilization of the National Council Not Possible – NA Deputy Anatoly Koval (video) / dnr-online (DPR Government website) / Edited autotranslation / September 9, 2015 / On September 4 at the People’s Council of the DPR, there was an attempt to destabilize its operation. This was said by a witness of the event on September 9. Deputy Chairman of the Committee on Security and Defense, the leader of the “Donetsk Republic” [faction] in the DPR National Council Anatoly Koval and Deputy Chairman of the Committee on Ethics, Rules and Organization of the DPR People’s Council German Kadyrov: “On Friday, September 4, there was scheduled a regular meeting of the National Council, which began at 12:00. Then two deputies, Tatiana Dvoryadkin and Hellas Shaftner, came to the podium and blocked [the meeting]. They said that Andrei Purgin and Alexei Alexandrov were allegedly detained at the [Russia-DPR border] checkpoint. Denis Pushilin, in reference to the information, said no delays [due to?[ Purgin, and it can accede to the deputies at the session hall. But the situation was the fact that Andrei categorically refused to enter the territory of the DPR without Alexandrov. However, Shaftner Dvoryadkin claimed the opposite, trying to destabilize the situation and disrupt the meeting of the People’s Council. When the action team went to Uspenka [on the border], the deputies continued their work,” said Anatoly Koval. “When the above-mentioned deputies blocked the rostrum, Denis Pushilin contacted the authorities of the Republic Security and police, who confirmed the absence of restrictions on the movement of Andrei Purgin. After the departure of the working group to assess the situation on the ground, the deputies of the People’s Council faced the following problem – almost all employees of the Public Council had departed from the hall. But the People’s Council was able in the normal mode to work on the agenda and adopt laws that quorum was operated counting commission [sic],” said Herman Kadyrov. According to the deputy Koval, care workers with the Office of the People’s Council meeting was organized by Elena Purgin which left the session hall with threats to dismiss all the rest. “The attempt to disrupt the meeting of the People’s Council has failed. Deputies decided to meet in the evening at an extraordinary session to discuss the situation, at which the dismissal of Andrei Purgin was accepted. With confidence I can say that we had a quorum: of 96 deputies, 76 people were gathered,” he said. Deputies of the People’s Council also stressed that the work of the People’s Council, committees and the Office of the DPR People’s Council continues unchanged, despite an attempt to destabilize the situation by an unreliable promotion of information in the media and Internet. Quemado Insitute comments: The more “official” explanations we see, the worse the situation looks. It is hard to believe that Purgin could be dismissed for nobly refusing to cross the border without Alexandrov. Nor does it sound like a deliberate “disruption” of the meeting took place, but rather that there was a reasonable interruption to sort out the problem at the border. This minor squabble is no grounds for Purgin’s removal. We also refute the pretense that the “DPR People’s Council continues unchanged.” Furthermore, if the DPR deputies do not want the situation “destabilized” by an “unreliable promotion of information in the media,” they should clean up their act and reinstate Andrei Purgin as Speaker of the National Council.

