OSCE: Contact Group on Ukraine agrees on ceasefire by September 1 / TASS / August 26, 2015 / MINSK / The participants of the Contact Group on settlement of the situation in Donbass have agreed to cease fire by September 1, Ambassador Martin Sajdik, the Special Representative of the OSCE Chairperson-in-Office in Ukraine and in the Trilateral Contact Group on the implementation of the peace plan in the east of Ukraine, said Wednesday after the meeting. Sajdik said it is necessary to do everything possible to ensure security of schools on the disengagement line between east Ukrainian militiamen and Ukraine’s troops. Plenipotentiary representative of the self-proclaimed Luhansk People’s Republic (LPR) Vladislav Deinego confirmed Wednesday after talks in Minsk that all participants of the Contact Group expressed the intention to achieve cessation of fire in Donbass by September 1. “The proposal received a response from all sides, and there is hope that shelling will be stopped from September 1,” Deinego said. 26.08.2015 Military Report of Novorossia / South Front / August 26, 2015 / Situation in the DPR remains tense. Ukrainian forces violated the ceasefire regime 30 times over the past 24 hours. Ukrainian artillery shelled Donetsk, Gorlovka, Telmonovo, Jabichevo, Vasilievka, Oktyabrskiy, Novaya Marievka, Belaya Kamenka, Spartak and Zaichenko. Witnesses report that 3 residential houses were destroyed in the town of Gorlovka. There are killed and injured among local poplation. The Ukrainian artillery shelling was observed from the directions of Peski, Vodyanoe, Stroganovka, Opitnoe, Granitnoe, Avdeevka, Kominternovo and Novoroselovka. According to reports, Ukrainian miliary additinonally pulled to the frontline 4 units of BUK, 4000 servicemen and 60 battle tanks. Also, 4000 of Kiev militants and 60 battle tanks were observed at Chasov Yar. An Ukrainian howitzer battery and military rocket launcher systems were established at Verhnoteckoe. A military column including 6 APCs and 5 armored vehicles moved from Jelannoe to Novoselovka. BUK systems are established at the settlement Nikolaevka. The military situation in LPR is calmer than in DPR. The sides have been strengthening fortified areas and preparing for the future clashes. Sporadic firefights are observed at the Bahmutka sector. Kiev reorganizes 22 military brigades in Donbas, plans to create 12 more / TASS / August 25, 2015 / Kiev has completed measures to reform Ukraine’s defense capability system / Ukraine is through with a package of measures to reform the country’s defense capability system, the Defense Ministry’s spokesperson, Viktoria Kushnir, has told a news briefing. “Legislatively the strength of Ukraine’s army has been set at 250,000. In the east of Ukraine the required defense groups have been deployed. The 22 existing brigades have been reorganized and twelve new brigades are about to be formed. Under state defense contracts the army has received more than 1,300 pieces of military equipment,” Kushnir said. The Defense Ministry has created a center for development and material support for the Ukrainian armed forces. Agreements have been authorized for shifting the army to NATO standards. “Working group experts in cooperation with the central department for metrology and standards of the Ukrainian armed forces have coordinated and authorized for use by the Ukrainian Defence Ministry the first five agreements on NATO standards STANAG,” Kushnir said. Prime Minister Arseny Yatsenyuk on July 23 said that he hoped to see the day when “the Ukrainian armed forces will be a sample for NATO’s member-states to follow.” At the same time he remarked that “far from everybody in the world was prepared to accept that decision.”

U.S. to deploy F-22 fighter jets to Europe / Novorossia Today / August 25, 2015 / The United States will deploy F-22 fighter jets to Europe very soon as part of a broader effort to support eastern European members of the NATO alliance unnerved by Russia’s intervention in Ukraine, Air Force Secretary Deborah James said on Monday. James did not give details about the specific number of planes, date or location of the deployment, but said it was in line with Defense Secretary Ash Carter’s recent call for a strong and balanced approach to Russia. The first deployment of the Lockheed Martin Corp (LMT.N) F-22 to Europe outside air shows is seen as a move to address growing concerns among NATO allies about Russian military aggression. The Air Force has also been using radar-evading F-22 fighter jets to carry out some its attacks against Islamic State, the first real combat air strikes by the jets. “Russia’s military activity in the Ukraine continues to be of great concern to us and to our European allies,” James told a news conference at the Pentagon. “For the Air Force, an F-22 deployment is certainly on the strong side of the coin.” Air Force Chief of Staff General Mark Welsh James said the F-22’s inaugural training deployment in Europe would allow U.S. forces to train with NATO partners across Europe, testing the ability of the jets to communicate and fight together with the Eurofighter, and other advanced warplanes. James said the deployment would give F-22 pilots more experience with the European terrain. The Air Force has previously deployed the jets in Japan and South Korea. Welsh said it would also allow the jets to fly into and out of facilities that could be used in some future conflict. The single-seat, twin-engine, all weather stealth tactical fighter aircraft was designed by Lockheed and Boeing Co (BA.N) as an air superiority fighter, but it can also be used for ground attack, electronic warfare, and signals intelligence. The jets formally entered service in December 2005, with the last F-22 delivered to the Air Force in 2012.

23 civilians die in shellings by Ukrainian forces over last week in Donbas / TASS / August 24, 2015 / Twenty-three civilians were killed in shellings by Ukrainian forces from August 15 to 21, and 32 more people were injured, the office of the human rights ombudsperson of the self-proclaimed Donetsk People’s Republic (DPR) said on Monday. “On August 15-21, as a result of military actions, 23 people died, among them four women and 19 men. Thirty-two people were hospitalized with injuries of varying severity, among them 24 men and eight women,” Donetsk News Agency quoted the office as saying. The human rights ombudsperson stressed that among the places subjected to most massive shellings are the town of Gorlovka, settlements of the Telmanovsky district, as well as Donetsk’s Kuybyshevsky, Petrovsky and Kirovsky districts. Ukrainian forces massively shell Donetsk overnight — city administration / TASS / August 24, 2015 / Ukrainian forces have shelled the Kirovsky and Petrovsky districts in Donetsk, the city administration said on Monday. “Around 11pm [local time], as a result of direct hits in the settlement of Staromikhaylovka in the Kirovsky district, damages were registered in four houses and one outbuilding,” Donetsk News Agency quoted the administration as saying. Ukrainian forces also opened fire at the Petrovsky district. “From 10pm to 12am, [Ukrainian forces] shelled the Petrovsky district. Damages as a result of direct hits were registered along the Mendeleev Street,” the mayor’s office said. According to preliminary reports, no one was injured in shellings.
