Pushilin: US pushes Poroshenko toward war; Berlin and Paris push toward peace / Fort Russ / August 21, 2015 / The representative of the DNR Dennis Pushilin considers that Poroshenko is not independent in his decisions. He has to fulfill the orders of Washington, Paris and Berlin. Denis Pushilin, plenipotentiary of the People’s Republic of Donetsk at the talks in Minsk, on Friday told reporters that the leaders of France and Germany, François Hollande and Angela Merkel, are trying to turn the president of Ukraine Petro Poroshenko toward a peaceful solution to the conflict in the Donbass. “The United States urges Poroshenko to more aggressive action. Merkel and Hollande will try to restart the situation onto a peaceful course,”- said Pushilin, commenting on a report that Poroshenko will return to Berlin on August 24. This comes on the eve of a meeting of representatives of the contact group to resolve the situation in the Donbass, which is scheduled for August 26 in Minsk. According Pushilin, the departure from Kiev of the Ukrainian President on Ukraine’s Independence Day once again confirms his lack of independence in decision-making in the country. “His meeting with Hollande and Merkel has shown that there is no independent Ukraine. On Independence Day, he has to be in the country, but they’ve called him on the “carpet”, – said the vice-speaker of the National Assembly of the DNR. Ukraine celebrates the Day of Independence August 24. This national holiday was established in honor of the adoption of the Supreme Soviet of the Act of Independence of Ukraine. Today, this date is considered the establishment of the Ukrainian state in its present form. That day Poroshenko will be forced to participate in a meeting with the leaders of France and Germany. After that, the Ukrainian president will travel to Brussels, where the heads of the European Union will hold a summit, to which Poroshenko is summoned.

MH17 May Have Been Shot Down by Ukrainian Su-25 – Air Force General / Sputnik / August 22, 2015 / In 1985-1988, Rutskoy participated in the Soviet military campaign in Afghanistan and served as commander of an assault squadron. During the war, he conducted 485 combat flights on the Su-25 assault fighter. According to him, the left side of the Boeing’s cabin was damaged which resulted in the deaths of the crew members. Rutskoy said that fact disproves the version that the aircraft was shot down from an anti-aircraft missile system because it does not hit a specific part of the aircraft’s body. He also underscored that a Su-25, which was reported near the Malaysian airliner by an unidentified Ukrainian serviceman, is capable of reaching the altitude at which the Boeing was flying that day. “In Afghanistan we flew on the Su-25. When we had to hit a target, we took off and reached an altitude of 7,000-10,000 meters. Then we turned off one of the plane’s engines . . . The OSCE observer, who was first at the crash site, saw from a cockpit fragment that the pilot had been deliberately shot by heavy fire, originating not from the ground but from the air. Carlos @Spainbuca, the Kiev air traffic controller whose tweets give a real-time account of the shootdown, claimed the aircraft was not downed by one of the fighter jets. His claim, however, does not disprove the theory. While knowing the events in the tower, Carlos may not have known events in the air some 600 kilometers distant.

Ukrainian Conflict Parties Continue to Deceive Each Other – Austrian Media / Sputnik / August 22, 2105 / On Monday, the leaders of Ukraine, France and Germany will hold talks in the format of “Norman troika”, Contra Magazin wrote. The meeting will be held without Russian President Vladimir Putin. Journalist Andre Eric Keller believes that it was Poroshenko who insisted on the trilateral meeting without Vladimir Putin in order to gain more support from French President Francois Hollande and German Chancellor Angela Merkel. According to Keller, Russia did not like this development of events, but reacted in a very diplomatic and peaceful way. “This is not the Norman format, but a trilateral meeting of the representatives of Germany, France and Ukraine. And we are, of course, closely following its preparation. We will also look carefully at its results,” Russian Foreign Minister Sergei Lavrov said. Keller hopes that the talks will be followed by concrete action. According to the journalist, Poroshenko is not willing to fulfill provisions of the Minsk Agreement and promote the laws that guarantee the country’s eastern regions an autonomous status. Kiev is trying to create the illusion of implementing the agreement, while insisting on the preservation of the territorial integrity of the country, the journalist wrote. In October, the Donbass militias are going to hold their own elections, a step that also violates the Minsk Agreement provisions. Both sides are deceiving each other and pursuing their personal goals. Kiev wants to retake the breakaway regions, while Donbass militias continue to fight for their independence, Keller wrote. Quemado Institute comments: Keller is close to being right on most points. But he falsely alleges the planned Donbass elections “also violate the Minsk Agreement.” The fact is, the planned DPR/LPR elections are an attempt to unilaterally abide by Minsk, after Kiev violated the Package of Measures by failing to pass the required election laws.