OSCE Observes Kiev’s Military Hardware Movement in Donbass / Sputnik / September 9, 2015 / MOSCOW / The Organization for Security and Co-operation in Europe’s (OSCE) Special Monitoring Mission (SMM) in Ukraine has registered movement of military equipment in the eastern Ukraine areas controlled by Kiev. “In government-controlled Donetsk region, the SMM observed considerable movement of military hardware…. the SMM observed one tank (T-64) moving westwards. Near government-controlled Iskra (90km west of Donetsk) the SMM observed eight fuel trucks moving eastwards followed by an armored military truck with 12 military personnel and five IFVs (four BMP-1 and one BMP-2) on flat-beds heading west,” the mission said in a daily report based on the information received as of September 8. Across other government-controlled territories, the OSCE mission registered an infantry fighting vehicle with an anti-tank guided missile. The object was travelling west, according to the observers. Normandy Four to Agree on Local Elections in Ukraine’s Donbass / Sputnik / September 9, 2015 / BERLIN / Leaders of Russia, Ukraine, France and Germany announced they will agree in the coming weeks on the parameters of upcoming local elections in contested areas in eastern Ukraine, spokesman for the German government said Wednesday. “All sides [except the DPR/LPR –QI editor] agreed that…. in the coming weeks, an agreement on the timing and procedure of local elections in the affected areas [in eastern Ukraine] based on Ukrainian law and the standards of the OSCE should be reached,” Steffen Seibert said. “All parties welcomed the fact that the ceasefire agreed on September 1 and brokered by the Contact Group is still widely observed,” the German Cabinet said. The Kremlin press service also stated that the Normandy Four group leaders on Wednesday welcomed stable ceasefire in Donbass and agreed a fresh summit in Paris on October 2. Russian President Vladimir Putin, German Chancellor Angela Merkel, French President Francois Hollande and Ukrainian President Petro Poroshenko discussed in a phone conference call the implementation of the Minsk peace accords. “Putin once again emphasized the need to coordinate a fully-fledged direct dialogue between Kiev authorities and Donbass officials as soon as possible,” the press service said in a statement. The leaders also urged for a prompt signing of an agreement on withdrawal of tanks, artillery systems with a calibre under 100mm and mortars under 120mm from the entire length of the line of contact between Kiev-led forces and Donbass militia as an important step toward de-escalation of the conflict. The Kremlin confirmed that a meeting of ‘Normandy Four’ foreign ministers to discuss the Ukrainian crisis will take place in Berlin on September 12. Quemado Institute comments: According to Minsk 2.0, election laws for the DPR/LPR must be approved by Donbass leaders. The Normandy Four do not have the legal right to make this decision, according to UN Resolution 2202, which mandates the Minsk Package of Measures.

I will comment on the situation tomorrow. I am not ready, because I just came home after four days. All these four days I was detained in the Ministry of State Security [MGB],” he said. When asked whether it is possible to say that now his life is not in danger, Purgin said: “In theory, yes.” Purgin did not answer the question about the reasons for his arrest. “Let me comment on that tomorrow, today, I’m taking a timeout. I’m not ready to think physically. My wife is with me and Alexandrov Jr. [but not Sr.] also with me,” added Purgin. Editor’s note: The whereabouts of Alexei Alexandrov Sr. are still unknown.

Purgin says, “I was released and also previously arrested without any explanation.” According to, Purgin said that he has recently come home after he had been at the Ministry of State Security of the People’s Republic of Donetsk all this time. Currently, the former speaker of the National Assembly’ is busy trying to deal with his calls and messages on his phone, which had remained unanswered for days. “I’m alive and well,” Purgin told RIAFAN. “I lost three kilograms but that’s normal way.” According to this source, “The previous advanced version said that the arrest was carried out for security reasons. ‘This is an idiotic statement that they would protect me from the Ukrainian sabotage and reconnaissance groups, which otherwise would have allegedly killed me,’ said the former chairman of the parliament. ‘This is an advanced version. And for something like four days detention.’ He noted that it is impossible at the present time to find out the real reason for the detention, because the information about it will be carefully kept secret. ‘Explanations will not reach anyone,’ the politician said.” Purgin added, “Alexandrov Jr. was released with me. Where Alexandrov Sr. is, I do not know.”

Deafening Silence on Purgin Dismissal / Quemado Institute / September 8, 2015 / Again on Tuesday, four days after Friday’s arrest and dismissal of People’s Council Speaker Andrei Purgin, still no statement about the incident by DPR Prime Minister Alexander Zakharchenko has appeared on either the Donetsk News Agency (DAN) website or dnr-online, the two official news platforms in Donetsk. The absence of such a statement is unexplained. Alexander Zakharchenko, clearly out and about, gave a speech at today’s Liberation of Donbass celebration, but made no mention of Andrei Purgin. According to some reports, Purgin has not been heard from since his arrest [see update], which is believed to have been ordered by then Deputy Speaker Denis Pushilin. The whereabouts of Alexandrov were, by some reports, still unknown as of September 7. Update: As of 17:06 September 8, Purgin has confirmed he is at home after his 4-day detention by the DPR Ministry of State Security (MGB).

