China Proves Enemy to Donbass? Ukraine-China Currency Swap. In the face of a 40% drop in the value of the hryvnia, China has extended its support to the Kiev regime by signing a further currency swap agreement. “This agreement is extremely important for our countries, being strategic partners, and will promote the economic development of both countries,” said the governor of the National Bank of Ukraine(NBU) Valeria Gontareva. See rt.com report Ukraine and China ink $2.4 bn currency swap (May 15). Editor’s note: That China plays all sides of the game by bolstering the murderous administration in Kiev while paying lip-service to the cause of Donbass and sidling up to Russian President Vladimir Putin at the Victory Day Parade in Moscow last week is an abhorent manifestation of historic Chinese untrustworthiness, as was exemplified in its double-dealings with the young Dalai Lama during the twentieth century. We condemn China for this act. We also urge Washington to quickly resume friendly relations with Moscow, thereby to relieve Russian President Vladimir Putin of the ugly burden of intimate Russian-Chinese interdependence, when Putin would clearly rather partner with the West, as he has indicated many times and for good reason.

NDS editor’s Note: The city of Gorlovka lies east of Donetsk near the contact line in the northern extremes of the Donetsk People’s Republic and has been the target of massive continuous UAF shelling for many months. Shumy is a village about 15 km northwest of Gorlovka. The three towns of Slavyanoserbsk (about 25 km northwest of Lugansk), Vesyolaya Gora (about 20 km north of Lugansk on the M21 highway), and Stanitsa Luganskaya (about 20 km northeast of Lugansk) lie along a crescent encircling the northern edges of of Lugansk, not far from the ceasefire line. Shirokino is in the south extreme of the Donetsk Oblast, on the Azov sea between Kiev-controlled Mariupol and DPR-held Novoazovsk. We do not know the reliability of this Twitter source, however their report is quite reasonable given recent accounts of UAF attacks.

DPR Prime Minister Alexander Zakharchekno

Zakharchenko Conference Today. Twitter source B. Lom has reported that there was a full house today May 15 for the conference with Donetsk People’s Republic leader Alexander Zakharchenko. The Prime Minister is quoted as saying, “We aren’t going back down on the path we’ve chosen. We’ve shown we can defend ourselves…. We are not autonomous, not federal region, we are an independent republic…. We consider the rest of region to be illegally occupied and we well liberate it. I can’t say how.”

Conference with Alexander Zakharchkino, May 15, 2015

[QI editor’s note: As Kiev continues to refuse to implement the full measures of the Minsk 2 agreements, particularly those concerning autonomy and local elections, Zakharchenko has become more adamant in presenting the only option left: independence for the Donetsk People’s Republic. Poroshenko’s failure to comply with Minsk has more or less forced this position.]

Border Checkpoint
Ukrainian Border Guards Stop Food Delivery Trucks. Ukrainian border guards did not allow trucks with food into the Donbass / polit.ru / Translated by Quemado Institute / May 15, 2015 / During the week, Ukrainian border guards detained at the border more than 300 truckloads of food and alcohol that were heading to the Donbass, “Interfax” reported, referring to the State Border Service of Ukraine. The ministry said that goods without proper shipping documents were detained on the bypass routes, in certain road corridors and at check points of entry and exit. A day earlier, the State Border Service said that the 26th humanitarian convoy arrived from Russia to the east of Ukraine in violation of legislation, as part of the cargo was of non-humanitarian character. It was reported that some of the cars were transporting spare parts and tires. According to the ministry, at present Ukraine has no control over approximately 409 kilometers of the state border within the Donetsk and Lugansk regions.

Ukrainian Blockade Tightens. Cyclists and pedestrians only are allowed at Ukrainian checkpoint around Lugansk Republic. / Russkaya Vesna / May 15, 2015 / Checkpoint The blockade set by Kiev authorities May 13 against the Lugansk Republic came in full force on the morning of May 14 also at the borderline between Ukraine and the Donetsk Republic. The Ukrainian military blocked all types of vehicles except for bicycles at the Georgiyevka village checkpoint located on the highway between Maryinka and Kurakhovo. Pedestrians are allowed. Keeping in mind that quite a lot of medicines and foodstuff are lacking in the Lugansk and Donetsk Republics’ stores and pharmacies, one cannot carry a lot in a backpack on a bike. So Kiev interprets the Minsk peace accords in its own way and the blockade is generally tightened. Bus service between Donetsk and Mariupol is also interrupted.

Sandbags Fortify Slavyansk Police Headquarters. The police department was fortified with sandbags In Slavyansk, currently occupied by Ukrainian army / Russkaya Vesna / May 15, 2015 /
slavyanskThe municipal police department was fortified with sandbags last week, which provoked new wave of rumours concerning possible liberation of the occupied cities by the Donbass militia. It emerged that the order to fortify police deprtment buildings was received by all police departments in the cities of the Donetsk region initially belonging to Donetsk People’s Republic. “Everything is under control in the town but police buildings fortification is a direct order given by head of police in Donetsk region, but there is no reason for panic,” explained police representatives. We would like to remind you of the scope of civil disorders in Konstantinovka after a nine-year-old girl was killed by drunk soldier driving a tank. The tank was burned right there and people were threatening to kill the murderer. [Editor’s note: It is highly improbable the Donbass militia would move into Slavyansk during the present ceasefire, as the DPR/LPR governments continue to abide by the Minsk 2.0 Agreements. More likely the Ukrainian government is worried about local rebellion.]

Yatsenyuk and Nuland (–Ukraine Today)

Yatsenkyuk, Nuland Talk in Kiev. US Assistant Secretary of State for European and Eurasian Affairs Victoria Nuland traveled to Kiev to visit with Kiev regime “Prime Minister” Artseney Yatsenuk on May 14. According to Ukraine Today, “The key topics of the talks were questions of overcoming Russian aggression and the implementation of the Minsk agreements, the implementation of economic reforms and the fight against corruption, as well as the assistance from the United States in these processes. Yatsenyuk and Nuland discussed the status of implementation of the program of cooperation with the International Monetary Fund, as well as the preparation for a free trade zone between Ukraine and the European Union from January 1, 2016. Another important topic of the meeting was cooperation in the investigation against the stashing abroad of illegal earnings by former Ukrainian officials.” [Editor’s note: Several sources speculate Nuland is performing damage control after John Kerry’s statement earlier this week to Putin and Lavrov, in which he warned Poroshenko of Washington opposition to proposed Ukraine military advances on the Donetsk airport.]

Cauldron To Form Around Mariupol? NATO Fears Largest Donbass City Will Be Surrounded. / tribuna.ru / Edited autotranslation by Quemado Institute / May 15, 2015 / The Commander of NATO forces in Europe, General Philip Breedlove, expressed concern this week that a cauldron may form around Mariupol of the type that was created at Debaltsevo. The same concerns were expressed in Kiev by the governor of the Donetsk region, General Alexander Kikhtenko, who even reprimanded Poroshenko for failure to schedule the construction of fortifications. The plans for encirclement of Mariupol have been spoken of in Donetsk for a long time. For example, the DPR considered it a good idea in the fall of last year to blow through Zlatoustovku bypass [sic] with the capture of Mariupol Mangushev and blockade the city. It is worth noting that Mariupol is the largest city in the Donbass that remains under the control of Kiev. […] [QI editor’s note: Possible error in translation is marked “sic”. This report raises interesting questions, however its reliabiliy is not known.]