Round table discussion in Moscow over Donbass / Fort Russ / August 22, 2015 / Leaders of an incomplete “Normandy Quartet,” consisting of France, Germany and Ukraine, are to meet August 24 in Berlin. Ukrainian constitutional reform will be on the agenda. Participation by Russia and the People’s Republics of Donbass is not in view. This has caused confusion among the Russian experts who met in Moscow on August 20 at a round table to share their expectations about the agenda of the Berlin meeting and the fate of the Minsk Agreement. The head of the OSCE special monitoring mission, Ertugrul Apakan, in his report to the special meeting of the OSCE Permanent Council on the situation in Ukraine, noted that the situation in the Donbass is deteriorating. Is an Ukronazi attack imminent? Yes! So what else is new? / The Saker / August 21, 2015 / Novorussian officials have called a press conference today to warn about the high risks of an Ukronazi assault on Novorussia in the very near future. I have asked our translation team and friends to subtitle the video of this press conference and I hope to get it in the next 24 hours or less. The press conference was unique in that Edward Basurin, the Deputy Defense Minister and spokesman for the Novorussian armed forces showed a map with what he described as the Ukrainian attack plans: While I don’t doubt for one second that the Novorussians have pretty much near perfect intelligence about the situation in the Nazi-occupied Ukraine and the plans of the junta (all that provided courtesy of the Russian GRU), I have to say that what this maps shows is extremely predictable too and not fundamentally different from what the Ukronazis tried last year: surrounding and cutting off Donetsk from Lugansk and taking control of key parts (or even all) of the Ukrainian-Russian border. Frontline Summary: Kiev has Finished Preparations for All-out Military Operation in Donbass / Novorossiya News / August 21, 2015 / “DPR Intelligence has released a plan of Kiev to break the Minsk agreements and start a full-scale military operation in Donbass. After artillery preparation fire against positions of the DPR Armed Forces, Kiev military will start an offensive from the Mariupol and Debaltsevo sectors in the direction of the Uspenka settlement to take control of the border with Russia and prevent locals’ fleeing to Russia. At the very same moment, Kiev forces will advance in the direction of Ilovaisk to encircle Donetsk from the South and North. In the Lugansk direction, pro-Kiev militants are planning to exercise separate military actions against LPR Armed Forces. The aims are to move to block the border with Russia and exclude capacity of LPR military to help in the DPR battle ground. With 2,200 buildings destroyed, town of Gorlovka becomes hottest spot of Donbas / TASS / August 21, 2015 / The city of Gorlovka in south-eastern Ukraine has been recognized as the hottest spot along the line of contact in the Donbas region. According to the City Hall, 164 civilians were killed there between January and July in the artillery bombardments by the Ukrainian Armed Forces, 501 people were wounded. The city saw the greatest number of children’s deaths from shell bursts – 16 in the first six months of 2015. The artillery bombardments are registered daily, as a rule, during the night. More than 2,200 buildings in Gorlovka have been fully or partially destroyed by the shelling, head the city administration Roman Khramenkov told Donetsk News Agency. “In Gorlovka, 1,978 houses in the private sector have been destroyed and about 198 multi-storey houses, 80 schools and hospitals . . . Juncker to receive Poroshenko on 27 August / / August 21, 2015 / European Commission chief Jean Claude Juncker will hold talks in Brussels next week with Ukrainian President Petro Poroshenko about the tattered ceasefire in eastern Ukraine, the EU said Friday (21 August). Juncker will meet with Poroshenko next Thursday (27 August) to discuss “implementation of the Minsk agreement”, Commission spokeswoman Annika Breidthardt told reporters. An escalation in fighting is threatening a peace deal signed in February in the Belarus capital of Minsk between the pro-Western Ukrainian government and pro-Russian separatists. The Brussels talks will follow meetings Poroshenko will have on Monday in Berlin with German Chancellor Angela Merkel and French President François Hollande, who were both present at the Minsk agreement’s signing. Russian President Vladimir Putin will not participate in the meeting. A communiqué of the Ukrainain President says that the meeting in Berlin is “aimed at