Day of Liberation, Donetsk, September 8, 2015

Day of Liberation of Donbass Drew More than 7 Thousand Residents in Donetsk / DAN / Edited autotranslation / September 8, 2015 / DONETSK / Celebration on the occasion of the 72th anniversary of the liberation of Donbass in the DPR capital attracted more than seven thousand people. Commemorative events were held in Donetsk at the Lenin Komsomol Park near the memorial “To Donbass Liberators!”. Coming to offer congratulations were the Head of the DPR Alexander Zakharchenko, the mayor of Donetsk Igor Martynov, deputy of the People’s Council [which was who, exactly, after Pushilin’s self-promotion? –QI editor], pupils, students and citizens. Memory of the victims for the freedom from fascism comrades paid about a hundred veterans of the Great Patriotic War [sic]. “For us it is a day for all the great joy and great sorrow – addressed the audience Zakharchenko. – 72 years ago, I went to the edge of the treacherous and dangerous enemy. But thanks to you, dear veterans, your courage, fortitude of our ancestors, our land was free.” In his address, the Head of the Republic has drawn a parallel between the events of 1943 and 2014/2015’s, when the edge of the residents were able to repulse the enemy [sic]. “Unfortunately, today in our land again, there is a war, but I think that we will win this war. Those soldiers who liberated Donbass [72 years ago] will be proud of the fighters, which are now up in arms again to free our region,” said the mayor of Donetsk. In memory of those who died for the liberation of Donbass, those present observed a minute of silence and laid flowers at the monument. After that veterans creative groups performed songs and poems about the war. At the end of a concert, white doves were launched in the sky as a symbol of peace. “My division liberated the city of Stalino (now Donetsk) and came to Berlin, he stormed Berlin,: it was shared with the DAN correspondent by WWII veteran Anna Ohtyamova. “It is difficult to distinguish from the memories of something separate. After all, war is hard work, and it has left behind a lot of unpleasant moments. We survived it, we won it!” Residents of the capital, Vladimir Pichahchi met exemption under the age of 12 years. “Fighting for the Donbass was severe and cruel. We sat for two days in the basement and on the third day to the house ran a German, with cries of “Katyusha! Katyusha” and knocked the rifle on the wall. In the morning the Germans have in our city was not [sic]”, he recalled.

Novorossia News Editor Speaks out against Repressing Journalism / by Dmitri D for / Fort Russ / September 7, 2015 / Reply from the Editor in Chief of ‘Novorossiya’ newspaper: On September 2, 2015, many news agencies reported on the trial of people trying to distribute our newspaper over a year ago in Ukraine occupied by the Kiev junta. Four residents of Krivoy Rog were thrown behind bars – three men and a woman, who were charged with inciting violation of the territorial integrity of Ukraine. This was a shameful judgement of people whose only desire was to overcome the sea of lies in Ukraine, gave readers the opportunity to see what is happening in the East from the other point of view, and to tell what the ordinary people of Donbass think and how they live. This judgement was held in the best traditions of the Gestapo and similar “spiritual fathers” of the contemporary Ukrainian pseudo-authorities. As of yet we do not know the names of these three prisoners of conscience, political prisoners, but we will give them all the support we can and achieve their liberation. It is known that in many Ukrainian prisons are ordinary people who have never held a weapon. Their only fault is that they were reading our newspaper. People have been detained in Kharkov, Poltava, Zaporozhya, Khmelnitsky, Nova Kakhovka, and many other cities. There is evidence that in the summer of last year, the Nazis from Right Sector killed ordinary citizens if they found the newspaper in the trunks of their cars. People have disappeared, and now members of Right Sector . . . MORE>>

The Offensive: El Murid Analyzes Strelkov’s Prognosis on Timing and Possibility of UAF Offensive / / September 6, 2015 / [Quemado Institute editor’s note: The Slavyangrad post begins with Strelkov’s analysis of the military situation in Donbass, which was previously posted here on September 3 (see below). The El Murid commentary follows Strelkov’s analysis.] El Murid commentary: Regarding Strelkov’s analysis-prognosis on the timing and possibility of a UAF offensive, I can say the following. Firstly, Strelkov is quite logical in indicating the beginning of the last third of the month as the most likely date for the offensive, but at the same time very preclusive. Putin’s visit to New York is considered very important for the Kremlin; the “dancing” concerning the issue of a meeting between Putin and Obama has already commenced. The Normandy Four format and the Minsk agreements have been demonstrated to be ineffective by the fact that Europe does not appear to be independent in making decisions on sanctions (and it was precisely they who were the reason for surrendering a military victory last year); and the fact that Ukraine in general is a completely controlled territory and it is impossible in principle to conduct a dialogue with it—there is not a single responsible politician there. To solve the problem, one has to deal with the actual organiser of the catastrophe, and therefore the meeting in New York is extremely important for Putin and for the, still very strong, party of the “peacemakers”—or, rather, the traitors. It would be absurd not to take this factor into consideration and not to try and sabotage it (or reduce its meaning to zero). A UAF offensive during this time will present Putin with a choice—either to leave New York, or to make any such meeting meaningless. In this sense, September 20 as a possible date for a UAF offensive is very likely. If we bear in mind that Kiev is run by Vice-President Biden . . . MORE>>

Poroshenko, Lagarde to Discuss Economic Cooperation Between Ukraine, IMF / Sputnik / September 6, 2015 / KIEV (Sputnik) – Ukrainian President Petro Poroshenko and International Monetary Fund (IMF) Managing Director Christine Lagarde will discuss the implementation of the Extended Fund Facility loan program for Kiev during a meeting on Sunday. Earlier in the day, Lagarde arrived in Kiev to have a series of meetings with country officials, including with president Poroshenko. “It is expected that during the meeting the sides will discuss the situation in Ukraine’s financial and economic sector and the implementation of the second Memorandum of Economic and Financial Policies under the Extended Fund Facility bilateral program agreed by Ukraine and the IMF for four years,” the statement on Poroshenko’s website read. The sides are also expected to discuss the reforms in Ukraine, in particular in the taxation, banking and financial sectors. Ukraine increasingly relies on external financial assistance to reanimate its stagnant economy amid a deep recession and high inflation in the country. The overall financial aid package to Kiev amounts to about $40 billion, to be administered over the next four years, comprising loans from the IMF, the United States and the European Union among others.