the formation of rigid coalition on countering Russian aggression”. “The key task of the Ukrainian authorities is to form a powerful international coalition that will stop the aggressor. South-East Ukraine Is the Real Target of Kiev’s Donbass Blockade / Russia Insider / August 21, 2015 / Unable to reconquer Donbass Kiev wants it as an economic basket case to dampen secessionist feeling in the rest of South-East Ukraine. / In a process that begun in July 2014 and was completed November later that year the Ukrainian government in Kiev severed all links to rebel-held Donbass in east Ukraine. This meant it stopped making social payments to citizens and de-funded all state institutions: courts, registries, hospitals, banks, post offices and state-owned enterprises. Strategically this was a mistake. Nothing would have underscored the legitimacy of Kiev’s rule in east Ukraine more, but for it to continue to perform many of the functions of the state there. Likewise, the people in east Ukraine could not have helped but notice it was Kiev which continued to supply them with services the rebels were incapable, and Russia unwilling, to provide. As it was the Kiev government became a solely negative factor in their lives – what with its offensive military operations and the arming up of neo-Nazis. Instead, it was the rebels which were forced to pick up the slack and which now – along with the prestige of being the people who keep the neo-Nazis at bay – enjoy also the legitimacy of being the people who provide the electricity, water, heating, pensions and medical care to Donbass people. In fact, initially the two rebel statelets – the DPR and LPR – were reluctant and slow to take responsibility for many of these tasks so they should really thank Kiev for forcing them to take their state-building of rival, secessionist republics seriously. . . . This was stated to DAN today at a briefing in the press center of the DPR Ministry of Defense Corps by deputy commander Eduard Basurin. “A source in the Ukrainian General Staff — oddly enough, there still are real officers who do not want to fight against their own people — provided information about the forthcoming action plan of the Ukrainian Army,” he said. Hardly anything depends on Ukraine in its present state and the total subordination to the Americans; I think there should be some action from the “Norman Three” which guaranteed the implementation of Complex of measures on 12 February.” According to Purgin during scheduled meeting on August 24 the leaders of France and Germany could convince Poroshenko still abide by the Minsk agreement. “I do not exclude that the heads of France and Germany at this meeting will explain Poroshenko the importance of compliance with the Minsk agreements on European security. Lithuania to train Ukrainian military instructors in urban warfare / Ukraine Today / August 19, 2015 / Some 23 Ukrainian army coaches will travel to the Baltic state for the two week course. Lithuania has announced it will provide training to Ukrainian military instructors in the art of urban warfare. Training in combat operations and shooting practice will feature in the two-week long course for some 23 Ukrainian army coaches. All the participants from Ukraine have served time fighting against combined Russian-separatist forces in Ukraine’s Donbas region. Lithuania has been one of the staunchest allies of Ukraine and critics of the Kremlin since Russian forces seized Crimea last March. In reaction, NATO bolstered its presence in the Baltic region along with efforts to support Ukraine’s military.

On Monday Russian Foreign Minister Sergei Lavrov said the regime in Kiev is preparing a new offensive in the contested area, a move that would violate the Minsk II ceasefire signed in February. Last week seven Ukrainian soldiers were killed and 40 wounded in skirmishes near Donetsk. At the same time, Eduard Basurin, the spokesperson for the self-proclaimed Donetsk People’s Republic, accused the Ukrainian military of attacking its area with tanks and heavy armament. The US has accused Russia of inflaming tension in the region and using the ceasefire to capture 28 towns and villages in a 250 square kilometer wide area. “The struggle in Ukraine is more serious than ISIS,” said the former US ambassador to Ukraine and Director of the Eurasia Center at the Atlantic Council in Washington, John Herbst. “It’s very simple. Any military thinker looks at a threat – what is the possible damage? Putin wants to change the peace established in 1991 and after World War II.” “Putin wants all of Ukraine,” added Ukrainian MP Dmytro Lubinets.