Group of refugees prepare for illegal crossing of Hungarian border

Refugees prepare for illegal crossing of Hungarian border

2015 Invasion of Europe: The Balkan Route. Part 1 / by Darya Aslamova, translated by Kristina Rus / Fort Russ / September 7, 2015 / Apocalypse in the Old World: Europe overwhelmed by hordes of voracious migrants. / Special correspondent of “Komsomolskaya Pravda” Darya ASLAMOVA visited several European countries, where tens of thousands of people from Africa and the Middle East arrive daily. But these are not the classic refugees. They feel at home in a new place and despise the locals who help them, asking for more benefits. The small town of Kanjiža is on Serbian-Hungarian border. Every morning at six the bells of the Church of Peter and Paul begin their sad song. They cry so desperate until seven in the morning that sleep is impossible. I go to the window and pull the curtain. The square in front of the hotel is empty. THEY left. Only the “guards” remain — a few dark-skinned young men sleeping on the grass under the trees. But here’s the first intercity bus stopping at the Central stop, releasing a fresh batch of refugees. Basically, it’s men under 30 years old in jeans and t-shirts. But there are also women in hijabs with young children. Despite the debilitating heat, the women are wrapped in dark wool clothes. Some even wear black gloves. All these people are very confident and are completely indifferent to the charm of the historic Christian town. At nine o’clock cafe “Venice” opens at the corner where the refugees go to charge their brand-new iPhones and laptops, use the restroom or even wash hair in the sink. In the evening in the centre of Kanizha there is no room for an apple to fall. Hundreds of people have settled in a temporary camp on two Central squares. According to conservative estimates, there are about two thousand people. They sit on the grass, eat, drink, and look with contempt on city cleaners who have to pick up after them plastic bags, bottles, cigarette butts, food leftovers. Night descends. The darkness is the signal. People divide into groups of 30-50 people. In each of them — their own leader. By eleven at night the groups on foot walk to the Serbian-Hungarian border. Residents silently watch from the windows how through quiet, seemingly dead town move the black shadows of immigrants. “They walk on foot out of the city, and then they get picked up by Gypsy mobsters on buses, – says the taxi driver Victor. — We are not allowed to drive illegals. Rumours of arrests and executions of Purgin nothing more than nonsense – Pushilin / DAN / Edited autotranslation / September 7, 2015 / Deputy of the DPR People’s Council Andrei Purgin feels well. The information about his arrest or execution is lies. This was stated to DAN by the head of the DPR delegation to the Contact Group, Vice-Speaker of the DPR People’s Council Denis Pushilin. “It is no longer stuffing Ukrainian side went really [sic?]. [According to my] information, Andrei E. feels normal, he is not arrested,” he said. Earlier some media reported the arrest of Purgin. However, some Information Resource, citing data from social networks, began to spread messages about the shooting of the ex-speaker of the DPR parliament. Andrei Purgin was dismissed September 4 from his post as chairman of the National Council [by] the vast majority of MPs gathered for an extraordinary session. Deputy chairman of the People’s Council Denis Pushilin became acting speaker in accordance with regulations. The former Speaker retained his parliamentary mandate. The resignation of Purgin was related to the activities of his designated chief of the parliament Alexei Alexandrov, who was regarded as a destructive by MPs [and is] now under investigation by law enforcement authorities. Quemado Institute comments: A statement by Denis Pushilin does not reassure us. We suspect he is an instrument of the Kremlin in implementing this small-scale political “coup.” If Andrei Purgin is indeed “feeling well” and has not been arrested, why is he not making statements in his own behalf? And where are the awaited declarations of Alexander Zakharchenko, still conspicuous by their absence at 16:20 UTC September 7?

Silence and Lies on Purgin Dismissal – Quemado Institute Opinion and Recommendations / Quemado Insitute / September 7, 2015 / Of the 20 headlines that appeared today, September 7, on the Donetsk News Agency website, which is the premier publication for official DPR information, only one mentions the Donetsk People’s Republic Prime Minister Alexander Zakharchenko. This, at a time of political crisis, after the sudden and ill-founded dismissal of former DPR People’s Council Speaker Andrei Purgin. The lone headline reads: DPR Honorably Raised Banner of Heroes who Liberated Donbass in 1943 – Zakharchenko. Not a word about Purgin is mentioned. Why not? Raising a banner carries symbolic significance and is the function of a dignitary, not the duty of a Prime Minister during a time of national crisis. Has Zakharchenko been demoted to the status of figurehead, in what looks increasingly like a Kremlin-orchestrated political “coup” that has raised Denis Pushilin to second-in-command and rendered him the primary spokesman for the Donetsk People’s Republic? Zakharchenko had been, until the July Shirokino demilitarization fiasco (which we suspect was forced by Kremlin perssure on the DPR leadership), a powerful and outspoken Head of State of the Republic. He demanded nothing short of de facto independence for his country under a liberal technical interpretation of the Minsk Package of Measures. After the Shirokino sham, he faded from the public scene for several weeks, then resumed his impressive role . . . MORE>>

The deputy commander of the DPR Defense Ministry also announced the arrival in “the village Portovskoe battalion personnel of the Marines.” Earlier the military have repeatedly pointed out that the [during the ceasefire] scheduled on September 1, the Ukrainian Armed Forces have used the truce to regroup and concentrate troops and arms along the line of contact. Some of this is not good reading – if the western Ukraine is to be declared the aggressors and guilty of illegal arrests and detentions what on earth are the DPR doing mimicking the very same actions the west are to be condemned for? No news, in this instance, is bad news. Where are the supporters of Andrei Purgin? Why have they been disappeared? What the hell is going on?
